2. INTRODUCTION
The union budget for 2018-19 has been announced
by Mr. Arun Jaitley , Union Minister for finance ,
Govt of India, in parliament on feb 1, 2018 .
It focuses on uplifting the rural economy and
strengthening of the agriculture sector ,
healthcare for the economically less privileged,
infrastructure creation and improvement in the
quality of education of the country .
3. HIGHLIGHTS OF BUDGET FOR RURAL
The government is committed towards doubling the
farmers’ income by 2022.
A total of Rs 14.34 lakhs crore will be spent for
creation of livelihood and infrastructure in rural areas.
Minimum Support Price (MSP) for all announced
kharif crops will be at least one and half times of their
production cost, similar to the majority of rabi crops.
Institutional credit to the agriculture sector is targeted
at Rs 11 lakh crore for 2018-19, compared to Rs 10
lakh crore for 2017-18.

5. A Fisheries and Aqua culture Infrastructure
Development Fund (FAIDF) and an animal
Husbandry Infrastructure Development Fund
(AHIDF) will be started with a total corpus of Rs
10,000 crore
An Agri-Market Infrastructure Fund will be started
with a corpus of Rs 2,000 crore
A restructured National Bamboo Mission will be
launched with a total outlay of Rs 1,290 crore.
Allocation for the National Rural Livelihood Mission
is increased to Rs 5,750 crore for 2018-19

7. SCHEMES
EXTENSION TO KISAN
CREDIT CARD
It is a credit card to provide affordable credit for farmers
in India .
This scheme was introduced by government of India on
august 1998 with the aim to provide credit to farmers
, on the basis of their land holdings .
In the budget 2018-19 , Kisan Credit Card was
extended to fisherman and cattle owners.
8. It will enable them to avail the easier loans .
It will help people associated with milk production
business in rural areas by providing financial
assistance and also to fisheries .
9. GOBAR-DHAN YOJNA
The union government is going to roll out Galvanizing Organic
Bio-Agro Resources Dhan (GOBAR-DHAN)
It was first announced by F.M.
Arun Jaitley during his 2018-19 budget
speech.
Aims to improve lives of the villagers .
It focuses on managing and converting cattle dung and solid
waste in farms to useful compost , biogas and bio-CNG .
It will also help in cleaning the village as well as increasing
income of farmers and cattle herders.

11. AFFORDABLE HOUSING FUND
(AHF)
AHF will be created under
National Housing Bank (NHB) .
It will be funded from priority sector lending shortfall
and fully serviced bonds authorised by Central
Government.
It will be used to construct one crore households in
the rural areas under Pradhan Mantri Awas Yojana
(PMAY)
12. PRADHAN MANTRI AWAS
YOJANA
Previously known as Indira Awaas Yojana
It is social welfare flagship programme, created by
the Indian government to provide housing for the
rural poor in India.
It aims to provide housing for all by 2022
The vision of the government is to replace all
temporary houses from Indian villages by 2017
previously and now with AHF by 2022.

14. NATIONAL BAMBOO MISSION
Rs 1290 crore will be allocated under this scheme
to help development of bamboo production as an
industry in the country .
This will help the people of rural & tribal areas.
15. OPERATION GREEN
It will be launched with an allocation of
Rs.500 crore on the lines of
Operation Flood .
It also aims to aid farmers and help control and limit
fluctuations in the prices of tomatoes , onions and
potatoes.
It is essentially price fixation scheme that aims to ensure
farmers are given the right price for their produce .
The idea behind it is to double the income of farmers by
the end 2022.
