Rice field rent act to be revised

BANGKOK, 4 June 2015 - Prime Minister Prayut
Chan-o-cha has instructed the Office of the Council
of State, the Ministry of Interior and the Ministry of
Agriculture and Cooperatives to finish revising the
Agricultural Land Rent Act B.E. 2524 within three
months. The law revision is aimed at creating justice
in land rent for landlords and tenants.Permanent

Chaovalit Chookhachorn on Thursday said there
were around 1.08 million households or 41% of all
rice field tenants who had not signed a legal contract
with their landlords. The amended law was expected
to draw all rice field tenants to put them into the
system, said the official.The amended law prohibits
an annual rent of agricultural land and stipulate that the landlords who want to sell their rented
properties, they have to give the first right to buy to their tenants.

Riceland, Producers Rice Join to Take Stake in Sage V

Sage V Foods of Boulder, Colorado, has sold its interest in an instant rice production facility in
Little Rock to Best Rice LLC, which is jointly owned by Riceland Foods and Producers Rice
Mill, both of Stuttgart.Riceland and Producers are farmer-owned marketing cooperatives with
rice drying, storage and milling facilities. The purchase marks the companies' first joint
venture.Sage V Foods completed the facility, located in the Port of Little Rock, in 2009 and will
continue to operate it. Sage V Foods produces rice-based ingredients for use in processed foods
and the company‘s frozen rice is sold in the food service and retail markets, according to their
website.Terms of the purchase were not disclosed.In a news release, Riceland and Producers said
"plans are underway to increase the plant's capacity to accommodate current customers and
anticipated demand."Sage V Foods also has facilities in Stuttgart and in Freeport, Texas

MANILA, June 5 (Reuters) - The Philippines agreed to buy 150,000 tonnes of rice from Vietnam
in a tender on Friday and could import additional volumes to avert a potential spike in prices of
the staple if adverse weather threatens the local crop.Demand from the Philippines, one of the
world's biggest rice buyers, could support weak export prices in Asia. Thai 5 percent broken
white rice fell to its lowest level in a year this week at $370 a tonne.The Philippines' state grains
procurement agency, the National Food Authority (NFA), already has government approval to
buy another 250,000 tonnes if drought brought on by an El Nino weather phenomenon hurts its
harvest and it has the option to import 100,000 tonnes not allocated in Friday's tender.On top of
that, it is ready to allow traders to bring in up to 805,000 tonnes more, with tariff, in the third
quarter of this year.
"That is the next importation that we will open, to be formally announced possibly within this
month," said Joseph Dela Cruz, NFA deputy administrator for marketing operations.Vietnam
won Friday's tender by cutting its offer to $410.12 per tonne to match the buyer's ceiling price
for the 25 percent broken white rice variety.The NFA rejected Vietnam's initial offer of $419.35
per tonne for the full volume sought of 250,000 tonnes and Thailand's offer of $419 per tonne for
100,000 tonnes.Both countries were given the chance to revise their bids but Thailand deemed
the Philippines' reference price too low and withdrew.Vietnam, which early this year won a
300,000 tonne supply contract with the NFA, must deliver the 150,000 tonnes in July in time for
the lean harvest season in the Philippines.The NFA has imported 650,000 tonnes of rice so far
this year after purchases last year totalling around 1.7 million tonnes, the biggest in four
years.With El Nino now affecting more than half of the country's 81 provinces, the government
is beefing up rice stocks to avoid a repeat of last year's spike in retail prices following damage to
supply chains by Super Typhoon Haiyan in late 2013.
Unlike last year, however, the cost of the staple food has been falling, with wholesale and retail
prices down by 4.3 percent this year from a year before, with supply still adequate, government

Import Duty Evasion: Reps Ask EFCC, Customs To Go After

The House of Representatives yesterday called
on the Nigeria Customs Service (NCS) and the
Economic and Financial Crimes Commission
(EFCC) to recover all outstanding money in
import duties owed the federal government by
rice importers in the country. The lawmakers
also urged NSC to henceforth implement only
the Pure Rice Traders Policy in respect to the
duties and levies in rice importation.The House
resolution at plenary yesterday followed the
consideration of the report of an Ad-hoc
Committee on the Evasion of Payment of
Import Duty on Imported Rice set up by the
House few weeks ago.
The lawmakers also added that the warehouses of the erring import companies must be closed
until they settle all their outstanding import duties due to the federal government.The ad-hoc
committee headed by the deputy House Leader, Hon. Leo Ogor, also recommended for the
immediate cancellation of the entire rice import quota system and suspension of the 2015 quota
allocation.Consequently, the House approved the committes‘s recommendations.Calling on the
Nigerian Customs Service to ―recover every outstanding monies and seal up all their ware houses
and their other businesses until the very last kobo is recovered to the government coffers in line
with the customs Act.‘‘‗‘The Economic and Financial Crimes Commission should assist in
prompt recovery of all outstanding monies owed the Federal Government by these
companies.―Henceforth, the Nigerian Customs Service should insist only on verifiable bank
guarantees from reputable banks and stop forthwith acceptance of any corporate guarantee from
companies,‖ the House resolved.

weather this year, said Md Omar Ali
Shah, a development officer of the Department of Agriculture Extension (DAE), Pabna.But good
yield of their main earning source fails to make farmers happy as the market prices remain low,
largely due to local rice millers' reluctance to buy it.
"Rice mill owners are the key paddy buyers but most of them are yet to start buying the crop as
imported cheap Indian rice has occupied the market,‖ said Md Kazi Alamgir, a paddy trader of
Tebunia market.Besides, farmers can hardly supply paddy to the government depots directly due
to interference by middlemen.One maund (40 kg) of boro paddy is selling at Tk 500 to Tk 550 at
the growers' level, which is not enough to recover even the production cost, growers said, adding
that it sold for Tk 750 to Tk 800 last year.
The government kicked off paddy procurement on May 1, offering Tk 32 per kg for rice and Tk
22 per kg for paddy. The drive will continue till August 31, the procurement target being 42,849
tonnes of rice and 1,415 tonnes of paddy," said Md Main Uddin, district controller of
food.Stakeholders, however, said staff at 11 government procurement centres in the district often
decline to purchase paddy directly from farmers.―We cannot sell paddy to the government depots
directly as the middlemen and influential traders collect paddy from the farmers for Tk 550 to
600 a maund and then supply it to the depots at government-fixed rate of Tk 880,‖ said Md
Nukul Hossain, a farmer of Jotkolshi village in Pabna Sadar upazila.A number of middlemen and
traders are now collecting paddy from the farmers for low prices to sell it for high prices later,
said farmers and traders.
―My paddy cultivation cost per bigha stood at Tk 13 thousand but the average yield of 22
maunds can hardly bring Tk 11 thousand,‖ said Md Nuruzzaman, a farmer of Kalikapur village
in Ishwardi upazila under Pabna district.―I returned back without selling paddy on last two
market days as the price is poor,‖ said Mohsin Ali, a farmer of Radhakantapur village in
Atghoria upazila.―Import of cheap Indian rice led to price fall of rice and consequent suspension
of production in rice mills in the district caused drastic fall of paddy price during the peak boro

season. We demand stopping import of Indian rice for the sake of the farmers," he said.KJM
Abdul Awal, DAE officer of Pabna Sadar upazila, said the farmers should preserve paddy for at
least two months, instead of rushing to sell the crop at the beginning of harvesting season as it
causes price fall.The suggestion, however, is of very little practical value for most of the farmers
who are in dire need of cash money.

NFA and IRRI partner on improving rice quality

Authority (NFA) signed earlier today (5
June 2015) a memorandum of
understanding (MOU) with the
International Rice Research Institute
(IRRI) on improving rice quality in the
Philippines.Under the MOU, the NFA and
IRRI commit to promote and accelerate
research on rice and rice-based farming
systems toward establishing international-
level standards for rice quality. Joint work
will also be done toward consistent application of such standards for the benefit of all players in
the Philippine rice industry, from farmers to consumers.
"Through this agreement, the NFA hopes to maximize IRRI's research in achieving our food
security mission of providing the country‘s rice requirements in terms of volume and quality.
This will also guide us in our decision-making, not only in our operational activities but also in
our policy-formulation, in anticipation of future developments such as infrastructure build-up,"
said NFA Administrator Renan Dalisay.Rice quality encompasses rice farming technologies and
practices that help ensure sustainable agriculture, improved farmer welfare, grain quality, and
dietary practices that support improved nutrition and health among consumers."We are happy to
share technologies, some partly developed through work funded by the Department of
Agriculture on grain quality and forecasting, with NFA," said IRRI Deputy Director General
Bruce Tolentino.
Tolentino assured Dalisay of IRRI's support to NFA's efforts to make good quality rice available
to consumers, as well as to adapt better to the effects of climate change, citing damage to rice
storage infrastructure when Typhoon Haiyan hit the Philippines in 2013.NFA and IRRI will
collaborate in these specific areas: grain quality improvement, including assessment of consumer

preferences and research to enhance quality; rice breeding, production, and processing
(postharvest)technologies; and the establishment of quality standards in relation to the
Sustainable Rice Platform (SRP), a key mechanism through which rice quality standards are
promoted internationally.
NFA and IRRI will also be sharing scientific data and research results as well as strategic
analysis of developments and trends in international rice trade.The NFA is mandated to ensure
the country‘s food security and stability of the supply and price of rice, the country‘s major
staple. This collaboration is part of the NFA‘s efforts to widen its partnership with both public
and private sectors toward finding long-term and sustainable ways to achieve national food self-
sufficiency and security.IRRI is the world‘s premier research organization dedicated to reducing
poverty and hunger, improving the livelihood of rice farmers and health of rice consumers, and
ensuring environmental sustainability through rice science.
Earlier, the NFA also signed a memorandum of agreement with the Kaya Natin! Movement, a
civil society organization advocating good governance and ethical leadership, for a ―Bantay
Bigas‖ project to ensure that the NFA‘s inexpensive quality rice will be continuously available,
accessible, and affordable to poor consumers who are its intended beneficiaries.

Commerce Min poised to hold 3rd rice auction

BANGKOK, 5 June 2015 (NNT) – The Ministry of Commerce is gearing up for the third auction
for rice from the government‘s stock later this month while seeking ways to deal with another 14
million tons of substandard grains that remain unsold. Director-General of the Department of
Foreign Trade Duangporn Rodphaya indicated that the third round of rice bidding for the year
2015 is being planned as instructed by the rice management committee. The new lot is comprised
of over 1 million tons of 12 different strains, coming from 101 silos of the Government
Warehouse Organization and 52 silos of the Marketing Organization for Farmers. It is intended
to compensate for the off-season supply which is on the decline.
For the bidding process, the Director-General said rules and conditions will remain the same as
in previous rounds and the floor value will be specified for bidders to use as reference when
making their decision. The grains will be available for preview and quality inspection during
June 8-12. Interested bidders will be able to submit applications on June 15 before qualified

candidates are announced and bids are accepted on the following day. Ms Duangporn also
revealed that there are currently another 16 million tons of rice left in stock. Of the amount,
about 2.6 million tons are of good quality and will be gradually auctioned off, whereas the other
portion of almost 14 million tons is considered substandard and not consumable. Discussions are
being held with related ministries and agencies on alternative means of handling the latter batch,
including supplying it to the industrial sector

scrutinising abuse of its Everything But
Arms treaty with Cambodia, underscoring
both the importance of the zero-tariff
agreement to the Kingdom‘s economy and
the potential for its misuse.Under the EBA,
least-developed countries (LDCs) such as
Cambodia export all goods – except for
weapons – duty-free to the European
market.
Thanks to the EBA and similar treaties, Cambodia enjoys ―one of the most important advantages
to neighbouring countries such as China, Thailand and Vietnam‖, said Hiroshi Suzuki, president
of the Business Research Institute of Cambodia.Jean-François Cautain, ambassador of the EU in
Cambodia, said in a statement that the EBA‘s purpose was to help Cambodia and other LDCs
better integrate into the global market – which comes at a cost to European tax collectors.―For a
total of €3 billion that Cambodia exported to the EU last year, member states lose a combined
amount of circa €250 million on imported duty tax,‖ he said.―The interest of the EU is to ensure
compliance with the regulations that frame EBA.‖In Cambodia‘s rice sector, fears that cheap rice
from neighbouring countries is being mixed with Cambodian rice exports to benefit
illegitimately from the EBA have recently led the Ministry of Commerce to take action.A May
11 letter from the ministry said ―surprise inspections‖ would be launched into rice millers to
investigate the issue, while certificates of origin would not be issued to violators.

David Van, senior adviser to the Cambodia Rice Federation, said the Ministry‘s move should
help stave off concerns by taking preventative measures before formal complaints are filed.―I
absolutely have no clue if it is going to be efficient or not, but at least what the ministry is
showing is that they are taking a proactive stance to demonstrate to the EU that they are not just
sitting and waiting.‖According to Van, there have been no recent proven cases of EBA abuses
when it came to rice exports.But that is not the case for another Cambodian industry.
Last month, the European Commission said it uncovered a scheme under which Chinese-sourced
bikes were being exported to Europe through Cambodia to circumvent an anti-dumping duty
imposed on China in 2013.In response, the Commission slapped 48.5 per cent import duties on
Cambodian bicycle imports, save for three companies it found to have been exporting
legitimately.The companies affected by the duties have to wait for one year before they can have
their exemption requests reviewed by the EU, according to the Commission.The investigation
also revealed that local authorities in Cambodia and other countries that were inspected ―do not
carry out cross checks between the Chinese export statistics and respective local import

The monsoon made a weak onset over Kerala on Friday with only one centre in Kasaragod
district recording a heavy rainfall of 8 cm during the 24 hours ending in the morning.The local
Met office said, however, that moderate rain of varying amounts was reported from most places
in Kerala and Lakshadweep.
High winds
But it did not issue any heavy rainfall warning for the state or Lakshadweep until June 9.A
warning valid for fishermen said winds speeding up to 55 km/hr are likely until Saturday
evening. For the first time in 10 years, the onset happened outside of the time band set four days
to the either side of the May 30 median.The outer limit of this band had lapsed on Wednesday
(June 3).
Shows up again
A persisting anti-cyclonic circulation in the Arabian Sea had been working at cross-purposes
with the timely arrival of the monsoon, according to experts.An array of western disturbances
passing just to the north over Pakistan and north-west India only helped sustain the circulation,
offering strong resistance to the monsoon flows.In fact, the circulation showed itself up
prominently on the day the monsoon onset was announced, parked just to the northwest of a
‗trough‘ over Lakshadweep. In the process, it has delayed the formation of a crucial low-pressure
area here by two more days, the Met said.The monsoon requires a ‗low‘ or a similar weather
system to push the rains along the coast and into interior peninsula.Even assuming that it
materialises, the ‗low‘ will not be allowed to gather significant strength.It will be allowed to
move north towards the Mumbai coast by June 12, as per Met forecasts.
Spell in East
It would strong monsoonal flows and heavy rain into coastal Karnataka, Konkan-Goa, Mumbai
and adjoining south Gujarat during this phase.According to the US Climate Prediction Centre,
the monsoon will bring heavy rainfall over the south peninsula until June 10. The north-eastern

States also will receive heavy rain during this phase.The following week is likely to see a spike
in rain over Mumbai and neighbourhood while the monsoon spreads out over east and north-east
India.The north-eastern States, including eastern parts of Gangetic West Bengal, will go under a
punishing spell during the week, the US forecasts said.But the west coast is seen quietening
down a bit with below normal rainfall until June 17. The Indian Institute of Tropical
Meteorology in Pune agrees with this outlook.

DA eyeing P500 million for El Niño-mitigation strategies

THE Department of Agriculture (DA) said on Friday that it is targeting to tap its P500-million
quick-response fund to bankroll its El Niño-mitigation strategies.Agriculture Secretary Proceso J.
Alcala said he will seek the Department of Budget and Management‘s (DBM) approval to tap the
quick-response fund.―The Commission on Audit [COA] is not allowing us to use the funds [for
other purpose],‖ Alcala said in an interview.The DA usually allocates P500 million as standby
fund which it taps to help farmers affected by natural calamities such as typhoons. Alcala said,
however, that in the COA‘s view, the current El Niño episode ―does not yet require the allocation
of government funds.
‖Alcala said he is going to meet with the DBM to request the use of the fund for their programs
to help farmers cope up with the drought.So far, the El Niño weather phenomenon has already
destroyed P2.1 billion worth of crops, according to data from the DA.―As of now there is no
shortage in our production. But we want to maintain this, so we need to provide solutions on how
we can minimize, if not stop, the effects of El Nino,‖ Alcala said.Among the strategies rolled out
by the DA include a campaign to inform farmers on how to properly conserve water. Alcala also
urged farmers to try other kinds of crops as rice is a water-loving crop.The DA-Philippine Rice
Research Institute is disseminating information on irrigation methods and technologies such as
the alternate wet and drying system, which guides farmers on when to irrigate their rice fields.

Vietnam to supply 150,000 MT of rice to PHL

VIETNAM is set to secure a deal to supply 150,000 metric tons (MT) of rice to the Philippines
as Manila races to beef up the buffer stock of the National Food Authority (NFA) for the lean
months which would start in July.In a tender held on June 5, Vietnam offered to supply 150,000
MT of 25-percent broken well-milled rice at $410.12 per MT. The price includes cargo handling
and freight costs. The entire volume will arrive on July 15.The volume is part of the 250,000 MT
which the NFA Council has authorized to purchase via a government-to-government (G-to-G)
deal to secure local rice supply. The El Niño weather phenomenon, which could dry up rice
farmlands in the country, threatens local rice output.
―The [Bids and Awards] committee will discuss how we would procure the remaining 100,000
MT of rice,‖ NFA Deputy Administrator Joseph Y. de la Cruz told reporters in an interview.De
la Cruz said the government wants the remaining 100,000 MT of rice to arrive in the
Philippines by August 15. The NFA has earlier invited Cambodia, Thailand and Vietnam to join
the bidding. The three countries have rice-supply agreements with the Philippines.Cambodia did

not submit any quote. Thailand and Vietnam both offered to supply rice at $419 per MT,
prompting the NFA to ask them to revise their quotations.
Only Vietnam provided a revised price offer at $410.12 per MT. For the entire 150,000 MT,
Vietnam‘s asking price was $61.58 million.The El Niño weather phenomenon has been tagged as
one of the major factors behind the contraction in the country‘s output in the first quarter of the
year.In January to March, rice production declined by 6.09 percent to 4.75 million MT (MMT),
from 5.06 MMT in the fourth quarter of 2014, according to data from the Philippine Statistics
Authority (PSA).The PSA also said the country‘s rice output could go down by 4.21 percent to
3.9 MMT in April to June this year, from 4.07 MMT recorded in the second quarter of 2014 due
to the dry spell.Early this year the Philippines imported 500,000 MT of rice through a G-to-G
deal with Thailand and Vietnam. This is in addition to the 163,000 MT of rice which Manila has
allowed to be purchased under the minimum access volume scheme of the World Trade
Organization.

House Agriculture Committee Looks at Global Subsidies

WASHINGTON, DC -- The House Committee on Agriculture held a
hearing this week to review and discuss the trade distorting impact of
farm subsidies in other countries and whether these subsidies may
result in violations of subsidy rules in the World Trade Organization
(WTO). Craig Thorn of DTB Associates, LLC and Dr. Darren
Hudson of Texas Tech provided testimony. Thorn noted that the run-
up in subsidies in the countries that his firm examined -- China, India,
Brazil, Turkey, and Thailand -- began about a decade ago and have
continued unabated.
Thorn said much of the data was collected from reports by overseas offices of the U.S.
Department of Agriculture's Foreign Agriculture Service because farm subsidies are rarely
reported to the WTO in a timely fashion, and because some countries use faulty methodology to
make reported subsidy levels appear smaller than actual outlays. The domestic support policies
of these advanced developing countries, which are both key competitors and customers of U.S.
agriculture, have a global impact. They have stimulated production, displaced imports, and, in
many cases increased exports. "The U.S., as the biggest agricultural exporter, suffers most from
these distortions," said Thorn."
This was a very timely and important hearing," said USA Rice COO Bob Cummings. "As the
importance of the farm bill safety net grows for U.S. producers, Congress should understand that
support for agriculture in key foreign countries continues strong. Both witnesses, and the

Japanese cuisine made it on to Unesco‘s list of ―intangible cultural heritage‖in 2013, but it hardly
needed that honour to be appreciated across the globe. Through the food of Japan, the west
discovered a new frontier of taste: light and healthy, respect for texture and flavour, refined

presentation. Little wonder, then, that today some of the most accomplished and multi-talented
chefs are Japanese.What tends to get overlooked in any discussion of Japanese cuisine, however,
are its two basic elements: rice and sake. For Japanese palates, each is essential to the success of
a meal. Sake has a strong reputation and even a certain prestige abroad. But rice? Isn‘t it just,
well, rice?
Not for the Japanese. The only rice people eat there is made in Japan, for two reasons. Foreign
producers are locked out of the market by prohibitive taxes – taxes that protect domestic
producers allied with the country‘s conservative base. And domestic rice has a specific taste; the
best, as far as the Japanese are concerned, is koshihikari rice, a shiny, short-grained variety. Once
only grown in the coastal Niigata prefecture of Honshu, it‘s now cultivated on other islands and
has even been copied by the Chinese.
If ―rice is the metaphor of Japanese identity, sake is its accomplishment‖
For centuries, rice has shaped the Japanese
landscape and symbolised nature‘s bounty and
farmers‘ hard work. In the eighth century, in the
Man‘yoshu poetry anthology, the plant was
lauded for its ―radiant ears‖. For years, eating
white rice was a privilege of the rich; the lower
classes mixed it with ―poor‖ grains like millet
and barley. To the Japanese, rice isn‘t just an
accompaniment to a meal; it‘s its central
element, so much so that, cooked, it is
synonymous with the meal itself. In
Japanese, gohan means both a bowl of rice and the entire meal.
Sake, for its part, is considered uniquely Japanese, just like the rice it‘s made from. But Japan‘s
signature beverage is a bit misunderstood abroad. In Japanese, sake is a generic term for all
alcoholic beverages. The rice wine we call sake actually has a different name in
Japan: nihonshu.These days, however, rice and sake, those two quintessential emblems of Japan,
have hit a rough patch on native soil. Under globalisation, homegrown tastes have to compete
either with standardised ones or ones that try to mimic the real thing. The agricultural lobby, too,
has seen its power dwindle, and international free-trade deals under negotiation could make
things worse. Rice and sake also fell victim tothe nuclear catastrophe of Fukushima in March
2011; the region was a big producer of both. And although the rice fields there have now been
largely decontaminated of radioactive fallout, producers of sake continue to suffer; the purity of
the water needed to make it has been compromised.
Slowly but surely, rice and sake are losing ground in Japan. Bread consumption has risen to
compete with rice, while beer and wine are outpacing sake. Only by concentrating on the
singularity of its terroir can sake – and by extension the best varieties of rice – salvage its future,
believes French geographer Nicolas Baumert, author of Sake: A Japanese Exception. Japan has a
plethora of cookbooks and wine guides that tend to be as elitist as the advertising that shapes the
trends that consumers follow, but today it‘s still old-fashioned word-of-mouth that makes or
breaks a product‘s reputation, especially among amateurs of sake.If ―rice is the metaphor of
Japanese identity, sake is its accomplishment‖ writes Baumert, an associate professor at Nagoya
University.

But while sake is without question ―the most accomplished‖ of all rice wines, the Japanese didn‘t
invent it, he points out; it exists elsewhere in Asia, notably in China and South Korea. Still, so
successfully has Japan appropriated the drink, it‘s now considered an authentic Japanese product.

Sake is anchored in the collective imagination of the Japanese. Traditionally associated with
festivities and rituals, it was a libation that offered a break from people‘s daily routine. A blend
of rice and water, sake was made through fermentation and so was a metaphor for life; it also had
a major religious role, especially in Shinto, Japan‘s indigenous faith. According to historian
Hidetoshi Miyachi, sake was long a drink of the aristocracy before military conscription during
the Meiji period (1868-1912) transformed it into a popular beverage nationwide. Western dining
habits, which allow wine to be drunk at table, changed consumption patterns yet again; sake
started to be served in Japan with meals.
Rice and sake have been at the heart of Japanese cooking and winemaking for centuries. And the
importance they held at feasts is no more evident than in The Merits of Sake and Rice Compared,
a scroll painted at the end of the 15th or start of the 16th century that was widely reproduced up
until the 19th. A copy made in the 17th century and preserved at the Bibliothèque Nationale de
France is the subject of a wonderful new book published by Éditions Diane de Selliers.Rich in
illustrations and intellectually rigorous in its commentary, the scroll is a parody of disputation, a
literary genre of medieval Japan that employed controversy to impart an edifying message.There
are three protagonists in the story: a nobleman who‘s an amateur of sake, a monk who craves
rice, and a warrior who favours moderation in all things. The three men debate the fundamental
question: ―Should one get drunk or stay sober?‖
The amusing discussion echoes the verbal wit of Rabelais, notes Claire-Akiko Brisset, a Japan
expert who supervised the translation of this ―poetic work on the art of cooking‖, as co-editors
Estelle Leggeri-Bauer and Véronique Béranger call it. Diving deep into the sources of Japanese
culinary art, the scroll has ―an exceptional documentary value‖, says their colleague, ethnologist
Jane Cobbi.It provides the keys to understand dining habits and cooking techniques that are still
with us today: the cutting up of fish and fowl, the preparation and presentation of meals, and
detailed descriptions of utensils such as mortars, wooden pestles and sieves. ―What this beautiful
document allows us to see is how a formal meal was arranged according to clearly defined
norms,‖ writes Cobbi.
It also signals ―the appearance of an ‗art of good living‘ that began with products chosen
according to season and place‖, she says. Whereas before the 15th century the culinary arts seem
to have been only a secondary theme in Japanese literature and iconography, the scroll marks
―the birth of gastronomie‖ in the archipelago.It also illustrates the pros and cons of drinking.
Japan was always a tolerant place for drunks. The tipsy wage-earner taking the last train home is
a recurring image in modern Japan. Even several centuries ago, drunkenness was not seen in a
bad light – on the contrary. ―Ghosts and light drinkers don‘t exist,‖ went the adage. ―A banquet
was considered a success when the guests started losing all control ... and even those who didn‘t
like to drink pretended they were drunk in order to please their host,‖ historian Isao Kumakura
writes in an afterword to the book.

In those days, there was little drinking during meals, Kumakura notes. But after the meal was
over, it was a veritable free-for-all of binge-drinking, buffoonery and bad behaviour.

Thai inventories would cut global supply just as an El Nino weather pattern threatens to parch
crops across Asia. The stockpiles of the Southeast Asian nation accounts for 37 percent of the
global rice trade.―
It will take a big burden out of global rice supply,‖ said Mamadou Ciss, who‘s traded the grain
since 1984 and is president of Alliance Commodities (Suisse) SA in Geneva. ―This will be
bullish to the rice market and we could see prices rising to $500 or more.‖ That would be the
highest since August 2013.The price of Thai 5-percent broken white rice has fallen 9.3 percent
this year to $379 a metric ton, the lowest since January 2008. State reserves in Thailand stand at
about 16 million tons, up from about 2 million tons before the previous government began
buying supplies directly from farmers in October 2011, government data show.The government
is considering whether to sell 13 million tons of poor quality rice to producers of animal feed or
ethanol, or whether to sort the grain into different grades before any sale, Duangporn Rodphaya,
director-general at Department of Foreign Trade, said Friday.
‗Quite Costly‘
―Grading the rice is quite costly, and selling to the industrial sector is a better way out,‖
Duangporn told reporters. A further 2.6 million tons will be sold gradually for human
consumption, she said.Separately, the government plans to sell 1.07 million tons of rice at an
auction on June 15. Since taking power in May last year, the military government has sold about
2 million tons of stockpiled rice.The El Nino weather pattern may reduce rain-fed rice
production in South and Southeast Asia, according to the Rome-based Food & Agriculture

The price includes cargo handling and freight costs. The entire volume will arrive on July 15.The volume is part of the 250,000 MT which the NFA Council has authorized to purchase via a government-to-government (G-to-G) deal to secure local rice supply. Craig Thorn of DTB Associates, LLC and Dr. Darren Hudson of Texas Tech provided testimony. Thorn noted that the run- up in subsidies in the countries that his firm examined -- China, India, Brazil, Turkey, and Thailand -- began about a decade ago and have continued unabated. Thorn said much of the data was collected from reports by overseas offices of the U.S. Department of Agriculture's Foreign Agriculture Service because farm subsidies are rarely reported to the WTO in a timely fashion, and because some countries use faulty methodology to make reported subsidy levels appear smaller than actual outlays. The domestic support policies of these advanced developing countries, which are both key competitors and customers of U.S. agriculture, have a global impact. They have stimulated production, displaced imports, and, in many cases increased exports. "The U.S., as the biggest agricultural exporter, suffers most from these distortions," said Thorn." Little wonder, then, that today some of the most accomplished and multi-talented chefs are Japanese.What tends to get overlooked in any discussion of Japanese cuisine, however, are its two basic elements: rice and sake. For Japanese palates, each is essential to the success of a meal. Sake has a strong reputation and even a certain prestige abroad. But rice? Isn‘t it just, well, rice? Not for the Japanese. The only rice people eat there is made in Japan, for two reasons. Foreign producers are locked out of the market by prohibitive taxes – taxes that protect domestic producers allied with the country‘s conservative base. And domestic rice has a specific taste; the best, as far as the Japanese are concerned, is koshihikari rice, a shiny, short-grained variety. Once only grown in the coastal Niigata prefecture of Honshu, it‘s now cultivated on other islands and has even been copied by the Chinese. If ―rice is the metaphor of Japanese identity, sake is its accomplishment‖ For centuries, rice has shaped the Japanese landscape and symbolised nature‘s bounty and farmers‘ hard work. In the eighth century, in the Man‘yoshu poetry anthology, the plant was lauded for its ―radiant ears‖. For years, eating white rice was a privilege of the rich; the lower classes mixed it with ―poor‖ grains like millet and barley. To the Japanese, rice isn‘t just an accompaniment to a meal; it‘s its central element, so much so that, cooked, it is synonymous with the meal itself. In Japanese, gohan means both a bowl of rice and the entire meal. Sake, for its part, is considered uniquely Japanese, just like the rice it‘s made from. But Japan‘s signature beverage is a bit misunderstood abroad. In Japanese, sake is a generic term for all alcoholic beverages. The rice wine we call sake actually has a different name in Japan: nihonshu.These days, however, rice and sake, those two quintessential emblems of Japan, have hit a rough patch on native soil. Under globalisation, homegrown tastes have to compete either with standardised ones or ones that try to mimic the real thing. The agricultural lobby, too, has seen its power dwindle, and international free-trade deals under negotiation could make things worse. Rice and sake also fell victim tothe nuclear catastrophe of Fukushima in March 2011; the region was a big producer of both. And although the rice fields there have now been largely decontaminated of radioactive fallout, producers of sake continue to suffer; the purity of the water needed to make it has been compromised. Slowly but surely, rice and sake are losing ground in Japan. Bread consumption has risen to compete with rice, while beer and wine are outpacing sake. Only by concentrating on the singularity of its terroir can sake – and by extension the best varieties of rice – salvage its future, believes French geographer Nicolas Baumert, author of Sake: A Japanese Exception. Japan has a plethora of cookbooks and wine guides that tend to be as elitist as the advertising that shapes the trends that consumers follow, but today it‘s still old-fashioned word-of-mouth that makes or breaks a product‘s reputation, especially among amateurs of sake.If ―rice is the metaphor of Japanese identity, sake is its accomplishment‖ writes Baumert, an associate professor at Nagoya University.

Still, so successfully has Japan appropriated the drink, it‘s now considered an authentic Japanese product. ―Other rice wines seem mere distant cousins,‖ the author notes. Traditionally associated with festivities and rituals, it was a libation that offered a break from people‘s daily routine. A blend of rice and water, sake was made through fermentation and so was a metaphor for life; it also had a major religious role, especially in Shinto, Japan‘s indigenous faith. According to historian Hidetoshi Miyachi, sake was long a drink of the aristocracy before military conscription during the Meiji period (1868-1912) transformed it into a popular beverage nationwide. Western dining habits, which allow wine to be drunk at table, changed consumption patterns yet again; sake started to be served in Japan with meals. Rice and sake have been at the heart of Japanese cooking and winemaking for centuries. And the importance they held at feasts is no more evident than in The Merits of Sake and Rice Compared, a scroll painted at the end of the 15th or start of the 16th century that was widely reproduced up until the 19th. A copy made in the 17th century and preserved at the Bibliothèque Nationale de France is the subject of a wonderful new book published by Éditions Diane de Selliers.Rich in illustrations and intellectually rigorous in its commentary, the scroll is a parody of disputation, a literary genre of medieval Japan that employed controversy to impart an edifying message.There are three protagonists in the story: a nobleman who‘s an amateur of sake, a monk who craves rice, and a warrior who favours moderation in all things. The three men debate the fundamental question: ―Should one get drunk or stay sober?‖ The amusing discussion echoes the verbal wit of Rabelais, notes Claire-Akiko Brisset, a Japan expert who supervised the translation of this ―poetic work on the art of cooking‖, as co-editors Estelle Leggeri-Bauer and Véronique Béranger call it. Diving deep into the sources of Japanese culinary art, the scroll has ―an exceptional documentary value‖, says their colleague, ethnologist Jane Cobbi.It provides the keys to understand dining habits and cooking techniques that are still with us today: the cutting up of fish and fowl, the preparation and presentation of meals, and detailed descriptions of utensils such as mortars, wooden pestles and sieves. ―What this beautiful document allows us to see is how a formal meal was arranged according to clearly defined norms,‖ writes Cobbi. It also signals ―the appearance of an ‗art of good living‘ that began with products chosen according to season and place‖, she says. Whereas before the 15th century the culinary arts seem to have been only a secondary theme in Japanese literature and iconography, the scroll marks ―the birth of gastronomie‖ in the archipelago.It also illustrates the pros and cons of drinking. Japan was always a tolerant place for drunks. The tipsy wage-earner taking the last train home is a recurring image in modern Japan. Even several centuries ago, drunkenness was not seen in a bad light – on the contrary. ―Ghosts and light drinkers don‘t exist,‖ went the adage. ―A banquet was considered a success when the guests started losing all control ... and even those who didn‘t like to drink pretended they were drunk in order to please their host,‖ historian Isao Kumakura writes in an afterword to the book.
