Learn how agencies of all sizes can meet Commission for Accreditation of Park
and Recreation Agencies (CAPRA) standards and achieve national accreditation.
Also learn about the benefits of accreditation as an effective management
system and how to get started to develop a successful program. This session is
directed towards all agencies and individuals interested in learning more about
the agency accreditation system.

Judy Weiss currently serves as the Deputy Parks and Recreation Director for the Management Services Division of the City of
Phoenix Parks and Recreation. In 1994, Judy led Scottsdale through national accreditation as a pilot agency. Judy served on the national
Commission for Accreditation of Park and Recreation Agencies (CAPRA) from 1997-2003, serving as Chair from 2001-2003; and is currently
serving a third term on this Commission. From 2004-2007, Judy served as a member of the Board of Directors of the American Park and
Recreation Society (APRS), and has served on the NRPA Program Committee as the Pacific Southwest Region representative.
Judy is a past-chair of the National Certification Board, and has served on the faculty of the NRPA Director’s School, leading
discussions on fiscal management and partnerships. She is a past president of the Arizona Park and Recreation Association and is serving
as a member of the Board of Directors of the Arizona Parks and Recreation Fellowship. In 2013, Judy was honored as an Athena nominee
by the Flagstaff Chamber of Commerce.
Dirk Richwine has worked in the parks and recreation field for over 31 years including 15 years with the City of Henderson, Nevada
where he spent nine years as Assistant Director. Henderson was awarded the National Gold Medal Award twice and became accredited in
2001. Dirk is a Vice Chair of the Commission on Accreditation of Parks and Recreation Agencies (CAPRA). He has been a CAPRA visitor for
several years and has chaired several visits. He is a member of the American Academy of Parks and Recreation Agencies and has served on
the Board of Regents of the Pacific Revenue Sources Management School and the Rocky Mountain Revenue School.
