GIS FOR NEXT GENERATION 9-1-1
The Value-Add Proposition
WHO ARE YOU AND WHO IS NDACO?
• North Dakota Association of Counties (NDACo)
• Representing the needs of the 53 counties in ND
• Provide services that benefit counties
• NG9-1-1 Program is one of those
• Began NG9-1-1 initiative in 2012
• Jason Horning, ENP
• 10 years private sector GIS software & GIS data services
• 10 years public sector managing NG9-1-1 initiative in ND
• Participant in Standards Development @ NENA
QUICK BASELINE
• Material presented is North Dakota-specific, but GIS product
will be the same everywhere
• Standards Based (NENA)
• Common fields, types, content, etc.
• Authoritative
• Addressing data provided by Addressing Authorities
• City, County, Tribal, etc.
• Most in tune with their communities
• Product will be the most authoritative physical addressing source
available
• Motivation to keep address data current
STARTING POINT
• NG9-1-1 Standard GIS dataset
• Established Data Input & Output Workflow

• Connecting Geocoding and

• Individual Geocoding Services
• Batch Geocoding Services
• Address Validation & Potential
Candidates
WHAT PROBLEM ARE YOU TRYING TO
SOLVE?
• Government agencies, banks, insurance firms, utility
companies, shipping companies, and an increasing number of
other entities regularly use non-authoritative data to validate a
customer’s address.
• USPS, Google, HERE, Apple, etc. etc.
• This practice can complicate and impede requests for:
• Loans
• Insurance
• Other government services (Licensing, Voting, etc.)
• Delivery of goods and services (Amazon, FedEx, UPS, etc.)
OBJECTIVES
• To restore the ownership of address validation to the
appropriate addressing authority.
• City, County & Tribal entities are authoritative for physical addresses.
• USPS is authoritative for Postal Communities and Zip codes.
• To establish a single and common understanding of what the
OFFICIAL address is.
• As long as there is a convenient portal to validate addresses
against an authoritative source there is no other reason to
validate an address against third-party datasets or sources.
EXPECTED OUTCOME
• Improved efficiency of delivery of goods and services through
a common understanding of:
• The official formatting of the address
• 1101 52nd AVE NE vs 1101 52 AV NE
• The location of the address
• Bottom line
• NG9-1-1 developed GIS Address Data has huge potential for both public
and private sectors so long as its:
• Standards based & has an effective workflow
• Aligns with USPS community & zip assignments
EXAMPLE
• 12085 95TH ST NE, Langdon, ND
• Google
• Actual & Official
EXAMPLE 2
Jason-
There is a trend going on for the last few months that is perplexing to say the least. Address in the middle of town- no
changes in street names-NO changes in ranges- house address which have been in place and used since the 50’s The
owners are now being told by banks-credit card companies etc their address (are now) no good- not legal???
Here is a perfect example- this lady is living in her grandmother’s (now deceased) house in the center of FORBES ND (the
home of nothing ever changes) and suddenly her address of 50 + years is now debunked? There has been NO local
changes, none from my office, DRN has changed nothing, it fits the established street name and range- nor anything been
done by the City of FORBES (which should be the final authority one would think) but the homeowner is now stopped dead
in the water trying to use the address.
I have seen rural address kicked back because they did not use the suffix SE- or did not capitalize AVE or ST etc and that
seems to resolve most of those problems but the “IN Town” ones seem unresolvable. Even the Ellendale senior center and
library in place for over 40 years was kicked back? I never heard how the city fixed that one?
QUESTIONS: 1) Who is making these decisions (final authority) 2) What is the proper way to deal with these folks – All of
the usual addressing authorities 9-1-1 coordinator(for county), citys for their jurisdictions, Phone company and even the
post office (who say they too are as perplexed as we are, that addresses are magically being made illegal) seem to have no
recourse in correcting the matter
Please let us know your thoughts and how best to resolve these issues….Stay Safe my friend <CR>
