» Variety of different approaches – targeted and non-targeted – needed to reach
out to different stakeholders
» Need for a clear purpose and objectives of consultation: “If you ask questions,
you should know what to do with the answers”
» Inequality of knowledge, capacity and degree of organisation between different
stakeholders
» Transparency is important for preventing capture
» Provide stakeholders with feedback as to how their comments are used in ex
post evaluation to avoid “consultation fatigue”
