Abstract!
!
Rising!utility!prices!and!an!enhanced!awareness!of!climate!change!have!resulted!in!
energy!becoming!an!increasingly!important!agenda!within!the!UK!Higher!Education!
Sector.!UK!Universities!have!publicly!committed!to!a!collective!38%!reduction!in!Scope!1!
and!2!greenhouse!gas!(GHG)!emissions!by!2020!but!analysis!of!current!emissions!
suggest!that!the!sector!is!not!on!schedule!to!meet!these!targets.!
!
Current!research!indicates!that,!in!the!right!circumstances,!energy!performance!
contracts!(EPCs)!can!deliver!large!and!cost!effective!energy!savings!through!
comprehensive!energy!efficiency!retrofits!and!improved!energy!performance!of!
facilities.!The!use!of!EPCs!has!become!increasingly!common!in!the!NHS!and!Local!
Authority!sectors!but!few!examples!exist!within!UK!Higher!Education.!This!research!
assesses!the!suitability!of!EPCs!for!UK!Universities!as!an!option!to!help!meet!the!sectors!
pledged!carbon!reduction!targets.!
!
The!research!methodology!involved!an!online!survey!of!33!University!estates!
departments!and!14!interviews!with!industry!representatives!to!understand!the!
appropriateness!of!EPCs!for!Universities.!A!model!was!also!developed!to!help!identify!
which!organisations!are!best!suited!to!an!EPC,!and!found!that,!in!general,!Universities!
with!fewer!sites!and!higher!energy!consumption!per!site!were!most!appropriate.!
!
One!third!of!respondents!believed!that!EPCs!were!suitable!for!their!organisations,!
indicating!the!potential!for!expansion!within!the!Higher!Education!Sector,!however!a!
lack!of!awareness!and!mistrust!of!the!business!model!exists!for!some!Universities.!
Higher!Education!Framework!agreements,!standardisation!of!contracts!and!support!
from!trusted!independent!3rd!parties!are!recommended!to!reduce!the!complexity!of!
EPCs.!Best!practice!guidance,!demonstration!programs!and!promotion!of!successful!case!
studies!are!suggested!to!improve!awareness.!

Introduction!
!
It!is!widely!accepted!that!emissions!from!carbon!dioxide!(CO2)!and!other!greenhouse!
gases!(GHG)!must!be!reduced!to!mitigate!dangerous!climate!change!(IPCC,!2007).!In!
response!to!the!Kyoto!Framework,!the!UK!government!passed!the!Climate!Change!Act!in!
2008!setting!a!legally!binding!commitment!to!reduce!GHG!emissions!by!80%!by!2050!
using!1990!as!a!baseline!(Committee!on!Climate!Change,!2008).!The!UK!University!
Sector!makes!a!significant!contribution!to!total!emissions!of!approximately!11%!of!the!
UK!Public!Sector’s!total!(Ward!et#al,!2008).!In!addition,!UK!University!emissions!have!
typically!shown!an!upward!trend!with!a!33%!increase!to!3.339!MtCO2!in!2005!from!a!
1990!baseline!(HEFCE,!2010).!Universities!are!therefore!in!a!position!to!make!a!
significant!contribution!to!the!UK’s!overall!targets!and!“as!institutions!have!a!valuable!
role!to!play!in!promoting!carbon!reductions!through!their!other!activities!including!
teaching,!research!and!public!communications.”!(HEFCE,!2010)!
UK!Universities’!carbon!reduction!targets!
!
Driven!in!part!by!Higher!Education!funding!councils!for!England!(HEFCE),!the!Scotland!
Funding!Council!(SFC)!and!the!Higher!Education!Funding!Council!for!Wales!(HEFCW),!
UK!Universities!have!made!public!commitments!approved!at!senior!level!to!reduce!GHG!
emissions!broadly!in!line!with!the!national!targets!identified!in!the!Climate!Change!Act.!
In!terms!of!English!Universities,!each!institution!was!required!by!HEFCE!in!2010!to!
complete!a!carbon!management!plan!and!pledge!to!meet!a!specific!reduction!of!absolute!
scope!1!and!2!GHG!emissions!by!2020!using!a!2005!baseline!(HEFCE,!n.d.Jd).!Scope!1!
emissions!are!defined!as!direct!emissions!that!result!from!sources!owned!or!controlled!
by!an!organization!and!scope!2!emissions!are!those!that!result!from!the!generation!of!
purchased!electricity!(Carbon!Trust,!n.d.Jc).!As!a!result!of!these!pledged!commitments,!
the!total!scope!1!and!2!emissions!reduction!agreed!by!English!Universities!amount!to!
38%!for!the!sector!by!2020!(HEFCE,!n.d.Jd).!This!research!will!show!that!since!2010,!
only!7.73%!has!been!achieved,!with!a!further!33%!emission!reduction!required!by!2020!
from!2013!levels.!

These!target!reductions!are!placed!in!the!context!of!growing!businesses!for!Universities!
(research,!teaching!and!student!numbers)!and!influenced!by!a!diverse!and!complex!

building!stock!(Mazhar!et#al,!2014).!With!the!increase!in!student!fees!has!come!a!large!
reduction!in!grant!funding!(HEFCE,!n.d.Ja)!and!(HEFCE,!n.d.Jb)!shown!in!Figure!1.!
English!Universities!have!had!to!become!more!selfJsufficient!in!terms!of!income!
generation,!filling!the!gap!left!by!government!funding!through!via!tuition!fees,!research!
and!commercial!interests!but!also!through!cost!reduction!through!measures!such!as!
improved!energy!efficiency.!!

Legislation!
UK!Universities!are!increasingly!subject!to!environmental!legislation.!This!includes!the!
Carbon!Reduction!Commitment!Energy!Efficiency!Scheme!(CRC)!which!requires!
organisations!with!half!hourly!metered!electricity!consumption!of!over!6,000!MWh!per!
year!to!make!an!annual!disclosure!to!the!Environment!Agency!(Carbon!Trust,!n.d.Ja).!
Participants,!which!include!the!majority!of!Universities,!must!buy!allowances!equating!
to!£12!for!every!tCO2!consumed.!The!EU’s!Energy!Performance!of!Buildings!Regulations!
require!all!buildings!whether!newly!built,!rented!or!undergoing!a!major!refurbishment!
to!have!an!Energy!Performance!Certificate!providing!a!public!rating!of!energy!efficiency!
complete!with!recommendations!for!energy!efficiency!improvements.!For!any!buildings!
over!1,000!m2!a Display!Energy!Certificate!(DEC)!must!be!shown!with!an!energy!
efficiency!score!and!advisory!report!(Department!for!Communities!and!Local!
Government,!n.d.).!In!terms!of!UK!building!regulations,!Part!L!requires!all!new!buildings!
or!major!refurbishments!to!demonstrate!a!25%!improvement!against!previous!2006!
levels!in!order!to!gain!Building!Regulation!approval!(Department!for!Communities!and!
Local!Government,!2013).!Most!recently,!the!Energy!Savings!Opportunity!Scheme!

Background!to!Energy!Performance!Contracts!
!
Energy!performance!contracts!(EPCs)!have!become!commonplace!in!the!United!States!
since!the!1970’s!with!the!World!Energy!Organization!estimating!that!in!2007!between!
500J1000!companies!were!operating!in!this!market,!with!an!annual!turnover!of!$5!
billion!(ÜrgeJvorsatz,!2007).!Although!still!in!the!development!stage!within!the!UK!
(Bertoldi!et#al,!2013),!the!EPC!model!has!recently!had!a!higher!profile!in!the!UK!Public!
Sector!particularly!within!the!NHS!and!Local!Authorities.!EPC’s!have!been!assisted!by!
government!supported!programs!such!as!RE:FIT!by!the!Greater!London!Authority!
(RE:FIT,!n.d.Jb)!and!the!Carbon!and!Energy!Fund!for!the!NHS!(The!Carbon!and!Energy!
Fund,!n.d.).!!However!the!EPC!model!is!not!widespread!within!UK!Universities!with!few!
publicized!EPC!case!studies!available.!Two!can!be!found!through!the!RE:FIT!program!
with!the!London!School!of!Economics!(RE:FIT,!n.d.Jc)!and!Goldsmiths!(RE:FIT,!n.d.Ja).!
These!examples!point!to!energy!and!carbon!savings!of!18%!at!LSE!and!43%!at!
Goldsmiths!suggesting!that!if!EPC’s!are!suitable!for!the!remainder!of!the!Higher!
Education,!they!could!prove!a!valuable!option!to!help!meet!the!sectors!carbon,!cost!
reduction!and!environmental!targets.!
Aims!and!Objectives!
!
The!aim!of!this!research!is!develop!an!understanding!of!the!drivers!and!barriers!to!
carbon!reduction!for!UK!Universities!and!assess!the!suitability!of!the!EPC!model!as!an!
option!for!emission!reduction!strategies!for!the!sector.!This!research!includes!an!online!
survey!of!estates!departments,!interviews!with!industry!experts!and!analysis!of!current!
literature,!case!studies!and!estates!management!statistics.!The!objective!is!to!gain!some!
initial!insight!into!the!appetite!for!EPC’s!in!the!sector!and!under!what!circumstances!
they!may!be!most!appropriate!to!reduce!Scope!1!and!2!emissions.!The!findings!will!be!
consolidated!to!develop!a!model,!giving!a!first!glance!impression!of!the!ideal!
characteristics!of!a!University!for!an!EPC,!which!could!be!advanced!for!further!research.!!
As!the!literature!review!will!indicate,!current!research!exists!into!the!Energy!Service!
Company!(ESCO)!and!EPC!market!in!general,!but!little!analysis!of!its!impact!within!the!
UK!Public!Sector!and!Universities!in!particular.!UK!Universities!have!publicly!committed!

to!ambitious!Scope!1!and!2!emission!reduction!targets.!!Case!studies!analysis!and!the!
literature!review!(Fang!et#al,!2012)!and!(ÜrgeJvorsatz!et#al,!2007)!will!suggest!that!
EPC’s!typical!energy!savings!are!in!the!region!of!20%!and!could!therefore!make!a!
significant!contribution!to!meeting!these!targets.!EPC’s!also!have!governmental!backing!
including!promotion!in!the!EU!by!the!European!Commission!(European!Commission,!
n.d.).!In!the!right!circumstances!EPC’s!can!also!deliver!savings!in!a!cost!effective!way!
reducing!the!performance!risk!for!the!customer!(Sorrell,!2007).!Only!two!recent!case!
studies!of!early!stage!EPC’s!exist!for!UK!Universities,!so!research!into!the!possible!
expansion!of!the!model!is!worthwhile.!In!addition,!by!assessing!the!suitability!of!EPC’s!
for!UK!Universities,!general!observations!of!the!business!model!and!recommendations!
for!the!Higher!Education!Institutions!(HEI)!could!be!transferrable!across!other!sectors.!
This!research!will!start!by!defining!energy!performance!contracts!and!Energy!Service!
Companies!(ESCO).!A!literature!review!will!give!an!overview!of!the!ESCO!market!and!
identify!its!common!benefits!as!well!as!describing!the!potential!barriers!to!its!expansion.!
The!research!methodology!will!outline!how!an!online!survey!of!University!Estates!
departments!will!add!width!to!the!research,!with!greater!depth!to!the!findings!provided!
by!more!detailed!interviews!with!13!representatives!of!the!industry.!Analysis!of!
published!data!from!the!Higher!Education!Statistic!Agency!(HESA)!and!industry!case!
studies!will!be!combined!with!the!findings!of!the!survey,!interviews!and!literature!
review.!This!information!will!be!used!to!form!a!discussion!on!the!suitability!of!EPC’s!for!
UK!Universities!with!recommendations!suggested!for!further!consideration!and!
research.!
Definition!of!Energy!Performance!Contracting!
!
The!Energy!Efficiency!Directive!(EED)!of!the!European!Union!defines!‘energy!
performance!contracting’!(EPC)!as!a!contractual!arrangement!between!the!provider!of!
an!energy!efficiency!improvement!measure!and!a!beneficiary.!This!contract!is!verified!
and!monitored!for!its!duration,!where!investments!(work,!supply!or!service)!for!the!
measure!are!paid!for!in!relation!to!a!contractually!agreed!level!of!energy!efficiency!
improvement!or!other!agreed!energy!performance!criterion,!such!as!financial!
savings(“Energy!Efficiency!Directive,”!n.d.).!!!

This!research!will!focus!on!University!scope!1!and!2!emissions,!which!amounted!to!
approximately!2.3!MtCO2e!in!2012/13!(HESA,!2013).!As!far!as!UK!Universities!are!

vast!majority!of!these!emissions!came!from!grid!electricity!(57%)!and!the!burning!of!

stage.!Increased!awareness!of!energy!usage!for!staff!and!students,!particularly!with!
regard!to!personal!technology,!is!suggested!as!a!solution.!Given!this!assessment!of!HE!

“Energy!Efficiency!Interventions!in!UK!Higher!Education!Institutions”!(Altan,!
2010)outlines!the!internal!and!external!influencers!for!energy!efficiency!within!the!HE!
Sector!and!then!seeks!to!list!the!types!of!internal!energy!efficiency!interventions!
undertaken!by!Universities!between!2001!and!2007.!The!efficacy!of!these!interventions!
is!measured!via!a!survey!of!energy!managers!between!February!and!April!2008.!The!
conclusion!suggests!that!while!a!relatively!high!proportion!(83%)!of!institutions!have!
embarked!on!these!interventions!there!exists!a!problem!with!regard!to!the!
measurement!of!their!success!across!the!sector.!These!finding!are!interesting!in!the!
context!of!energy!performance!contracting!firstly!by!identifying!an!appetite!to!improve!
energy!efficiency!in!the!sector!Secondly,!often!central!to!EPC’s!are!the!monitoring!and!

Overview!of!the!international!and!UK!ESCO!market!!

Although!nascent!in!some!countries!the!ESCO!market!has!become!established!in!others!
such!as!the!US!where!ÜrgeJvorsatz!et#al!(2007)!estimate!that!ESCO!projects!totalled!
between!$1800m!and!$2100m!in!2001,!and!£2.6bn!across!13!other!countries!(excluding!
the!UK).!Vine!(2005)!estimated!the!ESCO!activity!outside!of!the!US!to!be!between!$560!
million!and!$620!million!in!2001.!Steinberger!et#al#(2009)!note!that!the!ESCO!market!

Summary!of!Literature!Review!

Current!research!into!the!ESCO!market!identifies!a!consensus!of!opinion!that!in!the!right!
circumstances!EPC’s!can!be!a!cost!effective!tool!to!deliver!significant!energy!savings!
with!a!typical!average!of!20%!using!a!streamlined!turnkey!approach.!Where!an!
organization!has!insufficient!inJhouse!resource!or!available!funding!to!deliver!largeJ
scale!energy!efficiency!improvements,!an!EPC!can!provide!technical!expertise!and!a!

despite!a!significant!challenge!to!deliver!a!34%!carbon!reduction!for!HE!Sector!between!
2013!and!2020!if!pledged!targets!are!to!be!met.!It!would!therefore!seem!sensible!to!
explore!the!suitability!of!the!model!to!deliver!significant!cost!savings,!energy!efficiency!
improvements!and!carbon!reduction.!This!analysis!can!be!beneficial!for!UK!Universities!
but!may!also!provide!findings!that!are!transferrable!for!the!ESCO!market!as!a!whole!
within!the!context!of!the!UK’s!challenging!environmental!targets!leading!up!to!2050.!

research.!The!aim!was!to!gain!a!high!level!understanding!of!the!drivers!and!barriers!to!
delivering!carbon!reduction!in!the!HE!sector!and!then!to!understand!Universities’!view!
of!the!strengths!and!weaknesses!of!EPC’s!and!whether!the!model!is!suitable!or!
unsuitable!to!their!specific!circumstances.!!

The!survey!was!designed!in!order!to!extract!sufficient!responses!to!gain!meaningful!

Sustainability!for!a!Russell!Group!University,!who!identified!the!use!of!plugJin!electrical!
loads!for!research!purposes!as!a!key!challenge!for!energy!efficiency,!also!raised!this!
issue.!She!also!suggested!improvements!in!behavioural!change!could!be!best!to!bring!
about!energy!reductions!for!these!loads,!a!point!echoed!by!Robinson!et#al!(2014).!!This!
is!significant!for!energy!performance!contracts!as!most!of!the!guaranteed!electrical!
savings!from!EPC’s!are!likely!to!be!achieved!through!non!plugJloads!such!as!LED!lighting!
and!BEMS!improvements!or!through!more!efficient!supply!through!CHP.!In!addition,!a!
University!may!be!less!likely!to!use!an!EPC!if!research!is!affected!and!there!is!a!
perceived!threat!to!income!generation!as!a!result.!

In!summary,!UK!Universities!have!made!public!commitments!to!absolute!carbon!
reduction!targets!for!2020!with!estates!departments!putting!significant!resource!into!
the!development!of!carbon!management!plans.!Evidence!suggests!that!the!targets!will!
be!missed!for!the!sector!as!a!whole!by!2020!unless!a!step!change!is!achieved!in!energy!
efficiency.!If!the!University!sector!is!serious!about!delivering!a!33%!tCO2e!saving!
between!2013!and!2020!then!the!suitability!of!EPC’s!could!be!considered!given!that!case!
studies!suggest!potential!average!savings!of!20%!could!be!achieved!(see!Figure!7).!
Furthermore!the!suitability!of!the!model!for!the!Russell!Group!would!be!the!best!place!

to!start!given!the!disproportionately!high!emissions!for!these!Universities!compared!to!
the!rest!of!the!sector.!
Drivers!for!Carbon!Reduction!
!
Figure!21!shows!that!cost!reduction!was,!on!the!whole,!considered!the!main!driver!
behind!carbon!reduction!initiatives!with!90%!of!respondents!considering!this!category!
as!Important!or!Very!Important.!Cost!reduction!is!also!seen!as!a!key!motivation!for!EPC’s!
by!Bertoldi!et#al!(2013).!Second!were!Reputation!and!National!and!International!
Legislation!with!75%!or!respondents!scoring!these!drivers!highly.!All!interview!
participants!also!identified!cost!reduction!as!the!biggest!driver.!A!Head!of!Sustainability!
for!a!Russell!Group!University!cited!an!energy!bill!of!£16m!as!significant!despite!being!
just!over!1%!of!overall!expenditure!for!that!organization!(HESA,!2013).!An!Energy!
Manager!from!a!post!1992!University!pointed!out!that!energy!price!rises!were!a!concern!
noting!that!electricity!prices!had!risen!5%!for!that!year!and!he!would!expect!an!upward!
trend!to!continue.!An!ESCO!supplier!interviewed,!also!confirmed!that!the!main!driver!for!
prospective!clients!was!cost!reduction!followed!by!carbon!reduction,!improved!
environmental!reputation!and!then!the!reassurance!of!the!included!savings!guarantee.!

Universities!(Leeds,!Sheffield,!UCL!and!LSE)!for!failing!to!reduce!normalized!emissions!
as!part!of!CIF!2!requirements!(HEFCE.c,!n.d.).!One!Energy!Manager!interviewed,!stressed!
that!the!threat!of!reduced!CIF!funding!from!HEFCE!was!a!key!driver!for!energy!efficiency!
within!his!Estates!department.!

None!of!the!interview!participants!raised!National!and!International!Legislation!as!a!
main!driver!although!this!scored!highly!in!the!online!survey.!Mitigation!of!Climate!
Change!and!Student!Retention!scored!lowest!in!the!survey.!However!a!University!Vice!
Chancellor!raised!both!criteria!as!key!drivers!during!an!interview.!He!firstly!considered!
carbon!reduction!as!the!“right!thing!to!do”!and!secondly!from!a!marketing!perspective!
because!he!believes!students’!University!selection!is!increasingly!influenced!by!
sustainability.!Finally!he!stressed!the!economic!benefits!of!energy!efficiency.!Mitigation!
of!Climate!Change!is!perhaps!more!of!a!driver!at!Board!level!with!one!Sustainability!
Manager!currently!undertaking!an!EPC,!scoring!this!as!Very!Important.!He!also!noted!in!
his!interview!that!carbon!management!had!the!full!backing!of!the!University!Board!with!
a!34%!reduction!in!scope!1!and!2!emissions!achieved!from!a!2005!baseline!to!date.!One!
Energy!Manager!for!a!PostJ1992!University!scored!Mitigation!of!Climate!Change!as!an!
“Important”!driver!including!the!additional!comment:!“because!our!Deputy!Vice!
Chancellor!thinks!it’s!the!right!thing!to!do”!in!the!online!survey.!

As!Figure!22!shows!insufficient!resources!to!identify!and!deliver!energy!projects!was!the!
highest!scoring!criteria!when!assessing!barriers!to!delivering!energy!conservation!
measures.!A!University!Sustainability!Manager!currently!undertaking!an!EPC!cited!the!
time!and!resource!intensive!nature!of!delivering!energy!efficiency!projects!as!a!key!
factor!for!using!an!EPC.!!

Lack!of!capital!funding!available!to!estates!departments!was!the!second!highest!scored!
barrier.!An!Energy!Manager!pointed!out!in!his!interview!that!he!only!had!an!annual!
budget!of!£50,000!available!each!year!to!spend!on!energy!efficiency!for!compared!to!an!
energy!spend!well!into!the!£millions.!However!the!findings!from!interviews!suggest!that!
when!an!organization!decides!to!commit!to!largeJscale!energy!efficiency!improvements,!
funding!is!more!often!than!not!provided!from!internal!budgets!rather!than!from!3rd!
party!finance.!A!Program!Manager!for!a!Public!Sector!EPC!Scheme!did!not!see!a!lack!of!
funding!as!a!general!problem,!confirming!that!of!the!40!clients!on!the!EPC!program!only!
10!had!borrowed!externally!to!fund!the!projects.!This!view!was!supported!by!a!HE!
Sector!Organisation!who!believed!that!English!Universities!in!general!had!funding!
available!to!finance!projects!or!could!borrow!externally!at!a!favourable!rate.!In!
conversation!with!two!NHS!Trusts!and!one!University!undertaking!EPC’s!all!elected!to!
use!their!own!capital!to!finance!the!projects!which!was!considered!the!cheaper!option!
than!incurring!interest!from!3rd!party!finance.!The!implication!is!that!funding!for!energy!
efficiency!is!a!question!of!priority!within!an!organization,!so!that!when!once!a!decision!is!
made!to!go!ahead!with!largeJscale!improvements!internal!finance!is!preferred.!

An!interview!with!a!Head!the!Sustainability!for!a!Russell!Group!University!highlighted!
barriers!that!were!not!given!as!options!in!the!online!survey!but!are!nonetheless!
significant!particularly!for!Russell!Group!members.!As!already!discussed,!a!key!factor!is!
the!researchJintensive!nature!of!this!University’s!activities.!The!challenge!being!how!to!
reduce!energy!use!from!high!income!generating!income!practices!often!involving!plugJin!
electrical!loads.!Another!issue!raised!was!the!nature!of!the!University’s!estate.!A!number!
of!energy!intensive!science!buildings!have!been!built!often!from!the!proceeds!of!large!
external!donations.!Understandably!a!University!may!be!reluctant!to!dictate!a!more!
energy!efficient!design!for!a!building!if!this!is!not!a!key!requirement!for!its!funder.!In!
addition!energy!performance!has!deteriorated!for!some!buildings,!such!as!those!built!in!
the!1960’s,!because!their!use!has!changed!over!time!and!is!not!now!compatible!with!
their!original!design.!

criteria!for!energy!conservation!projects.!In!terms!of!specific!limits!an!Energy!Manager!

ESCO!supplier!emphasized!the!uniqueness!of!a!shared!savings!model,!in!that!payback!is!
not!an!issue!as!there!is!not!an!up!front!capital!investment!for!the!client!to!recoup.!

Nearly!40%!of!organisations!surveyed!estimated!that!they!would!require!more!than!£10!
million!of!investment!to!meet!their!pledge!carbon!reduction!targets,!a!further!33%!
would!require!more!than!£5!million.!A!further!area!for!investigation!would!be!to!
understand!more!specifically!the!level!of!finance!required!above!the!£10!million!
threshold,!as!this!could!conceivably!be!much!higher.!

However!from!this!evidence!a!very!rough!estimate!can!be!made!of!the!overall!level!of!
financing!required!for!the!UK!University!sector!as!a!whole.!The!respondents!of!the!
online!survey!are!broadly!representative!of!the!University!Sector!so!if!the!average!spend!
required!in!the!survey!is!£6!million!then!this!would!equate!to!£774!million!for!English!
Universities!(across!129!institutions)!and!£948!million!across!all!158!UK!Universities.!A!
further!estimate!can!be!made!by!taking!621,610!tCO2e!as!the!level!of!emissions!required!
between!2013!and!2020!(see!Figure!18)!and!then!applying!the!average!cost!per!tCO2!
saved!of!£1,100!highlighted!in!the!EPC!Case!Study!analysis!(see!Figure!8),!to!give!£683!
million.!Despite!being!very!rough!estimates!of!required!spending!it!is!clear!that!the!
levels!of!finance!needed!are!significantly!challenging!for!Universities!and!a!potential!
opportunity!for!the!ESCO!market!to!expand.!
