The Readmission Office of the Commissariat for Refugees offers the
following services:
• providing information to returnees,
• providing advice,
• primary and urgent accommodation,
• transport of returnees to the Center for Urgent Accommodation of the
Commissariat for Refugees,
• providing information to returnees on the readmission process, and
their rights and obligations,
• providing information to returnees on the first steps they must
undertake in order to obtain personal documents,
• referring the returnees to Migration Commissions/Councils and
other services in local self-governments, so they could get further
assistance.

The centers for urgent accommodation of returnees are located in Bela
Palanka, Zajecar and Sabac.
The returnees are accommodated in centers for urgent accommodation on
the basis of a referral document issued by the Commissariat for Refugees.
The centers accommodate families that claim that they have no temporary
accommodation opportunities, as they have no close relatives or friends.
The centers for urgent accommodation provide the families of returnees
with basic living conditions.
It is foreseen that the period of emergency accommodation cannot last
longer than 14 days.
Persons who do not wish to accept this form of accommodation are obliged
to sign a written statement that they do not need assistance in the form of
emergency accommodation.
The centers for urgent accommodation will give you access to the following:
• accommodation and food,
• information on rights, obligations and opportunities,
• help to initiate the process of obtaining personal documents,
• informing and urging the centers for social welfare about the need to
go to the field, in order to carry out the tasks from the sphere that they
are competent for,
• informing and urging the competent services about the need to
urgently react in case of particularly vulnerable groups, in order to
carry out the tasks from the sphere that they are competent for.
Once the period of 14 days of urgent accommodation expires, the center
provides you and your family with transport to your new housing environment.
URGENT ACCOMMODATION OF
RETURNEES UPON READMISSION
AGREEMENTS
Upon expiration of the period foreseen for urgent accommodation, you are
obliged to go to the place in which you were a registered resident before
going abroad, to your previous place of residence, or to another place in
which you plan to live temporarily or permanently, or to which you decided
to go.

You own a travel document.
A travel document is valid at least three months from the day it was issued.
A travel document is a personal document that serves solely for the return
purposes, and it is valid for one entry to the territory of Serbia.
In lack of other documents, you may use your travel document for the
following purposes, until it expires:
• personal identification,
• getting emergency medical aid,
• access to center for social welfare,
• commencement of the enrolment process for your children, in
elementary schools or high schools.
If you lose your travel document, you must report it to the nearest local
police station, in order to receive a confirmation on reported loss of a travel
document.
Given that the travel document is a temporary personal document, you
should initiate the process of obtaining your ID card as soon as possible.
GO TO YOUR PLACE OF RESIDENCE, if you are able to.
If you lack the funds or there is no other way for you to go to your place of
residence, the City Center for Social Welfare with provide you with a free one-
way ticket. In Belgrade, the address of the City Center is 4 Ruska Street.
The goal is to reach your place of residence as soon as possible and to
get registered by the competent authorities, so that you could realize your
rights on personal documents, health protection, social welfare, education
and work.

Your place of residence is the place in which you were registered before
going abroad, and in which you plan to live permanently, for a longer period
of time, upon your return to the Republic of Serbia.
Your place of staying is the place outside of your place of residence, in
which you intend to temporarily stay upon your return to Serbia.
The Commission for Refugees / the Migration Council will offer you the
following:
• information on services and organizations that can give you assistance,
• advice and intervention at local services competent for resolving your
problems and realization of your basic rights,
• help to write requests, petitions and letters, and to send them to
competent institutions and services.

CONTACT THE COMMISSION FOR REFUGEES / THE MIGRATION COUNCIL
The Commissions for Refugees and the Migration Councils are the basic
link between the Commissariat for Refugees and yourself, and together
with other institutions and services, they will work on realization of your
rights.
Upon arrival to your future place of residence/staying, it is necessary to
contact the Commission for Refugees / the Migration Council, and ask
for assistance. They will give you the first aid upon your arrival to the local
environment.
It is necessary that you are registered within the Commission for Refugees
/ Migration Council, and that you are in touch with these bodies on regular
basis, so that you can be timely informed about the programs for support
and assistance to returnees upon readmission agreements.

Documents needed for obtaining a biometric ID card:
1. ID card or other valid personal document – for inspection.
2. Birth certificate, which may be older than 6 months if it was issued
on the new form (after March 2010) – for inspection (in case that a
person has taken their spouse’s last name upon wedding, their mar-
riage certificate is also necessary). The certificate can be obtained at
the premises of the town or municipal administration authorities, in
the person’s place of birth or place in which the person was registered
in the registry books. If you happened to be registered on the territory
of Kosovo and Metohia, you will receive all the information you need
from the administration authorities competent for keeping the registry
books for the territory of Kosovo and Metohia.
3. Citizenship certificate of the Republic of Serbia – for inspection. You
can obtain it from the registry service in the municipality. If you don’t
know where you were registered in the registry books of citizens, just
go to the nearest police administration.
4. Certificate of the place of residence – issued by the police admin-
istration.
5. Proof that you paid the fee for the ID card form.
6. Proof that you paid the fee for the expenses for technical produc-
tion of ID card.
The ID card is issued upon personal request, at the nearest police adminis-
tration. In case of children or persons deprived of legal capacity, the request
for issuing of ID card shall be submitted by their parents or legal guardians.

CONTACT THE CENTER FOR SOCIAL WELFARE
What can the center for social welfare do to help you?
• Counseling and mediation
• Free one-way ticket for your place of residence (obtained in city
centers for social welfare)
• Soup kitchens (in places where they exist, they provide one meal per
day for vulnerable population)
• Short-term financial aid (only in centers for social welfare from your
place of residence)
• Temporary accommodation (center for social welfare issues
decision on accommodation of persons in shelters, and this sort of
accommodation may last until the travel document expires).
REALIZE YOUR RIGHT ON HEALTH PROTECTION
In case of emergency, go to the nearest ambulance station. The Ministry of
Healthcare has issued the order to acknowledge the travel document as the
valid personal document for the right on receiving emergency medical aid
without paying for such aid, within 90 days from the day when the travel
document was issued.
In order to enjoy regular health protection, you need to obtain a health card.
How to proceed?
Within 30 or no more than 60 days, you are obliged to regulate your status
as an insured person, in accordance with Articles 17 or 22 of the Law on
Health Insurance. For detailed information, it is best that you contact the
competent branch of the Republic Institute for Health Insurance.
On account of your insurance, your family members will also obtain the right
on health protection.

PREPARATORY PRESCHOOL PROGRAM
Preparatory preschool program is mandatory for all children between the
age of 5 and 7, and it is a condition for enrollment of a child to first grade
of elementary school in the Republic of Serbia. The program is free, and it
lasts for 4 hours per day, for at least 9 months. A parent/guardian is obliged
to enroll the child to the preparatory education group within a kindergarten
or an elementary school that implements this program.
To enroll the child, the parent/guardian must submit the following necessary
documents:
1. birth certificate
2. certificate of the place of residence
3. proof that the child has passed the medical examination
4. confirmation that the child has attended the preparatory preschool
program
ENROLL YOUR CHILDREN TO
SCHOOL
A child’s parent/guardian is obliged to enroll the child to school.
Every elementary school is obliged to enroll the child upon request
submitted by the child’s parent/guardian.
If the parent/guardian does not have the necessary documents, the children
will be conditionally enrolled to schools, until their foreign school diplomas
pass the nostrification procedure (until they are recognized).
If you do not have the funds for this, ask the school or the center for social
welfare for advice.
Children with developmental difficulties have the right on schooling in
special institutions.

The following documents are necessary for enrollment:
1. proof/certificate that the child has passed the medical examination
2. birth certificate
3. certificate of the place of residence or staying for the child.
Institutions that implement the preparatory preschool program are obliged
to enroll children even without the necessary documentation.
Along with the request for recognition of a foreign school document,
the following documents should be submitted:
1. filled in nostrification request
2. original copies of diplomas for all individual school grades
completed abroad
3. two copies of translation of diploma for the last school grade
completed abroad, translated by a certified court translator
4. report book or certificate of attendance of additional education
in Serbian language, for countries in which such education is
organized
5. proof of payment of an administrative fee, paid on the account of
the Budget of the Republic of Serbia.
PROCEDURE OF ENROLLMENT TO HIGH SCHOOLS
A person who has completed elementary education abroad may enroll to
high school if their elementary school diploma is nostrified.
NOSTRIFICATION (RECOGNITION OF A FOREIGN SCHOOL DOCUMENT)
Parents of children returnees are obliged, in order to enroll their children to
the appropriate school grade i.e. to nostrify foreign documents, to obtain
the foreign school document. Belated obtaining of school diplomas
is carried out through the channels of the Ministry of Foreign Affairs,
Consular Affairs Direction, 24-26 Kneza Miloša street, Belgrade.

If you cannot afford to pay the fee for diploma nostrification, you need the
following documents:
• certificate issued by the employment service confirming that you
are registered as an unemployed person, or
• certificate confirming that you receive social benefits (issued by the
center for social welfare)
• certificate that you do not own any property (issued by the Republic
Administration of Public Revenues, at the municipal level)
The Ministry of Education and Science is competent for nostrification, 22
Nemanjina street, Belgrade.
Applicants whose place of residence is on the territory of the Autonomous
Province of Vojvodina should contact the Provincial Secretariat for
Education, Administration and National Communities, 16 Mihajlo Pupin
boulevard, 21 000 Novi Sad.
These certificates allow the applicant to be exempted from paying the fee
for diploma nostrification.

By getting registered in the labor market, you will enjoy the following
services:
• information on employment opportunities and conditions
• mediation in employment, both in the country and abroad
• professional guidance and advice on career planning.
The employment-related tasks are performed by the National Employment
Service (i.e. its branch offices in places of residence) and employment
agencies.
An unemployed person that enjoys the right on financial aid, in
accordance with the law, has the right on reimbursement of costs for
sending their employment applications, and of costs for public transport
when going to a job interview with the employer.
The following documents should be submitted along with the request:
1. filled in form and a blank employment booklet (bought in the
municipality or in any bookstore)
2. ID card
3. diploma on your level of education (local or nostrified)
In order to realize your health insurance, you should contact the Institute for
Health Insurance (i.e. its branch office in your place of residence).
A returnee should register in the competent branch office for employment
in his or her place or residence, with a certified employment booklet, ID
card and diploma (or without diploma, if the person does not hold any
qualifications).
The request for employment booklet should be submitted in the municipal
administration premises in the place of residence (in the municipal
administration).
