This document proposes alternative security solutions to using military force against terrorist groups in the Middle East. It suggests that [1] intelligence agencies should study ethnic and religious groups in local communities to understand their affiliations and develop a pressure map without using force. Suspected individuals could then be isolated and interrogated or oriented to other communities. [2] Multinational agencies should study the structures of international terrorist groups to reduce their funding and movements. [3] Hezbollah hides under different organizations in Lebanon and Iraq and uses irregular Masonic lodges and media like newspapers to pass messages and gather intelligence from local communities according to Iranian agendas. Going to a federal system in Arab countries may produce other forms of terrorism as reactions to

1. Hitting ISIS or any other terrorist activity in Middle East through military force isn’t the best solution.
Instead there is an alternative type of solution that would be the root to a better, safer world without
going deep into force.
1 - Security solutions:
A – if the threat is on local US communities:
The first area must be to define the ethnicities active in US, in forms of groups.After doing a study of
their social integration and political affiliation, another study that should be undertaken, that is from a
perspective of where they originate on a religious level.
Groups of CIA operatives, well trained in languages,cultures and religions would be sent on a mission
to understand each groups’affiliation, and follow this up with a similar study in their respective
countries, all without the use of force. So, even without entering into negotiation, a portfolio is built up
for each group with a pressure map of these groups showing politics, economies, etc.
These groups,both in the USA and in their own countries, should be dissolved with a minimum force
since their existence is already a result of forces and conflicts.
A study of each group should be conducted on their integration strategy,their criminality groups,
etc. Then either go to an orientation level to another communities after the identification phase,
through working on their ideology with the help of influential figures from their home land (without
interference to local communities) or: (i) conduct interrogations in isolation, (ii) identify contradictions
in the suspect’s story and (iii) confront the suspect with evidence.
But isolating a suspect gives the police a chance to investigate and find evidence without that
evidence being destroyed by a suspect.But isolation should be well considered and humane. Police
officers should never forget that a suspect may be innocent.It is unfortunate,but in most cases the
police believe that they are right even if they have absolutely no evidence. It's just human nature...
However, isolated interrogation can happen through creating a group around the suspected without his
knowledge .
B- if the threat is on international communities :
This would require a transnational collaboration, between internal security and studies
on foreign groups.For example, are they common groups moving around between Europe, US and
UK? Are they nationals of these territories that have been influenced from outside?
If so, one mission from multinational agencies would to conduct similar studies as to each group’s
structure (economical, social, etc.) aiming to reduce their funding, cash transfers and the movements of
their members.
C – Hezbollah:
Hezbollah hides underdifferent illegal (and legal) groups,organizations, etc., either in Lebanon or in
Iraq, hiding underthe umbrella of: “This is Lebanon, our land, and we should all live togetheras one.”
They are designing their media strategy and their two main tools are: Lebanese newspapers and causes
like Palestinian cause, to pass on their messages.(This “Lebanon, our Land” is Hezbollah’s Lebanon,
not every citizen’s ideal for Lebanon)
when hezbolla use organization's name to expend his networks , soc, eco, to get access to the security
secrets it doesn't mean the org contain security secrets rather than hezbolla use secretive tactics
The best example to be highlighted is the irregular (or clandestine) lodges.Irregular Masonic lodges
are being transformed to be a mask for Hezbollah whilst using the clean name of Masonry.This is to
crack the wall of international Masonic Bodies, thinking they would get at the American army guys or

time can join any similar international recognized body in the future). Some were recognized and legal

military lodge, and it was formed under a charter and warrant issued by the GL of NY as many of the

used nowadays in Lebanon, though through different tactics, even though creating agents or cracking
systems to gather information.
Anotherexample is the double strategy for example, of Addyarand al Akhbar newspapers who collect
information from local communities. After evaluating this data, it is used either to emphasise the
West’s strategies,or to influence their policies according to the Iranian agendas.So local communities,
in their daily life, will be watched and manipulated along with international communities in local areas,
so the impact will be there also.
As conclusion, going into a federalism systemfor Arab countries,or same religious colour, will
produce other forms of terrorism which are based on reaction on other moves, since all these terrorist
groups that originate in the Middle East aren’t more then reactions on religions, religious problematic
unsolved in their entourage and the unsolved integration strategies of Western forces .
