What Is It?
A snapshot of what homelessness looks like in Orange County.
When Is It Done?
Saturday, January 24th from 4:30 am – 9:00 am.
Where Is It Done?
Counting and surveying takes place throughout the entire county.
Why Is It Done?
Orange County receives more than $16 million every year in HUD funding to house the homeless. To
continue receiving needed funding we must provide this information to HUD.
The information is also used by elected officials, non-profits, and private funders to guide the provision
of services for the homeless.
How Is It Done?
It is really important to remember the count is done in accordance with HUD guidance. This means:
 The count only includes the LITERALLY HOMELESS (those sleeping in places not meant for
human habitation, i.e. outside, cars, tents, other public spaces)
 The survey questions collect information required by HUD and Congress
 The survey is done in a timeframe HUD requires - 1 day out of last 10 days in January)
1,500 volunteers walk map areas that are either “hot” or “warm” spots where people experiencing
homelessness are sleeping in areas not meant for human habitation
