The Workshop on 10-11 Oct 2012 in
         Addis Ababa, Ethiopia
•   The overall aim was to develop a shared vision on how
    DRR & CCA should be (better) integrated into urban settings in Africa –
    and how urban planning could contribute (more) to DRR & CCA.
•   In 4 group sessions (good practices, gaps & barriers, capacity development
    offers, recommendations), the workshop focused on assessments,
    measures, knowledge and capacity development/training
•   27 Participants from UN bodies, Government, NGOs, Universities, the EU, and
    CATALYST project partners

Impressions, assumptions, patterns,
      questions, issues, hypotheses …
•   Over the last decades trend from relief-oriented humanitarian aid, technical assistance &
    structural measures (from the “North” to the “South”) towards longer-term engagement to reduce
    also underlying risk factors (institution building, internal capacity development) and employ
    participatory non-structural measures (preparedness measures, assessments, urban planning)

•   International and national institutional setups (laws, actors, networks) seem to be on a good
    way, but these efforts do not always trickle down to the local level – enforcement, financing,
    implementation, monitoring, evaluation and sustainability on the ground are often still
    weak.

•   As Africa’s urban population is quickly increasing, risks (esp. hazards that historically manifested
    themselves in rural areas) are transferred, transformed and “urbanised” in cities and outpace
    urban planning and urban DRR/CCA.

•   There is limited evidence across East & West Africa that CCA is truly mainstreamed into DRR,
    and that both CCA and DRR are truly mainstreamed into urban planning

•   A plethora of actors, good approaches, innovative projects, etc. exists but they are unevenly
    distributed across the continent, often of temporary nature and with unclear procedures who
    defines the needs (do the “vulnerable” ask for assistance and apply for funding, or do the donors,
    agenda setters or implementers determine where to intervene?).

Challenges for the Best Practice Paper

Criteria for good practices
                                                            pp. 24 – 25
•   Embedded in a country-wide and continentally mainstreamed legal & institutional DRR/CCA
    framework with national/local governments on board or leading it;
•   Compliance with a sustainable development framework;
•   Definition of standards that influence the practices of other actors;
•   Using or referring to clear definitions of key terms (e.g. risk, vulnerability, DRR, etc.)
•   Acknowledgement and application of (public) participation at various levels and stages in the
    decision-making and implementation process (in order to incorporate local knowledge and
    representative views of all population groups, etc.);
•   Where donors not only want to see value for money, but where they engage as facilitators and
    on a long-term basis and take over those activities (such as procurement or recruitment) that
    beneficiaries are not capable of at the moment;
•   Focus not only on short-term post disaster relief but also on long-term prevention;
•   Sharing results and methods and ensuring activities are sustained and rooted in the respective
    target community (formal and informal spokesmen on board).
•   Ownership by local/African authors;
•   Benefitting from secondments that allow for renewal and exchange from “inside”.
•   Acknowledgement of a difference between the rural and urban context and ability to transfer
    approaches from rural to urban areas (from different geographical areas in general);
•   Addressing both the source and the receptor area of a hazard

The Workshop on 10-11 Oct 2012 in Addis Ababa, Ethiopia • The overall aim was to develop a shared vision on how DRR & CCA should be (better) integrated into urban settings in Africa – and how urban planning could contribute (more) to DRR & CCA. • In 4 group sessions (good practices, gaps & barriers, capacity development offers, recommendations), the workshop focused on assessments, measures, knowledge and capacity development/training • 27 Participants from UN bodies, Government, NGOs, Universities, the EU, and CATALYST project partners • Good practices: pp. 12 – 26 of the report • Gaps and barriers: pp. 26 – 29 • Recommendations: pp. 29 – 31

Impressions, assumptions, patterns, questions, issues, hypotheses … • Over the last decades trend from relief-oriented humanitarian aid, technical assistance & structural measures (from the “North” to the “South”) towards longer-term engagement to reduce also underlying risk factors (institution building, internal capacity development) and employ participatory non-structural measures (preparedness measures, assessments, urban planning) • International and national institutional setups (laws, actors, networks) seem to be on a good way, but these efforts do not always trickle down to the local level – enforcement, financing, implementation, monitoring, evaluation and sustainability on the ground are often still weak. • As Africa’s urban population is quickly increasing, risks (esp. hazards that historically manifested themselves in rural areas) are transferred, transformed and “urbanised” in cities and outpace urban planning and urban DRR/CCA. • There is limited evidence across East & West Africa that CCA is truly mainstreamed into DRR, and that both CCA and DRR are truly mainstreamed into urban planning • A plethora of actors, good approaches, innovative projects, etc. exists but they are unevenly distributed across the continent, often of temporary nature and with unclear procedures who defines the needs (do the “vulnerable” ask for assistance and apply for funding, or do the donors, agenda setters or implementers determine where to intervene?).

Challenges for the Best Practice Paper • What is a good / transformational practice? categories of practices on which level criteria for good practices • What is the best way to present them and make them accessible, usable/adaptable? e.g. on the CATALYST website, other websites other channels / networks
  • 13. Criteria for good practices pp. 24 – 25 • Embedded in a country-wide and continentally mainstreamed legal & institutional DRR/CCA framework with national/local governments on board or leading it; • Compliance with a sustainable development framework; • Definition of standards that influence the practices of other actors; • Using or referring to clear definitions of key terms (e.g. risk, vulnerability, DRR, etc.) • Acknowledgement and application of (public) participation at various levels and stages in the decision-making and implementation process (in order to incorporate local knowledge and representative views of all population groups, etc.); • Where donors not only want to see value for money, but where they engage as facilitators and on a long-term basis and take over those activities (such as procurement or recruitment) that beneficiaries are not capable of at the moment; • Focus not only on short-term post disaster relief but also on long-term prevention; • Sharing results and methods and ensuring activities are sustained and rooted in the respective target community (formal and informal spokesmen on board). • Ownership by local/African authors; • Benefitting from secondments that allow for renewal and exchange from “inside”. • Acknowledgement of a difference between the rural and urban context and ability to transfer approaches from rural to urban areas (from different geographical areas in general); • Addressing both the source and the receptor area of a hazard

RELEVANCE Building the capacity of stakeholders, particularly those most vulnerable to climate change, to participate in DRM (pag 9); WHAT? Considering ecosystems in the rebuilding process as a “no regrets” solution, (pag 10) WHO, HOW? Tailoring capacity development to specific governance contexts: WHO? Exchanging of experiences and knowledge-sharing is essential and should be enhanced in the region: WHO, HOW? Empower the local and the regional water government bodies with a participatory methodology and a decision support system WHO?
