C. Pauline Dinakar, PhD, served in the capacity of Research/Evaluation Consultant with the
National Black Leadership Commission on AIDS, Inc., (NBLCA) from 2000 to 2015. In this
capacity Dr. Dinakar's responsibility included the completion of NBLCA's evaluations and
assessments for the Office of Minority Health (OMH) and New York State AIDS Institute contracts.
Components of the assignment were broad in scope that ranged from developing data entry
programs, procedures for quality assurance, staff training, to preparing and submitting quarterly
reports on evaluation activities. Upon the five years conclusion of the OMH contract, a final five
year report was compiled.
Dr. Dinakar was very professional, highly organized and efficient in the performance of her duties.
She is goal oriented and meticulous in the review and monitor of data collection, providing systematic
data analysis and preparing reports for state and federal funded projects in New York. She worked
effectively with a diverse staff throughout the organization's eleven affiliates in the country.
Dr. Dinakar has distinguished herself with a proven track record in the field of research and
evaluation.
