There are many issues observed in the Balkan region. These include:
 No coordination between organizations as to where they actually want the funds to

 Funds are sent but sometimes nothing is done without complementary support from
the local governments.
 No statistics or information to evaluate the programs’ influence.

 Donor programmes are not well coordinated.

What are the potential solutions to resolve the key problems in
the Balkan Region?
The first solution that should be proposed is the establishment of clear and coherent goals
and the strategy needed to achieve them. This should be implemented through the creation
of a coordinating body to monitor and oversee every step of the way. Moreover, it should be
created in an independent manner to ensure that the body is fully objective and not need to
be replaced following elections. By doing this it guarantees continuity and the real ability to
get things done.
One of the main issues was that people were overworked to the point where it was very
difficult to get them to produce the work that was needed. With more adequate funds,
hiring more staff and not overworking the current ones, this should lead to a higher level of
service.
Recommendations for the longer term, taking into account the
different parties involved
There are three main recommendations:
1. There should be proactive involvement in trade facilitation, investment mobilisation
and continued policy dialogue with local authorities. This ensures that the local
needs are met rather than purely accession-driven needs.
2. We must find a way of fighting corruption.
3. There is a lot to offer to foreign investors. We just have to show off the region in the
best possible light.
Suggestions to improve the audit process in the future
As we saw in the email messages from Evie, Frederich and Elody it is clear that there were
not sufficient staff to prepare for the audit and this is the reason why there was a request to
have it delayed. It would seem that even if the request for the audit was made three months

before the due time, it was never really ascertained whether they would be ready for it or
not. Moreover, even if there was a confirmation at the initial time of request, it doesn’t
seem likely that any further checks to see if everything was running to date at any other
time. It would therefore be worthwhile to simply contact the relevant delegation/ office to
give them monthly reminders to ensure they are fully ready for the upcoming audit.
I would also encourage a standard rule that all staff need to be present at the time of audit.
If this proves to be difficult or if the importance of this isn’t clear to the company in
question, since there is funding available for these projects we can offer to pay overtime to
all employees to ensure participation.
Along the same lines there should be some kind of checklist that all companies need to
complete before the auditors arrive. Local supervisors should be responsible for this and
ensure that all necessary documents, reports etc. are ready and organised before. Following
the above recommendations should ensure the smooth running of all audits.
Conclusion
We have gone through the difficulties experienced in the Balkan region and seen some very
clear solutions that could be utilised not only in the short term but in the long term as well.
Through the utilisation of the recommendations I believe that Balkan region will be in a
better position in both the short term but more importantly in the long term as this will give
