This document assesses the suitability of energy performance contracting (EPC) for UK universities to help meet their pledged carbon reduction targets. It provides background on UK university carbon targets and legislation driving reductions. A literature review covers topics like potential savings from EPCs, barriers to EPCs, and conditions suitable for EPCs. The research methodology included an online survey of 33 university estates departments and 14 interviews with industry representatives to understand EPC appropriateness. A model was developed to identify which universities are best suited to EPCs. While some respondents believed EPCs suitable, others lacked awareness or trusted the business model.
