Paul Lignières is a lawyer at the Paris Bar and a partner at Linklaters.
He worked as Senior Private Sector Development Specialist, Infrastructure Division at the World Bank
(Washington DC) and at PricewaterhouseCoopers.
Head of the Public Law department, his professional practice devoted to public affairs, in particularto
relationsbetweenthe State andcompaniesandtothe Europeanizationof Frenchpubliclaw (transactions
inregulatedsectors,legislative andregulatoryreforms,financial relationswiththe State,privatizations,
public-private partnerships,administrative,constitutional andEuropeanlitigation,environment,energy,
etc.). He is also co-responsible for Francophone Africa.
He has recently been involved in a large number of privatizations and capital openings of public
companies: IPOsof Gazde France,Aéroports de Paris andEDF EN,Semmaris (Rungis),mergerbetween
GDFandSuez,mergerbetweenTransdevandVeoliaTransport,openingof the capital of LaPoste,aswell
as in numerous mergers and acquisitions in regulated sectors.
He advised the State within the frameworkof the recovery planand intervened inthe financing of the
followingprojectsandPPPs:Koniambomine,Douai hospital,Quinze-Vingtshospital,prisonprogram,PPP
in the railway sectors (GSM- R, LGV SEA, LGV BPL and LGV CNM) and defence.
He is also Managing Partner of the Paris office of Linklaters and a member of the European Board.
He is a member of the scientific committee of the Foundation for Continental Law, a member of the
Editorial Board of Administrative Law(LexisNexis), of the Steering Committee of the Public Actionand
PublicLawMutationChair(MADP) atSciencesPo,of the international researchnetworkPublicContracts
inLegal Globalization(CPGJ),expertof the Clubof Jurists,memberof the CenterforStrategicStudiesand
Foresight (CEPS) and expert of the European Center for Law and Economics (CEDE) of the 'ESSEC.
Doctorof Law,he alsoholdsaDJCEMaster'sdegree - DESSinbusinesslaw andtaxation(Montpellier)and
a graduate of the Institute of Political Studies (Toulouse).
He teaches in various universitiesand colleges. He is the author of numerous publications andseveral
books,includingPublic-private partnerships(Litec,2005) andLe TempsdesJuristes,legal contributionto
European growth (LexisNexis, 2012).
