Academic Qualifications
1991-1996
• Doctorate in Pharmaceutical Sciences – Technology Division with the dissertation:
“Preparation, Characterization and Pharmaceutial Application of Pre-formed Porous
Cellulose Matrices”.
This work was carried out at Pharmacia AB, Stockholm, Sweden, and consists of the
development of a novel excipient based on fibrous cellulose, to be applied in solid
pharmaceutical formulation as a drug carrier or compression aid (Davidson et al., 1993). The
originality of this concept required the development of new analytical methodologies in
cooperation with various other entities (Davidson et al., 1994; Ek et al., 1994).
The thesis was presented to the Faculty of Pharmacy of Porto University on the 30th
July
1996, and was approved with distinction.
The work was supported by research grants from JNICT under projects “Ciência” and “Praxis
XXI”, between October 1991 and September 1995.

2006 January to 2012 May
Sidefarma SA (ISO 9001:2000 Certified) Pharmaceutical manufacturer, mainly third party.
Director of the manufacturing structure as Pharmaceutical Director of Sidefarma, Sociedade
Industrial de Expansão Farmacêutica SA. Responsible for the technical and administrative
coordination between the Production, Quality Control, Development, and Maintenance
departments and certain aspects of the Warehouse. Participates in client contacts, auditing,
validations, complaints resolution, CAPA. Held a position on the Board from January 2006 to
December 2011.
1998 March to 2005 December
Infarmed Portuguese national medicines and health products regulatory authority
Consultant for the construction, installation and start-up of the Official Medicines Control
Laboratory, with direct responsability for the planning and equipment of the Pharmaceutics
and Chemistry laboratories. Proposed the intervention strategies and sampling criteria in
use. Provisional contract from 7/1998, permanent contract from 12/2000, as Director of the
Pharmaceutics and Biopharmacy Laboratory, responsible for the coordination and evaluation
of the analytical work carried out on conventional medicines (human and veterinary),
specially pharmaceutical aspects, cosmetics and other health products. Involved from the
start in implementation of accreditation schemes (ISO 45001 at first then ISO 17025).
Requests posting to the Inspectorate from 22/11/04. Carries out numerous
inspections of pharmacies, wholesalers, and manufacturers. Included on two “third country”
inspections, Morocco and Brazil. Delivers two formal tuition sessions to the Inspectorate:
“Dissolution testing in the GMP context” and “Current status of the CEP programme”. The
Inspectorate is ISO 9000 certified.
Represents the laboratory as Administrative Contact Person to EDQM and GEON
(Greater European Omcl Network) from 10/98 to 11/04. Responsible for the coordination of
the Centralized Authorization Process post-marketing controls carried out at Infarmed on
conventional medicines under contract with EDQM, from 2001 to 2004.
Portuguese representative on the Joint Quality Working Party of the European
Medicines Agency (EMEA) from 6/99 to 11/04, and representative on the PanEuropean
Regulatory Forum (PERF I) from 10/99 to 2/00 (time of extinction). Participated with a
presentation on the PERF III (GMP) meeting at Lisbon (5-7/2/03).
Delegate on working Group 12 (Galenical Products) of the European
Pharmacopoeia from 2003 untill November 2004. Delegate on the Cosmetics Analysis
Methods working group of the European Comission untill November 2004, and on the ad-
hoc Excipients Committee of the European Comission untill December 2005.

Post-doctoral researcher with a grant from Fundação Ciência e Tecnologia, on the Project
“Development and testing of a pharmaceutical oral dosage form containing Epithelial Growth
Factor for the treatment of duodenal ulcer”. This grant was terminated at the grantee’s
request following the invitation to join the Infarmed laboratory project. The viability study and
project strategy reports were presented and are filed under Praxis XXI / BPD14135 / 97 at
FCT.

December 1989 As the development section working directly under the Technical
Director, carries out galenical and analytical optimization of new products and prepares

RÉSUMÉ OF ACQUIRED SKILLS AND EXPERIENCE
The writer’s academic and professional career allowed him to acquire knowlege and
skill that may be grouped under five different domains:
• Pharmacology and experimental biology.
Inserted in one of the most prestigious Portuguese research teams, it was in this field
that the first steps into formal scientific research were taken. This was most important
later during the preparation of the PhD thesis.
• Quality Control, pharmaceutical analysis and regulatory affairs
An area of distinction as a student, acquires practical experience at Paracélsia,
particularily in large volume parenteral solutions which was most valuable later when
nominated as an expert to JQWP (EMEA). At Infarmed, within the scope of a regulatory
authority, a much broader analytical field is considered, where formal knowledge must
coexist with a great technical flexibility. Reaches an innovative level with the creation of
the first robotized dissolution testing laboratory in a European official laboratory.
Recently applied to the improvement of the quality and efficiency of the analytical work
at Sidefarma, and contributions to Registration File revisions.
• Pharmaceutical technology and solid dosage form development.
Subject matter of a Doctoral thesis, developed in the practical environment of a
pharmaceutical industry. Several innovations were developed. These skills were applied
to the galenical development of new products, technical evaluation of proposed
products, and in the working up of client’s products (including validations).
• Technical Planning and Management.
The construction, installation, operational planning, fitting-out, organization and
management of a laboratory. This was an enriching experience spanning five years, and
provided the experience and skills in management, (personnel, costing, strategic
planning, management by objectives).
• Higher management and inter-departmental coordination
Over six years of higher management in an objectives-motivated industrial environment
brought experience in personnel management, planning, problem-solving and
operational optimization.
