2. Introduction
Let us deal with the source of unemployment, the root of inequality and poverty in South Africa. Most
government initiatives are in practice sustaining and spreading unemployment.
Localization of resources explains why government initiatives such as; Integrated Development
Planning, Local Economic Development, National Youth Development Agency, Small Business
Development Agency amongst other government initiatives, are ineffective and inefficient in job
creation.
Decades of segregation in South Africa has meant that certain parts of the country mainly white
dominated communities are well resourced and continue to be resourced. The only way to solve the
unemployment issue in South Africa is to localize resources. Where you are always determines what
you do, when you do it, how you do it and why you do it. That’s the principle.
Defining localization
Localization is a process of allocating resources. There are two types of localization. Inclusive
localization and exclusive localization. The most developing countries in the world practice inclusive
localization. On the other hand, the least developing countries practice exclusive localization.

Countries with among other things; high unemployment, poverty, inequality, crime, HIV/AIDS rates,
corruption, political and economical instability are practicing more exclusive localization. Countries
that enjoy among other things; high employment, low crime, low corruption are practicing more
inclusive localization.
Inclusive localization means foreign investment has minimum influence on the socioeconomic
transformation of a particular place, region or nation. Inclusive localization shields a place from
socioeconomic instability in other places.

The economic power of localization can be better understood by studying the economic trend between
developed and developing countries. Developing countries import more than they export. In other
words they buy more than they sell.
Fueling this trend are two key industries; communication as well as finance.
Demand depends on communication and finance to flourish. Supply depends on communication and
finance to produce and sell.

The absence of local communication and financial industries is constantly hampering local economic
development.
Government is in a good position to facilitate the localization of communication and financial
industries to transform local informal businesses, SMMEs, create local jobs and grow local economies
in South Africa.
Well intended development initiatives such as National Youth Development Agency, National
Development Agency, are undermined by staggering local economies.
Localization of resources in South Africa to create jobs
Think about Gauteng province - how it is able to employ such a large workforce and continue to create
jobs. Year after year Gauteng has grown economically, it is the most developing province and
developed province in the country. It is the economic cornerstone of South Africa. It falls – South
Africa falls!

Localization is a continuous process of using all available resources to develop or not develop a person,
a particular group, community, nation, continent et cetera. Localization can lead to extreme poverty or
wealth, it can lead to wars or peace. Localization is the beginning of everything good or bad.
Localization in South Africa is creating unemployment – it is increasing inequality. Because resources
are localized in Gauteng, a trend of uneven development is sustained. Most government initiatives such
as National Youth Development Agency (NYDA), and Small Enterprise Development Agency (SEDA)
end up contributing to inequality.
Development is equal to localization. The amount of jobs in Gauteng reflect the amount of localized
resources in that place. The more localization takes place - the more jobs are created.
How do we localize resources in South Africa? The apartheid regime was thoroughly localized through
legislation. Policies, Acts, By-laws, et cetera were introduced to localize resources in white
communities. Government is the most suitable facilitator of localization.
Localizing communication – a preview
Localization of communication will give birth to a South African Broadcasting Corporation District
Television Stations (SABCDTS) and South African Broadcasting Corporation District Radio Stations
(SABCDRS). National channels such as SABC 1 and SABC 2 offer extremely limited exposure to
local communities – to local initiatives.
The SABCDTS and SABCDRS will encourage and market local talent, local businesses. Local
developments will be given a platform to grow – to transform.
The objective of these stations is to cultivate local talents by giving them a window into their own
development. Local businesses will advertise their services and products.
Each district municipality must have its own SABCDLTS and SABCDRS to sell – to export what they
do.

5. Localizing finance – a preview
Local Development Banks (LDBs) in every district municipality will coordinate local capital. Local
businesses (informal and formal) will be given financial products and services that consider their
nature.
These Local Development Banks will constantly consider the local financial make-up and create
products and services that shield local businesses financially. Local capital will be strengthened,
financial stability in the local economy will be strengthened.
Furthermore, the localization of the National Youth Development Agency (NYDA) by creating Local
Youth Development Agencies (LYDAs) will contribute to the work of LDBs. Local capital will be
transformed.
Conclusion
When growing up one might want to be a pilot the other a doctor. However, what you want to be, what
you want to do is determined always by where you are. Localization of resources enables you to be
what yo want. It means you do not have to migrate like our fathers and mothers, and become a migrant
labor, leaving your place going to build other places and returning back to poverty because there was
no-one to work your place.
Government is the most relevant authority in localization. Segregation policies like apartheid localized
resources racially. Democracy is meant to localize resources non racially – it is inclusive not exclusive.
Localization means the rich get richer and the poor do not get poorer.
