This presentation is prepared taking into consideration that all the work
forces are going in same direction to achieve the common goal of the
organization. This presentation will also resolve the issue pertaining to
the liaison across the country which is faced during the course of
procurement of the permissions / licenses by an individual or group of
people at different stages of permissions / licenses in various states…
3. Before we start the project we should have
the details of the concerned people of the
various departments to whom we interact
every time are as follows

- Area Manager (Carnival Cinemas)
- Project Head (Carnival Cinemas)
- Manager Set Ups (Carnival Cinemas)
- Civil Engineer (Carnival Cinemas)
4. Documents required from Owner
- Copy of Property Card
- Copy of Power of Attorney (If the Property Card is not in his / her
name
- Allotment letter & approved plan from concerned authority for
building the cinema (Building permission from Corporation)
- Letter of Intent (LOI) for Tax exemption (If applicable)
- Authority letter from Owner / Developer for making various
application to government authorities (If applicable)
5. Pre Construction:
Under the scope of Owner / Builder / Architect
Initial NOC required from the following which are to be submitted to the
licensing Authority
- Chief Fire Officer
- Initial Approved plan & Commencement Certificate from Corporation
- Traffic Dept.
- Health Dept.
Once we submit the above NOC’s the following permission is obtained
Location clearance & Construction NOC from the Licensing Authority
6. Post Construction:
Under the scope of Carnival Cinemas(Operator)
Final NOC required from the following which are to be submitted to
Licensing Authority
- Completion Certificate from PWD / R&B
- CFO for running the Multiplex / Cinema
- Occupation Certificate along with the Approved Plan (Corporation)
- Structural Stability Certificate from Structural Engineer
- Electrical
- Health
- Traffic
- PWD / R & B with Approved Plan
- Certificate from Telephone Operator (MTNL / BSNL)
- Lightning Conductor Test Certificate
- Certificate for Approved Films (INR)
- List of Managers / Projector Operator / Electrician with Date of Birth &
Residence address
- Agreement between Carnival Cinemas & Owner of the property
7. After submitting these all NOC / Permission we receive following
Licenses
- Cinema License
- Ticket Selling License
- Entertainment Tax Dept permission
- Eligibility Certificate for Tax Exemption (If applicable)
Other than the above we have to obtain following permissions
- Shop & Establishment
- Cafeteria License from Health, Food & Drugs and Police department
- Film Storage License from Corporation
- Show Tax intimation
- Neon Sign & Hoarding License
- Video Games License from Licensing Authority (if applicable)
8. List of Plans required for entire process
- Approved Municipal Corporation Plan (Blue Print) with Commencement
Certificate from Owner / Developer / Local Architect
- Our Architects plan for obtaining NOC from PWD / R & B and Health
- Electrical drawings (Internal Fit outs) with test certificate
- Lightning Arrestors installation with test certificate
- Fire Fighting installation drawing with delivery challan of each and every
fire fighting equipment installed

- List of Directors / Managers / Projector Operator & Electricians with their
Date of Birth & Residence proof
- Memorandum & Article of Association
- Conducting Agreement between Carnival Cinemas & Owner of the property

- INR (Approved Films) Certificate
