1. The resolution encourages all parties involved in the Syrian conflict to work towards a political solution as outlined in the Geneva Communique and calls for full implementation of resolution 2139 to better protect Syrian civilians.
2. It calls on states conducting military operations in Syria to unite efforts in removing ISIS and requests increased funding for humanitarian aid agencies assisting refugees and internally displaced persons from Syria and neighboring countries.
3. The resolution also promotes monitoring and preventing illegal trade with ISIS and other terrorist groups, and calls for protection of Syrian cultural heritage and natural resources during military operations.

1. Encourages allparties involved to come together in order to find a
political solution and built on the progress madein the Geneva
Communique;
2. Requests once more the full implementation of resolution 2139 to more
effectively establish a formof protection for the Syrian people as it is the
duty of the United Nations under the R2P doctrine and based on the
United Nations Charter;
3. Calls upon states currently taking part in military action in Syria to unite
efforts in the removalof the so-called Islamic State;
4. Request Member States to increase funding with regards to refugees
and Internally Displaced Persons (IDPs) stemming fromSyria and its
neighbouring countries towards United Nations bodies such as the
UNHCR, the United Nations Development Program(UNDP) and the
World Food Programme(WFP);
5. Encourages thefunding for Syria’s neighbouring states to be spent on
refugee camps and humanitarian aid and asks member nations of the
UN to further fund the United Nations High Commissioner of Refugees
to increase their provision of shelter for refugees and further monitor
refugee camps for epidemics and for scarcity of resources, without
negatively affecting funding in refugeecamps elsewhere;
6. Promotes the monitoring of the cessation of legal or illegal transactions
– such as oil trade - with ISIStheso-called Islamic State and other
terroristorganizations as to prevent them from acquiring a stable
financial basis by:
a. Acting in accordancewith S/RES/2199,
3. b. Asking the UNESCO to make a list of cultural heritage in Syria
which are to be put on a black list and should not be traded
whatsoever, the list should be given to the governments of
Member States in order to manage an effective ban on illegal
heritage trade
c. Calling upon Member States participating militarily to protect
natural resources and sources of wealth, such as crude oil, areas
of heavy agriculturalproduce and cultural heritage sites;
7. Supportsinvestmentschemes in hospitals, schools and similar public
services in post-crisis Syria by the ECOSOC."
8. Calls upon UNESCO to coordinate the provision of educational facilities
in the refugee camps both within Syria and its neighbouring countries, in
order to ensurethat the displaced children currently inhabiting these
areas can continue their education and thus benefit the Syrian society
and economy in the future;
9. Further recommendsthatthe relevant UN agencies, such as but not
limited to UNESCO, ECOSOC, UNDP and UNICEF, assistin the rebuilding
of the Syrian educational systemas part of the wider long term
reconstruction efforts in the country;
10.Demandsthat all parties and others concerned treat Latakia and its
surrounding areas as a safe area which should be free fromany armed
attack or any other hostile act, with the permission of the Syrian
government;
11.Decidesto remain actively seized on the matter;
