1. ConstructionSupervisorrepresentstheirEmployerandtheirteamwhile managingContractors and
people performingConstructionscope forthatEmployer.A ConstructionSupervisoralsoprovides
effectivementorshiptootherco-workerssothatall Supervisorscancontribute toaneffective Team
and theirgoalswhile maintainingthe Employerscore principles.( Safety,Quality,Schedule and
Cost).The followingisalistof some of the keyexpectations.
• Must communicate tothe Contractorsthat theyare accountable for,anyexistingorpotential site
hazardsthat may affectthe Contractorsworkers. Existingorpotential hazardsmustalsobe includedon
Safe Work Agreementsissuedtothe Contractor.
•Performdocumentedauditsonthe Contractorstheyare accountable for,ensuringthatthe information
beingcommunicatedrelatingtoexistingorpotentialsite hazardsare alsobeingcommunicatedtothe
Contractorsworkers.
•Provide documentedspotauditingonContractorsforcompliance toacceptedsafetysystemsand
OH&S Code.
•Identificationof higherriskworkorchangesinscope requiringRiskAssessmentsandensuringitis
executed.The Employer’sRiskMatrix tobe usedas guide.
•PerformAuditsof ContractorsHazard Assessments (JSA/JHA& FLHA) for task specificscopes,hazards
and mitigation.
•Promote Safe Executionof scope andunderstandand adhere toPrime ContractorResponsibilities
•Accountable toContractor safetyperformance andhave ownershipincorrective actionacceptance,
implementation,auditandfollowup.
•Communicate IncidentsandHighPotentialNearMisses, accordingto1-2-3 reportingprotocol.
•EmpowerPeersandContractors to believe SafetyisaCore Value.
•RepresentEmployer’scommitmenttoSafetyandbe seenasa SafetyChampion.
•Performformal andinformal documentedauditsonContractorstoshow due diligence.Auditscanbe
performedonbutare notlimitedtothe above mentionedpointsandshall alsoinclude BBO's,field
checks,site inspectionsandsafetymeetings.
•Managementof ProjectsandPeople NOTwork.
•DeterminingDocumentingCompetencyof ContractorLeadership.
•DocumentedAuditsonContractorsforconformance to theirownStandards/ Protocolsaswell.
•Promote,auditand have involvementinContractorsHazardAssessments.
•Mitigationor delegate mitigationforknownhazardsoutof Contractor or ConstructionSupervisor
control.
•Understandand promote compliance tosection217.1 (Bill C-45) of the Criminal Code.
•Understandand promote compliance toOH&SAct, Code andRegulations.
•Attendall Contractorswork frontsa minimumof (1) time per day,focusingprimarilyonhighrisk
work.
Quality:
•AuditContractor'sInspection+Test Plan.
•PerformfieldAuditsanddetermine ContractorcompetencyinrelationtoIndustryapplicable
Specifications,CodesandStandards.
•MaintainfamiliaritywithIndustryapplicableSpecifications,CodesandStandardsthatApplytothe
Contractorsbeingmanaged.A ConstructionSupervisormustalsobe familiarwiththe locationof,and
2. howto access to IndustryapplicableSpecifications,CodesandStandards.
Cost:
•ConstructionSupervisorsmusthave aclear understandingof the Contractor LEM Processand
understandwhatisincludedwiththe responsibilityof approvingContractors LEM's,relatingspecifically
to verificationof the following:
•Personnel andhoursbilledtospecificCWP's.
•EquipmentandVehiclesbilledtospecific CWP's.
•Obtaina clear workingunderstandingof provisionsoutlinedinContractual agreements.
•Ensure Contractors are followingreal time change management.•Justificationof the Contractorsdelay
logacceptance must be available asrequired;thiswill includeactionstakentominimize Contractor
delays.
•Ensure appropriate Labor andEquipmentchargesbyreviewingCommonService Requests (CSR) and
spotauditingEquipmentutilization.
•Justificationof CSRapproval mustbe available asrequired.
Schedule:
•Obtainknowledge of overall masterscheduleanddeliverable andmanage Contractorsaccordingly,this
includesminimizingimpactstootherdisciplinesbycommunicatingwithall partiesinvolvedinthe
project.
•AuditContractorsto ensure each CWPhas a writtenexecutionplaninplace anditisbeingfollowed.If
changesto planare required,the appropriatechange managementprotocol isfollowed.•Obtain
knowledge fromof the ExtendedWorkAuthorizationProcess, includingbutnotlimitedto:
•Is extendedworkrequired?
•Has the Contractor completedall sections?
•Accountabilityof signingthe document.
•Has the EWA beenreviewedandthe riskacceptedbythe Contractor.
Change Management:
•Obtainknowledge of the change managementprocess,andensure thatContractorsare adheringto
thisContractual obligation.
•ConstructionSupervisorsare responsible toreview andprovide applicable detailedcommentson
ContractorsRequestforInformation (RFI);the review of RFl'sshouldincludebutisnotlimitedtothe
followingitems:
•Are the hoursI scope acceptable basedupongoodtrade practices?
•Is the change or requestpartof an existingplanora change to the plan? If a change to the planis
occurring,has the contractor updatedthe applicable documentationtosupportthe change?
•Determine the relevance of the Contractorsrequestandchallengewhennotapplicable.
Communication:
•Mentor, Auditandprovide feedback topeersensuringopen,honest,transparentandprofessional
communicationstake place withinContractorspersonnel.
•Maintaina currentjournal whichmayinclude butisnotlimitedtodocumentationof the following:
•Decisionmaking.
•Change management.
•Trade conflictsresultingindelays.
