UGC GUIDELINES RELATED TO PLAGIARISM
AND UGC CARE

According to Merriam-Webster Online Dictionary, “plagiarism” means
 To steal and pass off the idea or words of another as one’s own
 To use another’s production without crediting the source
 To commit literary theft
 To present as new and original an idea or product derived from an
existing source
Definition of Plagiarism

Plagiarism definition’s
The definition of plagiarism has been defined in Section 2 (k)
of UGC Act 1956, the regulation as, “…an act of academic
dishonesty and a breach of ethics.
According to Section 2(l) Promotion of Academic Integrity
and Prevention of Plagiarism In Higher Educational
Institutions Regulations, 2018 ,”…. Plagiarism means “the
appropriation of another person’s ideas, processes, results,
or words without giving appropriate credit”
Why does Plagiarism Matter ?
Plagiarism is a branch of academic integrity. It is a principle of
intellectual honesty that all the members of the academic
community should acknowledge their debt to the originators
of the ideas, words, and data which from the basis for their
own work . Passing off another’s work as your own is not only
poor scholarship, but also means that you have failed to
complete the learning process .
Types of plagiarism
Word for word (Direct, Text): Direct plagiarism is the word-for-
word transcription of a section of someone else’s work, without
attribution and without quotation marks.
Mosaic: Mosaic plagiarism occurs when a researcher borrows
phrases from a source without using quotation marks, or finds
synonyms for the author's language while keeping to the same
general language structure and meaning as found in the
original.
Thesaurus (Paraphrase):unintentionally paraphrases a source
by using similar words, groups of words, and/or sentence
structure without attribution.
Self plagiarism: Self-plagiarism occurs when a researcher
submits his or her own previous work, or mixes parts of
previous works, without permission from all professors
involved.
• The practice of an author using portions of their previous
writings on the same topic in another of their publications,
without specifically citing it formally in quotes.
• This practice is widespread and at times unintentional.
• Violates the copyright that has been assigned to the
publisher.
• No consensus whether this is scientific misconduct
Why do people plagiarize?
 Ignorance
 Lack of knowledge on the ethics of scholarly writing / poor
writing skills
 Ambition, fierce competition
 Pressure from seniors
 Publish or perish system
 Faster
 Chances of getting caught or action being taken is slim
How to Control on Plagiarism ?
 To ensure plagiarism free documents during the final
submission, a technology-based mechanism using proper
software shall be declared by HEI.
 An undertaking by every student during the submission of
a thesis or any such documents to the HEI indicates that
the document originally prepared by the student as well
as duly checked through a plagiarism tool approved by
HEI.
 The approved policy shall be on the HEI website
homepage.
 A certificate shall be submitted by each supervisor which
indicates the researcher’s work done under by his/her
supervision and is free from plagiarism
 All the soft copies of Research Program’s and
Masters Dissertations and thesis to submit to INFLIBNET
by HEI within a month under the “Shodh Ganga-e-
repository”.
 On the Institute website, HEI to create Institutional
Repository which dissertation/thesis/paper/publication
along with other in-house publications.

Check for Plagiarism
The similarity checks for plagiarism shall exclude the following:
i. All quoted work reproduced with all necessary permission and/or
attribution.
ii. All references, bibliography, table of content, preface and
acknowledgements.
iii. All generic terms, laws, standard symbols and standards
equations.
iv. Exclude common knowledge or coincidental terms, up to fourteen
(14) consecutive words.
What is excluded from similarity
checks for plagiarism?
Penalties in the cases of plagiarism shall be imposed on students
pursuing studies at the level of Masters and Research programs and
on researcher, faculty & staff of the HEI only after academic
misconduct on the part of the individual has been established without
doubt, when all avenues of appeal have been exhausted and
individual in question has been provided enough opportunity to
defend himself or herself in a fair or transparent manner.

Student/scholar for a

Note 1: Penalty on repeated plagiarism- Such student shall be
punished for the plagiarism of one level higher than the previous
level committed by him/her. In case where plagiarism of highest
level is committed then the punishment for the same shall be
operative.
Note 2: Penalty in case where the degree/credit has already
been obtained - If plagiarism is proved on a date later than the date
of award of degree or credit as the case may be then his/her degree
or credit shall be put in abeyance for a period recommended by the
IAIP and approved by the Head of the Institution.
In case of thesis and
dissertations
Note 1: Penalty on repeated plagiarism - Shall be asked to
withdraw manuscript and shall be punished for the plagiarism
of one level higher than the lower level committed by
him/her. In case where plagiarism of highest level is
committed then the punishment for the same shall be
operative. In case level 3 offence is repeated then the
disciplinary action including suspension/termination as per
service rules shall be taken by the HEI.
In case of academic and
research publications
Note 2: Penalty in case where the benefit or credit has already
been obtained - If plagiarism is proved on a date later than
the date of benefit or credit obtained as the case may be then
his/her benefit or credit shall be put in abeyance for a period
recommended by IAIP and approved by the Head of the
Institution.
Note 3: HEIs shall create a mechanism so as to ensure that each
of the paper publication/thesis/dissertation by the student,
faculty, researcher or staff of the HEI is checked for plagiarism
at the time of forwarding/submission.
Note 4: If there is any complaint of plagiarism against the Head
of an HEI, a suitable action, in line with these regulations,
shall be taken by the Controlling Authority of the HEI.
Note 5: If there is any complaint of plagiarism against the Head
of Department/Authorities at the institutional level, a
suitable action, in line with these regulations, shall be
recommended by the IAIP and approved by the Competent
Authority.
Note 6: If there is any complaint of plagiarism against any
member of DAIP or IAIP, then such member shall excuse
himself / herself from the meeting(s) where his/her case is
being discussed/investigated.
The UGC CARE Consortium is a portal for academics and
researchers interested in research ethics. Its goal is to match
the global standard for high-quality research in all academic
fields under its purview. This mandates provided by University
Grant Commission (UGC) on 28th November 2018 through
notification. In order to carry out this mandate, the
Consortium for Academics and Research Ethics (CARE)
conducts academic research quality control.
UGC CARE
 The credibility of research publications is extremely important
because it represents the academic image of not just an
individual, but of the institution and the entire nation.
 The number of research articles published in reputed journals
is one of the globally-accepted indicators considered for
various academic purposes such as institutional ranking,
appointments, promotions of faculty members, membership
of academic committees, award of research degrees etc.
 The problem of predatory / dubious / sub-standard journals
has become a cause of serious concern all over the world.
Need for UGC CARE
 The percentage of research articles published in poor quality
journals is reported to be high in India, which has adversely
affected its image.
 Publications in dubious / sub-standard journals reflect
adversely leading to long-term academic damage and a
tarnished image of an individual, institution and the nation.
 UGC-CARE has taken the responsibility of preparing the “UGC-
CARE Reference List of Quality Journals” (UGC-CARE List).
 A list of Indian journals, especially from disciplines of Arts,
Humanities, Languages, Culture and Indian Knowledge
Systems is being prepared and updated quarterly (UGC-CARE
Group I).
 The UGC-CARE List includes journals from all disciplines
indexed in globally accepted databases, such as indexed in
Scopus (Source list) or Web of Science (Arts and Humanities
Citation Index Source Publication, Science Citation Index
Expanded Source Publication, Social Science Citation Index
Source Publication).
The Scope of the UGC-CARE List
 These journals are to be considered for all academic
purposes. Journals indexed in Scopus and / or Web of Science
are part of UGC-CARE List Group II.

According to Merriam-Webster Online Dictionary, “plagiarism” means  To steal and pass off the idea or words of another as one’s own  To use another’s production without crediting the source  To commit literary theft  To present as new and original an idea or product derived from an existing source
  • 4. Plagiarism definition’s The definition of plagiarism has been defined in Section 2 (k) of UGC Act 1956, the regulation as, “…an act of academic dishonesty and a breach of ethics. According to Section 2(l) Promotion of Academic Integrity and Prevention of Plagiarism In Higher Educational Institutions Regulations, 2018 ,”…. Plagiarism means “the appropriation of another person’s ideas, processes, results, or words without giving appropriate credit”
  • 5. Why does Plagiarism Matter ? Plagiarism is a branch of academic integrity. It is a principle of intellectual honesty that all the members of the academic community should acknowledge their debt to the originators of the ideas, words, and data which from the basis for their own work . Passing off another’s work as your own is not only poor scholarship, but also means that you have failed to complete the learning process .
  • 6. Types of plagiarism Word for word (Direct, Text): Direct plagiarism is the word-for- word transcription of a section of someone else’s work, without attribution and without quotation marks. Mosaic: Mosaic plagiarism occurs when a researcher borrows phrases from a source without using quotation marks, or finds synonyms for the author's language while keeping to the same general language structure and meaning as found in the original. Thesaurus (Paraphrase):unintentionally paraphrases a source by using similar words, groups of words, and/or sentence structure without attribution.

Self plagiarism: Self-plagiarism occurs when a researcher submits his or her own previous work, or mixes parts of previous works, without permission from all professors involved. • The practice of an author using portions of their previous writings on the same topic in another of their publications, without specifically citing it formally in quotes. • This practice is widespread and at times unintentional. • Violates the copyright that has been assigned to the publisher. • No consensus whether this is scientific misconduct
  • 8. Why do people plagiarize?  Ignorance  Lack of knowledge on the ethics of scholarly writing / poor writing skills  Ambition, fierce competition  Pressure from seniors  Publish or perish system  Faster  Chances of getting caught or action being taken is slim
  • 9. How to Control on Plagiarism ?  To ensure plagiarism free documents during the final submission, a technology-based mechanism using proper software shall be declared by HEI.  An undertaking by every student during the submission of a thesis or any such documents to the HEI indicates that the document originally prepared by the student as well as duly checked through a plagiarism tool approved by HEI.  The approved policy shall be on the HEI website homepage.
  • 10.  A certificate shall be submitted by each supervisor which indicates the researcher’s work done under by his/her supervision and is free from plagiarism  All the soft copies of Research Program’s and Masters Dissertations and thesis to submit to INFLIBNET by HEI within a month under the “Shodh Ganga-e- repository”.  On the Institute website, HEI to create Institutional Repository which dissertation/thesis/paper/publication along with other in-house publications.

  • 12. The similarity checks for plagiarism shall exclude the following: i. All quoted work reproduced with all necessary permission and/or attribution. ii. All references, bibliography, table of content, preface and acknowledgements. iii. All generic terms, laws, standard symbols and standards equations. iv. Exclude common knowledge or coincidental terms, up to fourteen (14) consecutive words. What is excluded from similarity checks for plagiarism?
  • 13. Penalties in the cases of plagiarism shall be imposed on students pursuing studies at the level of Masters and Research programs and on researcher, faculty & staff of the HEI only after academic misconduct on the part of the individual has been established without doubt, when all avenues of appeal have been exhausted and individual in question has been provided enough opportunity to defend himself or herself in a fair or transparent manner. Penalties by Institutional Academic Integrity Panel (12, 12.1, 12.2) LEVELS OF PLAGIARISM Penalties in case of plagiarism in submission of thesis and dissertations Penalties in case of plagiarism in academic and research publications Level 0: Similarities upto 10%: Minor Similarities Level 1: Similarities above 10% to 40% No penalty Such student shall be asked to submit a revised script within a stipulated time period not exceeding 6 months. No penalty Shall be asked to withdraw the manuscript

LEVELS OF PLAGIARISM Penalties in case of plagiarism in submission of thesis and dissertations Penalties in case of plagiarism in academic and research publications Level 2: Similarities above 40% to 60% Such student shall be debarred from submitting a revised script for a period of one year. i) Shall be asked to withdraw manuscript. ii) Shall be denied a right to one annual increment. iii) Shall not be allowed to be a supervisor to any new Master’s, M.Phil., Ph.D. Student/scholar for a period of two years.

LEVELS OF PLAGIARISM Penalties in case of plagiarism in submission of thesis and dissertations Penalties in case of plagiarism in academic and research publications Level 3: Similarities above 60% Such student registration for that programme shall be cancelled. i. Shall be asked to withdraw manuscript. ii. Shall be denied a right to two successive annual increments. iii. Shall not be allowed to be a supervisor to any new Master’s, M.Phil., Ph.D. Student/scholar for a period of three year
  • 17. Note 1: Penalty on repeated plagiarism- Such student shall be punished for the plagiarism of one level higher than the previous level committed by him/her. In case where plagiarism of highest level is committed then the punishment for the same shall be operative. Note 2: Penalty in case where the degree/credit has already been obtained - If plagiarism is proved on a date later than the date of award of degree or credit as the case may be then his/her degree or credit shall be put in abeyance for a period recommended by the IAIP and approved by the Head of the Institution.   • 18. Note 1: Penalty on repeated plagiarism - Shall be asked to withdraw manuscript and shall be punished for the plagiarism of one level higher than the lower level committed by him/her. In case where plagiarism of highest level is committed then the punishment for the same shall be operative. In case level 3 offence is repeated then the disciplinary action including suspension/termination as per service rules shall be taken by the HEI. In case of academic and research publications
  • 19. Note 2: Penalty in case where the benefit or credit has already been obtained - If plagiarism is proved on a date later than the date of benefit or credit obtained as the case may be then his/her benefit or credit shall be put in abeyance for a period recommended by IAIP and approved by the Head of the Institution. Note 3: HEIs shall create a mechanism so as to ensure that each of the paper publication/thesis/dissertation by the student, faculty, researcher or staff of the HEI is checked for plagiarism at the time of forwarding/submission.
  • 20. Note 4: If there is any complaint of plagiarism against the Head of an HEI, a suitable action, in line with these regulations, shall be taken by the Controlling Authority of the HEI. Note 5: If there is any complaint of plagiarism against the Head of Department/Authorities at the institutional level, a suitable action, in line with these regulations, shall be recommended by the IAIP and approved by the Competent Authority.
  • 21. Note 6: If there is any complaint of plagiarism against any member of DAIP or IAIP, then such member shall excuse himself / herself from the meeting(s) where his/her case is being discussed/investigated.
  • 22. The UGC CARE Consortium is a portal for academics and researchers interested in research ethics. Its goal is to match the global standard for high-quality research in all academic fields under its purview. This mandates provided by University Grant Commission (UGC) on 28th November 2018 through notification. In order to carry out this mandate, the Consortium for Academics and Research Ethics (CARE) conducts academic research quality control. UGC CARE
  • 23.  The credibility of research publications is extremely important because it represents the academic image of not just an individual, but of the institution and the entire nation.  The number of research articles published in reputed journals is one of the globally-accepted indicators considered for various academic purposes such as institutional ranking, appointments, promotions of faculty members, membership of academic committees, award of research degrees etc.  The problem of predatory / dubious / sub-standard journals has become a cause of serious concern all over the world.   • 24.  The percentage of research articles published in poor quality journals is reported to be high in India, which has adversely affected its image.  Publications in dubious / sub-standard journals reflect adversely leading to long-term academic damage and a tarnished image of an individual, institution and the nation.
  • 25.  UGC-CARE has taken the responsibility of preparing the “UGC- CARE Reference List of Quality Journals” (UGC-CARE List).  A list of Indian journals, especially from disciplines of Arts, Humanities, Languages, Culture and Indian Knowledge Systems is being prepared and updated quarterly (UGC-CARE Group I).  The UGC-CARE List includes journals from all disciplines indexed in globally accepted databases, such as indexed in Scopus (Source list) or Web of Science (Arts and Humanities Citation Index Source Publication, Science Citation Index Expanded Source Publication, Social Science Citation Index Source Publication).
