This letter is to certify that Mr. Bilal Rao s/o Muhammmad Afzal Rao, CNIC Number: 35303-
8873080-5 was employed as the Assistant Software Developer on a full-time basis since 01-09-
2015 till 30-11-2015 at Information Technology University (Hello Rozgar Project) under the
supervision of Assistant Project Manager, Amna Raja.
ITU is a Public Sector university in Lahore, Pakistan established to expand the base of
engineering knowledge through original research and develop technology to best serve the
current needs of the society. ITU also aims to emerge as a strategic arm of the Government of
Punjab to use IT in public and private sectors in order to create innovative and efficient systems
leading to sustainable development of the country and facilitating students to make life long
contributions to the society.
The Center for Technology and Governance (CTG) at ITU is an applied research center lead by a
world-class team of researchers, academics and developers. CTG’s goal is to come up with
innovative ICT solutions to enhance public services and solve pressing governance issues
through better management techniques, policies, and technologies. CTG oversees foreign funded
projects especially related to development including those by multinational donor agencies like
GIZ and World Bank.
During his time with ITU, Bilal primarily worked on the GIZ Hello Rozgar Project; a joint
collaboration between Information Technology University and GIZ, a representative
organization of the Federal Republic of Germany. The purpose of the project is to Improve
Access to Skill Training and Employment Opportunities for Marginalized People using
Automated Voice Interaction System.
He demonstrated strong organization, teamwork and leadership skills. He has shown tremendous
zeal and enthusiasm in working towards our mission.
His primary responsibilities were:
 Participating in architectural decisions for the projects FolkWisdom & Hello Rozgar
 Writing services in Ruby for various modules of the product in line with requirements.
 Deployment of implemented services on various environments to ensure testing before migrating
software to production.
 Optimization of developed software components.
 Assist in technical assessment for recruiting new staff.,
