driven priority needs for an earmarked project, an Executive Summary of which members
can access. Optional members can assist the needy member through providing any
possible financial linkage available – locally or international.

INTRODUCTION AND BACKGROUND
The “1st

Mr. Mrutu Philip, delivering his presentation during the conference
He explains the origin of the idea of establishing a Tanzania Institutional Economic
Development Foundation (TIEDF) that he once came across American Young Economists while
browsing and become interested so much with youth views on various economic issues. The idea
firstly was to establish Tanzania Young Economists. In February 2015 the Tanzanan Young
Page 9 of 20
Economists face book page was launched, where as economists from different universities
especially in Tanzania were invited to discuss what out to be done to bring positive economic
changes by using what they learn in class as theories to solve real problems in the society. In
2017 the name Tanzanian Young Economists was changed to Tanzania Institutional Economic
Development Foundation (TIEDF) mainly because later on, professors, doctors and other
professional experts who are not young were added. So, to create a sustainable critical thinking
foundation, it was suggested to include many people as possible because economics deals with
human behavior regarding demand and supply model.
Furthermore, he described the mission and objectives of TIEDF as listed here;
I. Endorsing awareness of prevalent economic issues and how to solve economic problems
in the country
II. Initiate and develop vital critical thinking among economists regarding super economic
model(s) for Tanzania
III. Bring Sustainable economic revolution through initiatives among different stakeholders
IV. Eradicating poverty through best use of valuable resources and prevailing potential
opportunities
V. To find solutions on the real economic problems in the society using the knowledge of
professionalism
VI. To pursues a legacy of continuous improvement in economic research for policy
development especially to build sustainable economy
VII. Conduct conferences and meetings to discuss innovative ideas for economic development
VIII. To discuss sustainable development goals and the way forward
Moreover, he mentioned the expected activities to be done like, to propose initiatives and views
for economic development, to make publications, to make investigations on the ongoing projects,
make partnerships, investigate on industries and learn from other developed nations.
Last but not least, he mentioned various stakeholders like governments, private companies,
investors, entrepreneurs and economists. TIEDF depends on the following sources of funds,
membership fees, government funds/grants and support from private institutions.

INVESTMENTS OPPORTUNITIES AND IDEAS
From CRDB Bank, the manager (Mr. Arthor Nyandindi) presented various opportunities for
investments available in Tanzania. Idea is the source of all achievements, he emphasized. Also,
he pointed out some important requirements one to be able to get loans, integrity, discipline in
what you proposed, have a viable idea and be bankable. He gave an example to explain this that,
farmers should not much depend on rainfall; rather irrigation may be a good option to reduce
risks and uncertainties especially during draughts. Moreover, build project which is online with
government policy., we need to live a plan so as to get loan, legality, to reduce cost of investing
for single individual. In agribusiness sector many opportunities are there, one may fight to have
drip irrigation, land property right, good business plan etc.
(One member asked), How much CRDB (Minimum amount of money) it lend lenders!
Reply… (Mr. Arthor Nyandindi), Minimum 1.5 million for small business up to billion 900.
Mr. Urasa Emmanuel asked, to get loan, how long one need to be in a business and enterprises?
Reply …One gets money in reference to collateral possession.
Furthermore, he explained the importance of organizing and formulating projects and acquisition
of loan to reduce cost of investing for a single individual. For stance in Agribusiness sector there
is a need to make various evaluations like good business plan, land property right, drip irrigation
systems and so forth. People may formulate groups to acquire loans.

To build business grow we need ICT technology which assist in making reference on the
progress of the business over time. Moreover, we have to know how to use our ideas to revive
our economy. It is the result of innovations that transforms the society.
Mr. Heneriko asked presenter, Is a system different from website? Reply: Yes, this is for internal
management (desk top) and it does not require internet. It uses data base system, whenever insert
a new window, you won’t lose your data base!
CAUCUS DISCUSSION
There were three different small meetings which each developed its own resolutions as per the
given topic and key questions. These were carried out during the conference and resulted to
several resolutions which were later discussed at the general conference to gather opinions and
comments from other groups.
Each group developed the resolutions and presented whereby there were several comments
which were worked out during the meeting before the final conference to pass the resolutions.
Each team has a leading expert who provided guidance on some issues which could be an
obstacle to the group. The resolutions are attached as annex I of this report.

join the hands in efforts towards the reduction of unemployment and eradication of poverty in
our country to achieve economic prosperity. We also urge government and non government

RESOLUTIONS OF THE 1st FIRST ECONOMIST CONFERENCE
ONTANZANIA AND THE GLOBAL ECONOMY MAY 27, 2017.
MOROGORO, TANZANIA
Msalaba Shimbi emphasized, “It’s the first meeting of TIEDF, and today many events are
conducted like YUNA meeting and ceremonies which by one way or another affected number of
participants in the “1st
Economists conference on Tanzania and the Global Economy, not be
discouraged”.
Mr. Erasmi (Secretary TIEDF) “recognizing the aim of TIEDF, and that in Tanzania we have
different policies which do not emphasize much on economic development and revolutions, it is
vital to do something to make a difference. For example copy and paste of different policies and
bring them to Tanzania may bring some negative consequences or may not have great impact as
planned”. For example BIG RESULT NOW! It is more significant to put more effort on
economic research, education and investments which brings sustainable development and
touches large number of citizens. Economic revolutionary approaches are real.
QUESTIONS IN THE CAUCUS DISCUSSION:
1. Why are we poor?
2. What can be done to bring economic revolution and sustainable development?
3. Where are our resources going?
ANSWERS
1. WHY ARE WE POOR?
Causes (macro level)
I. Corruption –Majority are poor, minority take the nation wealth
II. Underutilization of the available resources example the fertile and arable land available in
Tanzania.
III. Poor policy implementation. Example, “Kilimo kwanza”, in reality agriculture is not the
leading sector in contribution to GDP and may because of our priorities.
IV. Poor technological base, example mineral extraction technology
V. Poor entrepreneurial skills/ capacities and lack of enough big investors in the country
VI. Poor governance, lack of patriot leaders (not all)
VII. Poor education system. The education system is theoretical based. Most of the causes
taught in classes are not applicable in the real life. In Tanzania, we could have
Agriculture and economics subjects from primary level. To teach citizens how to invest,
how to make agriculture a business, how to win the world market(international economic
etiquettes)
RESOLUTIONS!
 Strongly emphasizing on adequate provision of entrepreneurial skills and
capacity building to people.
 Keeping in mind, good governance is the source of success in the nation.
National services should continue for it is a good program to our young people.
 Believing, good policies formulation and implementation are the key initiatives
for development.
 Observing, utilization of available resources like land, labour, capital and
entrepreneurship in a sustainable development focus.
 Desiring, practical knowledge and skills from the education, education system
should be changed to be practical oriented.
 Understanding, that attitude is vital for any true change, we must change the
mindset of Tanzanians. Example through emphasizing them to read books, attend
seminars and workshops then practice the good stories in the real life.
 Observing, technology improvement. For example a technology which match
with the environment and current situation.
2. WHAT CAN BE DONE TO BRING ECONOMIC REVOLUTION AND
SUSTAINABLE DEVELOPMENT?
CORE STRATEGIES
1. EFFECTIVE ECONOMIC PLANNING
 Rising awareness
 Economic strategies
 Subscribe the economic standard
2. INTERPRETATION TO THE EFFECTIVEPLANNING
 Asking the following questions
 How?
 Why?
 Which?
 Accessibility of the plan
 Is it going or attainable with the current situation?
 How involved on the planning &interpretation
Page 17 of 20
 Market availability &price fluctuation
3. POLICY FORMULATION
 Environment of business expertise
 Stakeholders
 Politicians
 NGOs
 Entrepreneurs and investors
4. IMPLEMENTATION
 Serious working on our formulated policy strategies
 Funding the project of interest
 Integrity
 Campaigns
5. EVALUATION
 Passing through the suggested effective planning if is succeeded or not
 What should be done if the plan failing (Alternative plans)
 Keep forward on the success
6. REPORT
Submission of the report to what has been going on, to what extent the challenges and the
success attained.
3. WHERE ARE OUR RESOURCES GOING?
Resources that we have include but not limited to;
 Land
 Human resources
 Minerals
 Water bodies
 Forests
 Wild animals etc.
Now, as a country we are required to be keen in protecting our economy. Kindly,
appreciating the government of Tanzania in emphasizing industrialization and the need to build
majority of Tanzanian to be middle income earners by 2025 due. Notably, for Tanzania to
advantageous in regional and international integration and cooperation, people must be trained
Page 18 of 20
on how to compete in the world market regarding globalization. In fact, market is a big challenge
is today’s business, it be agribusiness or any other business, seller must be sharp, smart, able to
convince buyers, confidence and all requirements for him or her to be competitive. Comparative
advantage is all about mutual benefit, we should specialize in production and export of products
or goods of which we have comparative advantages (lower opportunity cost) compared to
importers from other countries. Let say technology from developed nations like Japan, America,
Israel or China! We should borrow technologies which match with our environment like
machinery and sometime it is vital to train our people abroad then to bring impact to their
societies.
Points to consider,
 Resources are being exported outside the countries in form of raw materials
 Resources are idle because of our poor utilization, low technology, poor strategy, and
poor policy implementation.
 Lack of enough expertise (personnel) and if present, no enough support from the
government example policy makers, technicians and researchers.
 Embezzlement of funds and other mutual resources
 Government priorities affect attention toward resources and they are utilized (sartorial
base). Example currently based on mineral sector than other sectors like agriculture and
tourism (The problem of “Dutch disease”).

  • 15. Page 15 of 20 Mr. Erasmi (Secretary TIEDF) “recognizing the aim of TIEDF, and that in Tanzania we have different policies which do not emphasize much on economic development and revolutions, it is vital to do something to make a difference. For example copy and paste of different policies and bring them to Tanzania may bring some negative consequences or may not have great impact as planned”. For example BIG RESULT NOW! It is more significant to put more effort on economic research, education and investments which brings sustainable development and touches large number of citizens. Economic revolutionary approaches are real. QUESTIONS IN THE CAUCUS DISCUSSION: 1. Why are we poor? 2. What can be done to bring economic revolution and sustainable development? 3. Where are our resources going? ANSWERS 1. WHY ARE WE POOR? Causes (macro level) I. Corruption –Majority are poor, minority take the nation wealth II. Underutilization of the available resources example the fertile and arable land available in Tanzania. III. Poor policy implementation. Example, “Kilimo kwanza”, in reality agriculture is not the leading sector in contribution to GDP and may because of our priorities. IV. Poor technological base, example mineral extraction technology V. Poor entrepreneurial skills/ capacities and lack of enough big investors in the country VI. Poor governance, lack of patriot leaders (not all) VII. Poor education system. The education system is theoretical based. Most of the causes taught in classes are not applicable in the real life. In Tanzania, we could have Agriculture and economics subjects from primary level. To teach citizens how to invest, how to make agriculture a business, how to win the world market(international economic etiquettes) RESOLUTIONS!  Strongly emphasizing on adequate provision of entrepreneurial skills and capacity building to people.
  • 16. Page 16 of 20  Keeping in mind, good governance is the source of success in the nation. National services should continue for it is a good program to our young people.  Believing, good policies formulation and implementation are the key initiatives for development.  Observing, utilization of available resources like land, labour, capital and entrepreneurship in a sustainable development focus.  Desiring, practical knowledge and skills from the education, education system should be changed to be practical oriented.  Understanding, that attitude is vital for any true change, we must change the mindset of Tanzanians. Example through emphasizing them to read books, attend seminars and workshops then practice the good stories in the real life.  Observing, technology improvement. For example a technology which match with the environment and current situation. 2. WHAT CAN BE DONE TO BRING ECONOMIC REVOLUTION AND SUSTAINABLE DEVELOPMENT? CORE STRATEGIES 1. EFFECTIVE ECONOMIC PLANNING  Rising awareness  Economic strategies  Subscribe the economic standard 2. INTERPRETATION TO THE EFFECTIVEPLANNING  Asking the following questions  How?  Why?  Which?  Accessibility of the plan  Is it going or attainable with the current situation?  How involved on the planning &interpretation
  • 17. Page 17 of 20  Market availability &price fluctuation 3. POLICY FORMULATION  Environment of business expertise  Stakeholders  Politicians  NGOs  Entrepreneurs and investors 4. IMPLEMENTATION  Serious working on our formulated policy strategies  Funding the project of interest  Integrity  Campaigns 5. EVALUATION  Passing through the suggested effective planning if is succeeded or not  What should be done if the plan failing (Alternative plans)  Keep forward on the success 6. REPORT Submission of the report to what has been going on, to what extent the challenges and the success attained. 3. WHERE ARE OUR RESOURCES GOING? Resources that we have include but not limited to;  Land  Human resources  Minerals  Water bodies  Forests  Wild animals etc. Now, as a country we are required to be keen in protecting our economy. Kindly, appreciating the government of Tanzania in emphasizing industrialization and the need to build majority of Tanzanian to be middle income earners by 2025 due. Notably, for Tanzania to advantageous in regional and international integration and cooperation, people must be trained
  • 18. Page 18 of 20 on how to compete in the world market regarding globalization. In fact, market is a big challenge is today’s business, it be agribusiness or any other business, seller must be sharp, smart, able to convince buyers, confidence and all requirements for him or her to be competitive. Comparative advantage is all about mutual benefit, we should specialize in production and export of products or goods of which we have comparative advantages (lower opportunity cost) compared to importers from other countries. Let say technology from developed nations like Japan, America, Israel or China! We should borrow technologies which match with our environment like machinery and sometime it is vital to train our people abroad then to bring impact to their societies. Points to consider,  Resources are being exported outside the countries in form of raw materials  Resources are idle because of our poor utilization, low technology, poor strategy, and poor policy implementation.  Lack of enough expertise (personnel) and if present, no enough support from the government example policy makers, technicians and researchers.  Embezzlement of funds and other mutual resources  Government priorities affect attention toward resources and they are utilized (sartorial base). Example currently based on mineral sector than other sectors like agriculture and tourism (The problem of “Dutch disease”). ABOUT THE FOUNDER Mr. Philipo F.
