PUBLIC DECLARATION OF DELIVERY FROM WORKS OF ART TO HUMANITY
BY REYNALDO CHARRES VARGAS
I am Reynaldo Charres Vargas, 64 age , Peruvian nationality, identified with
DNI 29347646, in full use of my faculties I DECLARE PUBLICLY, my decision to
deliver to humanity a set of material and immaterial artistic goods, the same
that should be intangible and freely available universal property, under the
following recitals:
1.- I give to women and men who inhabit the planet Earth, the most precious
of my professional work and the totality of my artistic and intellectual assets
to be a starting point, new programs and projects creation, production and
distribution of safe and healthy means, all aimed at improving intellectually
health around the planet. This legacy will be the basis for a innovative
entrepreneurship in the creative and recreational arts.
2.- I trust everyone , because I love and desire an improved well-being for
everyone, and because I know that encouraging times will come in the
beautiful field of human arts. I commissioned them to begin a process of
mobilization, construction and growth of a new universal artistic era, whose
values, properties, benefits and applications reach the majorities, and in the
best conditions of quality and quantity.
3.- As a professional of the arts , I have always considered myself a universal
citizen, cosmopolitan and independent author, and a large part of my life was
dedicated to the common good. An objective and pragmatic example is the
36 years of fulfilling a mission of volunteering in arts, and thanks to that
performance could l know the problems and needs, also evaluate the
benefits of the arts. Also, I could explore and alternative solutions that
respond to the clamor for peoples in the immaterial field.

3. 4.- Today, the cultivation and enjoyment of the arts remain a minority, as
most all are absorbed by selfish and segregationist thoughts, which makes us
act and live with complexes, fears and deviations in behavior. So in the
human beings, emerges perverse instincts and violent rather than
benevolent. There are many who bear the heavy inheritance of ignorance
and intellectual misery.
5.- The modernity makes you forget the arts because everything works
conditioned to the advance and speed of science and technology, and this is
associated with a voracious materialistic consumption, which in turn, is
discarded and generating toxic residues which are as harmful consequences,
such as accelerated global warming.
6.- There is no large, medium and small town where there are no children
and young people with skills and talents for the arts, and we must help them
to cultivate their capacities for realization. They can also be geniuses,
scientists and great human beings.
7.- Personally, with determination and strength, I opted for a different life,
which allowed me to discover and take on an artistic mission if singular
where he was to give the best of me, and I did it with stoicism, austerity,
cleanliness and gratitude , renouncing legitimate personal interests. I trusted
my abilities, and I also acquired enough intelligence to follow the course of
my own performance. Today after the years, I can exhibit and leave a
precious collection of works and written texts.
8.- I verified that a radical life given to knowledge , mainly to the arts, grants
high sensitivity, gives creative mental power, and elevates the self-esteem of
the human being ; and that thanks to attitude and to maintain a vocation of
service to others, in the difficult field of arts and culture. Practices artistic
increases the abilities to create and discover hidden worlds and different
ways of being. In fact, I understood that empower the brain, is much more
important than any other goal.

4. 9.-Have an existence with strengthened artistic values, away from the
stalking of evil, and the disastrous egocentricity. On the other hand, it gives
sensitivity to physical and emotional strength in order to create art with
added value. The arts bring us closer to a healthy and superior life.
10.-Detachment is personal decision and now it is an obvious act because I
have decide to deliver to humanity, everything I have and I'll leave as a
testimony of life and professional service that was illuminated and protected
by divine gifts.
11.- I will deliver to humanity the following visible and tangible assets:
-45 years of independent professional work, realize with honestly and clearly
written in documents and archives.
-40 years of artistic volunteering completed with personal resources
described in a book.
-1, 200 arts work as prototypes (paintings, sculptures, drawings and objects) .
-10 artistic projects to be developed in the coming years.
-3 books up educational artistic experiences with the titles following: "Good
Society", "World Art Fair" and "My art works".
-50 didactic and reflective documents with motivating messages.
-1 Universal plan of implementation of a network of Arts Promotional Center
around the world.
-1 Universal symbol called "Light Artistic Wisdom".
-1 Personal code with 140 standards of living and professional practice.
12.-I hope that these assets are preserved in perpetuity, by the new
generations , and with your collaboration , I will be able to acquire real
estate for permanent exhibition . The same that must be a first pilot center of
artistic irradiation.

5. 13.- What I give has a moral, emotional , material and incalculable
intellectual value, however for economics effects of the laws of society , I
dare to set a symbolic monetary value of two million American Dollars,
without considering the royalties or the cultural benefits that will derive over
the years.
14.- In the remainder of my life, I will persevere in promoting work is
intellectual and artistic is to mobilize and unify ideas and actions around the
world.
15.- I do not want to be an example of nobody or for anyone, however I
leave public record of what I did for my own account and risk. And although I
admit that I lacked life to do much more, I am happy with it or achieved in
the short existence that human biology grants us.
16.- In the next few days I will draft a supplementary document containing a
regulation and the nomination of an administrative committee, which will be
elevated to public deed, as established by national and international
jurisprudence.
17.- I wish that my step through life, have some trace and not be erased, for
this reason so I call upon the governments, public and private institutions, to
non - governmental organizations, men and women, especially children and
young people to preserve it as a testimony of real life, and receive this legacy
as the best gift of a Peruvian citizen, today August 15, 2015, feast day of the
city of Arequipa, where land was possible my work and place chosen for
subscribe this public statement.
