PROFESSIONAL HIGHLIGHTS
• President and Owner, for over twenty years, of an east coast central Florida,
USA, based hydrographic and offshore survey consulting company, specializing
in the fields of both inshore and offshore hydrogeomatic and geophysical survey
consulting services worldwide, for both shallow and deep water applications.
Full post-processing services for all hydrographic multibeam echosounder sonar,
side scan sonar, sub-bottom profiler, and magnetometer data available in-house
or onsite. Provide training on all hydrographic, geophysical, and oceanographic
equipment, systems, and acquisition and post-processing software packages.
Consulting service and project management available for all projects worldwide.
• Managing Director and Owner of OceanCosmos Nigeria Limited, a subsidiary of
OceanCosmos Corporation, in Port Harcourt, Rivers State, Nigeria, West Africa.
This indigenous company formed in June 2013, provides all inshore and offshore
hydrogeomatic and geophysical survey consulting services and complete project
management throughout Africa, for both shallow and deep water applications.
• From July 2012, been involved in providing various consulting services, acting as
General Manager, for an established USA based hydrographic and marine survey
company that has started an indigenous venture in Warri, Delta State, Nigeria,
West Africa. This company provides marine inshore and offshore, surface and
subsurface survey, navigation, and positioning services, in support of all types of
operations that service the oil and gas, marine construction, civil engineering,
dredging industry, and various marine and oceanographic research institutes.
Completed the registration process with the Department of Petroleum Resources
(DPR), Nigerian Petroleum Exchange (NipeX), and numerous oil and gas
companies. Oversee the day-to-day operations of all office, field, and offshore
operations. Responsible for the implementation and enforcing of the company’s
Health, Safety and Environmental (HSE) policy, and personnel training program.
Interface with respect to administrative, operational, and technical issues with
the various independent and government oil and gas companies, prospecting,
exploration, production, construction, and dredging companies, as well as

• Company Representative for OPI International Nigeria Limited, responsible for
overseeing all subcontractor hydrogeomatic and geophysical survey operations,
involving a submarine electrical cable route and pipeline route survey inshore
and offshore of the Forcados estuary area, Delta State, Nigeria, West Africa.
This project, for the Shell Petroleum Development Company of Nigeria Limited,
(SPDC), on the “FYIP Flares Down Offshore Works Phase I”, occurred between
November 2014 and March 2015. Inshore and offshore field operations included
a high-resolution geophysical survey of the entire submarine electrical cable
route and pipeline route, with multibeam echosounder (MBES), side scan sonar,
sub-bottom profiler, magnetometer, and a pipe tracking system for the inshore
shallow water areas. Responsible for complete draft checking and client’s final
acceptance of all the field and post-processed data, documentation, and reports.
• Project Manager for an analog and digital 2D high-resolution geophysical survey
offshore Brass, Bayelsa State, Nigeria, West Africa, for Chevron Nigeria Limited,
(CNL), in the Funiwa field location, between June 2014 and July 2014. Offshore
field operations included an analog geophysical survey of several Funiwa sites,
with multibeam echosounder (MBES), side scan sonar, sub-bottom profiler, and
magnetometer. A 2D high-resolution geophysical survey was also performed on
all analog surveyed Funiwa sites, utilizing a 48 multi-channel and 100 m. single
streamer configuration, onboard geophysical seismic data acquisition system.
• Project Manager for an analog geophysical survey of a submarine cable route,
offshore Escravos, Delta State, Nigeria, West Africa, for Chevron Nigeria Limited,
(CNL), in the Meren field location, during January 2013. Utilized a multibeam
echosounder (MBES), side scan sonar, sub-bottom profiler, and magnetometer.
• Project Manager for an analog and 2D digital high-resolution geophysical survey
offshore Escravos, Delta State, Nigeria, West Africa, for Chevron Nigeria Limited,
(CNL), in both the Meren field and Okan field locations, between June 2013 and
September 2013. The offshore field operations included an analog geophysical
survey of several Meren and Okan sites, with multibeam echosounder (MBES),
side scan sonar, sub-bottom profiler, and magnetometer. A 2D high-resolution
geophysical survey was also performed on all analog surveyed Meren and Okan
sites, utilizing a 48 multi-channel and 30 m. long single streamer configuration,
onboard geophysical seismic data acquisition system, after the analog survey.

a DP2 DSV, divers and ROV’s, for Addax Petroleum, in the OML 123 field area,
during March 2013, offshore Calabar, Cross River State, Nigeria, West Africa.

• Project Manager responsible for a large-scale riverbank and riverbed protection
program along the Nun River in the Niger Delta area of Nigeria, West Africa.
This project, at the Shell Petroleum Development Company of Nigeria Limited,
(SPDC), integrated oil and gas facility, located at Gbaran-Ubie in Bayelsa State,
was implemented to reduce further erosion along the facility banks. Responsible
for the precise placement of protective armor rock along the riverbank and
riverbed, from a rock placement crane spud barge, after which a multibeam
echosounder (MBES) hydrographic survey was conducted, to insure that the
precise rock placement met the engineering design template, for that section of
the river. Oversaw the installation and operation of a RTK GPS base station, and
remote river current and water level monitoring station. Duties also included
the complete quality assurance and quality control (QA/QC) of all survey related
activities from the data acquisition through to the compilation of the final charts.
Accountable for relations between the various Nigerian communities and client.
• Involved in a high-resolution geophysical survey of a proposed pipeline route,
offshore of Ashdod, Israel, in the Mediterranean Sea. This pipeline route survey
was 75 km. long, extending from the 5 m. contour, out to the 150 m. contour.
Responsible for all surface and ultra-short baseline (USBL) subsurface navigation
and positioning, and multibeam echosounder (MBES) hydrographic survey data
acquisition and post-processing. This included calibration of all survey systems.
• Involved in another high-resolution geophysical survey of a proposed pipeline
route, offshore of Mossel Bay, South Africa, in the Indian Ocean. This pipeline
route survey was 100 km. long, extending from the 5 m. contour, offshore to a
proposed floating production, storage, and offloading (FPSO) unit. Responsible
again for all surface and ultra-short baseline (USBL) subsurface navigation and
positioning, and multibeam echosounder (MBES) hydrographic survey data
acquisition and post-processing. This included calibration of all survey systems.
• Participated in a total of four (4) scientific cruises for British Petroleum (BP) and
the National Oceanic and Atmospheric Administration (NOAA) in the aftermath of
the “Deepwater Horizon” oil spill, in the Gulf of Mexico. These scientific cruises
consisted of the monitoring of an oceanographic instrument deeptow sled for the
detection and location of submerged hydrocarbons, a multibeam echosounder
(MBES) hydrographic survey for the detection and location of oil plumes and
methane seeps, and seafloor core sampling around the Mississippi Canyon 252
oil spill location. Numerous environmental and scientific companies, as well as
universities were involved in the studies, used for environmental impact reports.

• Consultant in the utilization of all underwater acoustic positioning systems for
the tracking and navigation of underwater vehicles, sensors, and divers, as well
as the positioning of various DP vessels. This includes the recommendation,
installation, calibration, operation, and vessel personnel training on USBL/SSBL,
SBL, LBL, LUSBL, and MULBL series of underwater acoustic positioning systems.
• Operation of a new Deep Tow Seafloor Mapping System 3000 (DTSMS 3000) for
block site surveys, as well as cable and pipeline inspections, and route surveys
throughout the Gulf of Mexico, USA, in water depths of up to 10,000 FSW. This
includes the vessel’s onboard navigation system and USBL acoustic positioning
of the towfish, which has a chirp high and low frequency side scan sonar, a chirp
variable frequency sub-bottom profiler, and a precision cesium magnetometer.
Generated mosaics of side scan sonar data. This DTSMS 3000 was the unit
utilized for the recent location of the SS Republic off the coast of Georgia, USA.
• Project Manager Consultant responsible for all the design and operational phases
of a new state-of-the-art system, designed to monitor and calculate rock backfill
placements, in the East River and Long Island Sound areas of New York, USA.
This system incorporated the merging of precise real-time corrected multibeam
echosounder sonar system survey data with RTK GPS data, for calculation of all
vehicle positions and tidal information, to produce quick and accurate quantities.
• Consultant hired for all the office and onsite training of company personnel in
the setup and utilization of the MELIAN II Search, Survey, and Recovery System
Solution Software. MELIAN II is a comprehensive computer system used by
archaeologists and other underwater professionals, to analyze and plan a variety
of searches and surveys. This is done with complex mathematical algorithms to
analyze historic current and drift calculations, to predict future artifact locations.
• Project Team Leader responsible for coordinating all aspects of the search and
successful location of the SS North Carolina off the coast of South Carolina, USA.
• Project Team Leader responsible for coordinating all aspects of the search and
successful location of numerous vintage World War II fighter aircraft off the
coast of Georgia, USA, at depths of 40 FSW to 1,800 FSW. This project was the
first commercial application of the newly developed MELIAN II computer system.
• Full acoustic calibration of various LBL and USBL underwater acoustic positioning
systems, such as Kongsberg Maritime, Simrad, Sonardyne, and Trackpoint units.
These underwater acoustic positioning systems were utilized to track different
towed sensor arrays for artifact location, identification, and eventual recovery.

• A vast amount of in-depth experience with numerous multibeam echosounder
(MBES) sonar systems, from all manufacturers worldwide, used for shallow and
deep water applications. This includes the complete multibeam echosounder
(MBES) sonar system mobilization, calibration or patch test, data acquisition,
and the final post-processing of all acquired data with various software systems.
• Have participated, at a senior level position, in numerous NOAA hydrographic
survey projects located off Galveston, Texas, Vineyard Sound in Massachusetts,
and Long Island Sound in New York, USA. This included the operation of both
multibeam echosounder (MBES) and side scan sonar systems, as well as the
final multibeam echosounder (MBES) and side scan sonar data post-processing,
for production of NOAA hydrographic survey field charts for navigation purposes.
• Managed the entire onsite evaluation of all side scan sonar survey data collected
over a six month period for the NOAA hydrographic survey project off Galveston,
Texas, USA. This included the complete analysis of all acquired side scan sonar
survey data collected, the inventory and positional quality of all targets located,
and the production of final mosaics, with bathymetry, of the side scan sonar
data. This was entirely overseen by a NOAA officer for quality control purposes.
• Was involved, at a senior level position, in all aspects of the first hydrographic
survey project that NOAA ever issued to a private sector commercial business.
As a primary Consultant to Science Applications International Corporation (SAIC)
and their newly formed Marine Science and Technology Division (MSTD), in
Newport, Rhode Island, USA, I assisted in the complete procedure development,
vessel mobilization, data acquisition, and post-processing of all acquired data.
Interface between the top-level SAIC executives and NOAA government officials.
• One of the first people to recognize the potential applications, through the use of
RTK GPS, for both land and marine surveys. From the land survey aspect, this
new RTK GPS technology was utilized in mapping new cellular sites, especially
on the top of buildings and other structures, which were very difficult and time
consuming to map using traditional land survey techniques. On the marine
survey aspect, it was used to measure tidal fluctuations in various USA ports.
• Managed the complete office and offshore survey duties for the installation,
burial, and post-lay inspection burial of numerous submarine fiber optic cable
projects for AT&T Submarine Systems offshore of Argentina, Uruguay, Brazil,
Israel, Cyprus, and the USA, immediately followed by the post-processing of the
acquired survey field data into final report and drawing format, utilizing various
proprietary and standard software packages, for final submission to the clients.

• Involved in a large number of various route surveys for fiber optic cables and
pipelines around the world, from mobilization of the survey equipment onto the
vessel, data acquisition, and final post-processing of all acquired survey data.
• For numerous and varied clients, changed their entire methodology involved in
the pre-survey planning, field acquisition, and post-processing phases of a full
scale hydrographic survey, to obtain total analog and digital capacity, in order to
greatly improve all aspects of hydrographic surveys, by reducing the acquisition
and processing times, and improving the accuracies to meet industry standards.
• Planned and executed all operational aspects for the precise positioning and
networking of five seismic survey vessels utilizing both DGPS and Syledis, for an
extensive 3-D seismic bottom cable survey project for Northern Geophysical in
Arco's Sunfish prospect, located throughout the Cook Inlet area of Alaska, USA.
• Implemented a totally new and unique methodology for NCS International, to
greatly improve the post-processing of survey field data, called the Grey Book,
which incorporated what information goes out into the field, what is required of
the survey and technical personnel in the field, and what information is to be
acquired and brought back from the field, and in what format, to ensure that no
part of the survey is missed during the field acquisition phase of the project.
• Started an original concentrated health and safety incentive, and safety-training
program for all employees at NCS International, both onshore and offshore, to
raise their safety education awareness and training levels, and to ensure that all
company personnel meet and exceed industry standards for health and safety.
• Wrote and executed the technical specifications and offshore field procedures for
the surface positioning and precise subsea acoustic positioning, regarding the
installation of Exxon's Alabaster deepwater jacket, in the Mississippi Canyon
area of the Gulf of Mexico, USA, and for two other Amoco deepwater jackets and
pipeline installations located offshore of Trinidad, WI, in the Caribbean Sea.
• Led the entire offshore survey team, including a ROV support vessel, during the
installation, at the time, of the world's deepest large diameter concrete coated
pipeline for Sonat. A very high precision LBL underwater acoustic positioning
system array was used to monitor the exact touchdown location of the pipeline,
as it was laid through the Mississippi Canyon area of the Gulf of Mexico, USA.
• Responsible for the complete offshore survey project, at the time, of the world's
deepest positioning and mooring of a semi-submersible drilling rig for Exxon, in
excess of 4,500 FSW, in the Garden Banks area of the Gulf of Mexico, USA.

• Resurveyed a complete first order geodetic control network, utilizing the most
advanced GPS technology available, throughout the entire Paria Peninsula area
of Venezuela, for both Geco and Lagoven, which is still being used today for that
region's ongoing Cristobol Colon offshore oil and gas field development project.
• Involved in the unique developmental and operational aspects, of the extremely
precise offshore alignment and installation of twenty surface wellheads, for the
new and innovative Conoco Tension Leg Well Platform (TLWP), which is located
in Conoco's Jolliet field, in the Green Canyon area of the Gulf of Mexico, USA.
• Coordinated the entire offshore deepwater pipeline installation and post as-built
surveys, for both the gas and the oil pipeline, between Shell's Bullwinkle and
Boxer platforms, and for the world's longest, and still the longest, J-tube pull at
Shell’s Bullwinkle platform, in the Green Canyon area of the Gulf of Mexico, USA.
• Part of the offshore survey team responsible for positioning of the jacket barge
and tugboats during the towout through the shipping channel from Ingleside,
Texas, USA, to the sea buoy, and the precise positioning and installation of
Shell's Bullwinkle jacket, at the time, the world's tallest free standing structure,
in 1,350 FSW, in the Green Canyon area of the Gulf of Mexico, USA. Involved
further in the highly precise derrick barge surface positioning for the hydraulic
installation of the 28 subsea piles utilized to secure the jacket to the seafloor.
• Have coordinated all the project efforts on numerous other deepwater jacket
installations, pipeline installations, pipeline ROV inspection surveys, hazard and
site clearance surveys, template installations, and hydrographic, oceanographic,
and seismic related surveys, as well as land based cadastral, geodetic, and GPS
surveys, to support both inshore and offshore projects throughout the world.
• Established very high accuracy precision horizontal and vertical survey reference
control points throughout many different regions of the world, by utilizing GPS
and conventional land surveying methods, using both WGS 84 and various local
datums, for a wide variety of land based and marine based survey applications.
• Extensive hydrographic survey experience obtained while working with both the
Canadian Hydrographic Service (CHS) and Public Works Canada (PWC), which
has complimented the vast and varied amount of other inshore and offshore
hydrographic survey projects undertaken, both domestically and internationally.
• Expertise with all company’s surface and subsurface navigation and positioning,
data acquisition, calibration, post-processing, and charting software packages
for a wide variety of all hydrographic, geophysical, and oceanographic systems.

This project, for the Shell Petroleum Development Company of Nigeria Limited, (SPDC), on the “FYIP Flares Down Offshore Works Phase I”, occurred between November 2014 and March 2015. Inshore and offshore field operations included a high-resolution geophysical survey of the entire submarine electrical cable route and pipeline route, with multibeam echosounder (MBES), side scan sonar, sub-bottom profiler, magnetometer, and a pipe tracking system for the inshore shallow water areas. Responsible for complete draft checking and client’s final acceptance of all the field and post-processed data, documentation, and reports. • Project Manager for an analog and digital 2D high-resolution geophysical survey offshore Brass, Bayelsa State, Nigeria, West Africa, for Chevron Nigeria Limited, (CNL), in the Funiwa field location, between June 2014 and July 2014. Offshore field operations included an analog geophysical survey of several Funiwa sites, with multibeam echosounder (MBES), side scan sonar, sub-bottom profiler, and magnetometer. A 2D high-resolution geophysical survey was also performed on all analog surveyed Funiwa sites, utilizing a 48 multi-channel and 100 m. single streamer configuration, onboard geophysical seismic data acquisition system. • Project Manager for an analog geophysical survey of a submarine cable route, offshore Escravos, Delta State, Nigeria, West Africa, for Chevron Nigeria Limited, (CNL), in the Meren field location, during January 2013. Utilized a multibeam echosounder (MBES), side scan sonar, sub-bottom profiler, and magnetometer. • Project Manager for an analog and 2D digital high-resolution geophysical survey offshore Escravos, Delta State, Nigeria, West Africa, for Chevron Nigeria Limited, (CNL), in both the Meren field and Okan field locations, between June 2013 and September 2013. The offshore field operations included an analog geophysical survey of several Meren and Okan sites, with multibeam echosounder (MBES), side scan sonar, sub-bottom profiler, and magnetometer. This project, at the Shell Petroleum Development Company of Nigeria Limited, (SPDC), integrated oil and gas facility, located at Gbaran-Ubie in Bayelsa State, was implemented to reduce further erosion along the facility banks. Responsible for the precise placement of protective armor rock along the riverbank and riverbed, from a rock placement crane spud barge, after which a multibeam echosounder (MBES) hydrographic survey was conducted, to insure that the precise rock placement met the engineering design template, for that section of the river. Oversaw the installation and operation of a RTK GPS base station, and remote river current and water level monitoring station. Duties also included the complete quality assurance and quality control (QA/QC) of all survey related activities from the data acquisition through to the compilation of the final charts. Accountable for relations between the various Nigerian communities and client. • Involved in a high-resolution geophysical survey of a proposed pipeline route, offshore of Ashdod, Israel, in the Mediterranean Sea. This pipeline route survey was 75 km. long, extending from the 5 m. contour, out to the 150 m. contour. Responsible for all surface and ultra-short baseline (USBL) subsurface navigation and positioning, and multibeam echosounder (MBES) hydrographic survey data acquisition and post-processing. This included calibration of all survey systems. • Involved in another high-resolution geophysical survey of a proposed pipeline route, offshore of Mossel Bay, South Africa, in the Indian Ocean. This pipeline route survey was 100 km. long, extending from the 5 m. contour, offshore to a proposed floating production, storage, and offloading (FPSO) unit. Responsible again for all surface and ultra-short baseline (USBL) subsurface navigation and positioning, and multibeam echosounder (MBES) hydrographic survey data acquisition and post-processing. This included calibration of all survey systems. • Participated in a total of four (4) scientific cruises for British Petroleum (BP) and the National Oceanic and Atmospheric Administration (NOAA) in the aftermath of the “Deepwater Horizon” oil spill, in the Gulf of Mexico. These scientific cruises consisted of the monitoring of an oceanographic instrument deeptow sled for the detection and location of submerged hydrocarbons, a multibeam echosounder (MBES) hydrographic survey for the detection and location of oil plumes and methane seeps, and seafloor core sampling around the Mississippi Canyon 252 oil spill location. Numerous environmental and scientific companies, as well as universities were involved in the studies, used for environmental impact reports.

This includes the recommendation, installation, calibration, operation, and vessel personnel training on USBL/SSBL, SBL, LBL, LUSBL, and MULBL series of underwater acoustic positioning systems. • Operation of a new Deep Tow Seafloor Mapping System 3000 (DTSMS 3000) for block site surveys, as well as cable and pipeline inspections, and route surveys throughout the Gulf of Mexico, USA, in water depths of up to 10,000 FSW. This includes the vessel’s onboard navigation system and USBL acoustic positioning of the towfish, which has a chirp high and low frequency side scan sonar, a chirp variable frequency sub-bottom profiler, and a precision cesium magnetometer. This DTSMS 3000 was the unit utilized for the recent location of the SS Republic off the coast of Georgia, USA. • Project Manager Consultant responsible for all the design and operational phases of a new state-of-the-art system, designed to monitor and calculate rock backfill placements, in the East River and Long Island Sound areas of New York, USA. This system incorporated the merging of precise real-time corrected multibeam echosounder sonar system survey data with RTK GPS data, for calculation of all vehicle positions and tidal information, to produce quick and accurate quantities. • Consultant hired for all the office and onsite training of company personnel in the setup and utilization of the MELIAN II Search, Survey, and Recovery System Solution Software. MELIAN II is a comprehensive computer system used by archaeologists and other underwater professionals, to analyze and plan a variety of searches and surveys. This is done with complex mathematical algorithms to analyze historic current and drift calculations, to predict future artifact locations. • Project Team Leader responsible for coordinating all aspects of the search and successful location of the SS North Carolina off the coast of South Carolina, USA. • Project Team Leader responsible for coordinating all aspects of the search and successful location of numerous vintage World War II fighter aircraft off the coast of Georgia, USA, at depths of 40 FSW to 1,800 FSW. This project was the first commercial application of the newly developed MELIAN II computer system. • Full acoustic calibration of various LBL and USBL underwater acoustic positioning systems, such as Kongsberg Maritime, Simrad, Sonardyne, and Trackpoint units. These underwater acoustic positioning systems were utilized to track different towed sensor arrays for artifact location, identification, and eventual recovery.

This includes the complete multibeam echosounder (MBES) sonar system mobilization, calibration or patch test, data acquisition, and the final post-processing of all acquired data with various software systems. • Have participated, at a senior level position, in numerous NOAA hydrographic survey projects located off Galveston, Texas, Vineyard Sound in Massachusetts, and Long Island Sound in New York, USA. This included the operation of both multibeam echosounder (MBES) and side scan sonar systems, as well as the final multibeam echosounder (MBES) and side scan sonar data post-processing, for production of NOAA hydrographic survey field charts for navigation purposes. • Managed the entire onsite evaluation of all side scan sonar survey data collected over a six month period for the NOAA hydrographic survey project off Galveston, Texas, USA. This included the complete analysis of all acquired side scan sonar survey data collected, the inventory and positional quality of all targets located, and the production of final mosaics, with bathymetry, of the side scan sonar data. This was entirely overseen by a NOAA officer for quality control purposes. • Was involved, at a senior level position, in all aspects of the first hydrographic survey project that NOAA ever issued to a private sector commercial business. As a primary Consultant to Science Applications International Corporation (SAIC) and their newly formed Marine Science and Technology Division (MSTD), in Newport, Rhode Island, USA, I assisted in the complete procedure development, vessel mobilization, data acquisition, and post-processing of all acquired data. Interface between the top-level SAIC executives and NOAA government officials. • One of the first people to recognize the potential applications, through the use of RTK GPS, for both land and marine surveys. From the land survey aspect, this new RTK GPS technology was utilized in mapping new cellular sites, especially on the top of buildings and other structures, which were very difficult and time consuming to map using traditional land survey techniques. On the marine survey aspect, it was used to measure tidal fluctuations in various USA ports. • Managed the complete office and offshore survey duties for the installation, burial, and post-lay inspection burial of numerous submarine fiber optic cable projects for AT&T Submarine Systems offshore of Argentina, Uruguay, Brazil, Israel, Cyprus, and the USA, immediately followed by the post-processing of the acquired survey field data into final report and drawing format, utilizing various proprietary and standard software packages, for final submission to the clients.

A very high precision LBL underwater acoustic positioning system array was used to monitor the exact touchdown location of the pipeline, as it was laid through the Mississippi Canyon area of the Gulf of Mexico, USA. • Responsible for the complete offshore survey project, at the time, of the world's deepest positioning and mooring of a semi-submersible drilling rig for Exxon, in excess of 4,500 FSW, in the Garden Banks area of the Gulf of Mexico, USA.
