2. Duncan Taylor
British Ambassador in Mexico
Duncan John Rushworth Taylor CBE is the appointed Ambassador to Mexico, and has
arrived in country in October 2013. Duncan Taylor was Governor in Grand Cayman from
2010 to 2013. He was born in England in 1958 and began his service with the Foreign and
Commonwealth Office in 1982. In addition to undertaking a wide range of jobs at the FCO in
London, during his career he has held the positions of British High Commissioner to
Barbados and the Eastern Caribbean. Second Secretary in Havana, Head of Commercial
Section in Budapest, Director of Latin American Affairs on secondment to Rolls Royce plc.;
Deputy Consul-General and Deputy Head of Post in New York. In 2002 he was made a
Commander of the Order of the British Empire (CBE) for his work in helping the families of
British victims of the 9-11 attacks in New York.
Samir Brikho
Chief Executive, Amec Foster Wheeler
Samir Brikho is Chief Executive of Amec Foster Wheeler plc.
Appointed Chief Executive in October 2006, Samir led the transformation of the business
through the creation of Amec Foster Wheeler into a leading supplier of consultancy,
engineering and project management services to its customers in the world's oil and gas,
mining, clean energy, environment and infrastructure markets.
Prior to his appointment as Chief Executive, Samir was a member of the Group Executive
Committee of ABB Ltd.,Switzerland, Head of the Power Systems Division and Chairman of
ABB Lummus Global.
Samir joined ABB in 1983, and for 10 years led sales in a range of world markets, rising to
Senior Vice President and MD of ABB Kraftwerke in 1995. In 1999, he became CEO of ABB
Alstom Kraftwerke, moving to head the international operations of Alstom Power in 2000. In
addition to his role as Chief Executive of Amec Foster Wheeler plc, he is a UK Business
Ambassador supporting the Government in promoting the UK’s excellence internationally
and he held the position of UK Energy Excellence chairman from May 2008 to May 2010.
Dr Edgar Rangel German
Commissioner CNH
Edgar Rangel-German holds a B.Sc. in Petroleum Engineering from the National University of
Mexico, and M.Sc. and Ph.D. degrees in Petroleum Engineering from Stanford University. He
has worked as Research Associate at Stanford U., Engineer at Pemex, Chief Technical
Advisor to the Undersecretary of Hydrocarbons at the Secretary of Energy in Mexico, and
General Director for Hydrocarbon, Electricity and Water Project Evaluation at the Secretary of
Finance in Mexico.
In 2009, Dr. Rangel-German was appointed by the President as Commissioner at the National
Hydrocarbon Commission, and in 2013 he was appointed for a second term by the current
President. His areas of interest are static and dynamic fractured reservoir characterization,
enhanced oil recovery, physics of fluids, heavy oil reservoir simulation, and economic
evaluation of oil, gas, electricity, and water projects.
Edgar Rangel was the Commissioner in charge of the design of Round Zero, and he is
currently in charge of the development and production blocks for the bidding rounds, as well
as approving Development Plans for new contracts
3. José Luis Uriegas
Chief Executive, IDESA México
Mr. Uriegas holds a Bachelor's Degree in Chemical Engineering by the National
Autonomous University of Mexico (Universidad Autónoma de México, UNAM). He also
holds an MBA by the Monterrey Institute of Technology (Instituto Tecnológico y de
Estudios Superiores de Monterrey).
Mr. Uriegas initiated his professional career working as a process engineer at Industrias
Resistol, a subsidiary company of DESC Group, currently known as Kuo. Subsequently, he
obtained the position of Assistant Project Manager for the Chemical and Petrochemical
Industries at Nacional Financiera.
From 1998 to 2010, Mr. Uriegas leaded successfully the completion of the Ethylene XXI
Project, which represents an important boost for the Mexican Petrochemical Industry. With
an investment of 4,500 MMUSD in partnership with the Brazilian company Braskem, this
project represents the largest private investment that has ever been carried out in Mexico
in a single plant, as well as the largest investment made by Brazil in Mexico. For this
achievement, Mr. Uriegas was recognized with the "Lifetime Achievement Award 2011"
granted by Frost & Sullivan in Mexico.
Philip Von Bismarck
Manager for Latin America – Penspen
Mr Von Bismarck is an internationally experienced tri‐lingual (English‐German‐Spanish)
manager with extensive experience
in the energy industry, including marketing crude oil, managing energy assets and business
development. He has worked for leading European and South American multinationals.
He is responsible for the project “Pemex Sistema 1” and the development of new business
opportunities in Latam since 2013.
