The Centre will come out with amendments to Special Economic
Zones SEZ Rules, 2006 synchronised with Goods and Services
Tax GST laws by end of this month, a top official in the Union
Ministry of Commerce and Industry said at an ASSOCHAM event
held in New Delhi today.
We have been working for a few months on the amendment of
SEZ Rules, 2006 to synchronise it with the GST laws, this is under
active consideration of the government, said Mr idyut ehari
Swain, additional secretary in Department of Commerce said at an
ASSOCHAM International SEZ Investment Summit.
With due consultation process with Department of Revenue,
I am glad to tell you that this fairly elaborate amendments
of the ru les is lik ely to come ou t now by the end of this month,
it is almost at the final stage and we shall be issuing it, added
Mr Swain.
He also informed that the Commerce Ministry has created a
group of eminent persons to develop a roadmap for future of SEZs
to hav e a v ery f resh look at it and come u p with ideas which cou ld
be quite important for policy making process.
This group is deliberating today for the second time in this
month itself , we really p u t a lot of hop e on this and we f eel that
the ideas they come u p with ev entu ally in another one month
or so would really helpful for us in the policy making process,
said Mr Swain.
Noting that while the Department of Commerce consistently
looks at facilitating ease of doing business by removing bo lenecks
wherever they exist, it was observed that there is a possibility of
different authorities handling administrative and financial ma ers
being at slight variance with each other.
We have taken up a pro ect in which we would like to have
a very clear set of guidelines regarding how administrative and
financial ma ers by the authorities are carried out and we are
hop ef u l that we will come ou t with a rep ort in two months which
should be implemented in three months, informed Mr Swain.
Talking about the SEZ Rules and SEZ Act amendment to be
synchronised with GST Laws, Mr Pranab umar Das, special
secretary and Member Customs, C IC Central oard of Indirect
Taxes and Customs also said that it would come by the end of
this month.
We have been very aggressively and actively participating in
this exercise because any time a foreign trade policy is changed,
the C IC is always there, he said.

A particular focus is placed on solvent- and monomer-
free systems, explains Dr. Markus Eckert, Head of the
LAN ESS Urethane Systems business unit, a leading inno-

for elastomers, coatings, adhesives, and sealants. For ex-
ample, we have developed new blocked technology that
offers controlled curing with higher performance and re-
duced hazardous classifications.

Adip rene K block ed sy stems hav e inherently good indu s-
trial hygiene, due to the incorporation of low hazard ingre-
dients and the block ing of already low lev els of residu al
isocyanate. As a one-component system, workers do not
have to handle a separate curative, improving productivity
and work er saf ety .
C ontrol l ed curing for l arg e and comp l ex p arts
Adip rene K block ed sy stems are av ailable as f u lly - f or-
mulated reactive systems. Curing of these prepolymers is
triggered at a precisely defined temperature resulting in
a controlled cure. With these systems, we are targeting
large and complex parts and manual processing, which is
used for very low volume production, says Eckert.
Per or ance or roader range o applications
Compared with traditional blocked systems, Adiprene
blocked systems provide be er performance for a
wide range of applications. Now that we can control the
cure and achieve higher performance, Eckert continues,
these products open the door to new applications for ure-
thane prepolymers.
Potential applications include the impregnation of fabric
belts, the coating of industrial rollers, and extremely large
parts for the industrial, mining and oil and gas industries.
T hese block ed sy stems also ex tend the u se of u rethane
prepolymers into rotational molding and liquid in ection
molding applications.
Last but not least, LAN ESS’s scientists support custom-
ers to select the best sy stem or cu stomiz e a sp ecial f ormu -

We have been working for a few months on the amendment of SEZ Rules, 2006 to synchronise it with the GST laws, this is under active consideration of the government, said Mr idyut ehari Swain, additional secretary in Department of Commerce said at an ASSOCHAM International SEZ Investment Summit. With due consultation process with Department of Revenue, I am glad to tell you that this fairly elaborate amendments of the ru les is lik ely to come ou t now by the end of this month, it is almost at the final stage and we shall be issuing it, added Mr Swain. He also informed that the Commerce Ministry has created a group of eminent persons to develop a roadmap for future of SEZs to hav e a v ery f resh look at it and come u p with ideas which cou ld be quite important for policy making process. This group is deliberating today for the second time in this month itself , we really p u t a lot of hop e on this and we f eel that the ideas they come u p with ev entu ally in another one month or so would really helpful for us in the policy making process, said Mr Swain. Noting that while the Department of Commerce consistently looks at facilitating ease of doing business by removing bo lenecks wherever they exist, it was observed that there is a possibility of different authorities handling administrative and financial ma ers being at slight variance with each other. We have taken up a pro ect in which we would like to have a very clear set of guidelines regarding how administrative and financial ma ers by the authorities are carried out and we are hop ef u l that we will come ou t with a rep ort in two months which should be implemented in three months, informed Mr Swain.
