Leggibilità: la capacità dei cittadini di “leggere” lo stato
Trasparenza: necessaria, non sufficiente, per leggibilità -
L'informazione rilevante può essere disponibile, ma:
a. difficile da ottenere;
b. complessa
c. difficile da “collegare”

Partecipazione = istituzioni per la partecipazione
Partecipazione richiede obiettivi chiari e procedure note
Il cittadino ha poco tempo per partecipare:
l'onere cognitivo deve essere minimo
Leggibilità: precondizione per modello di governance partecipativo (vs.,
partecipazione su singoli termi circoscritti)
Leggibilità anche degli strumenti partecipativi!

A livello di singola PA: l'uniformità delle soluzioni ha un valore in se
→ Offriamo al cittadino un “mondo ordinato”
→ “Ritirata” dalle follie estreme del (vecchio) “New Public Management”
