• BSC (Bordereau de Suivi de Cargaisonis) is a mandatory loading document for
all shipments to Madagascar. It is also known as CTN and BESC.
• Failing to present the BSC document will lead to severe consequences and a
hefty fine.
3. REQUIREMENTS

Bill of lading •Draft Bill of Lading is acceptable
•Copy of HBL will be asked where applicable

Invoice
•The Invoice copy, the one which was addressed to the Consignee
•Incoterm, payment method, HS code, origin, unite price and type, number & dimensions of each
package have to be mentioned
Freight Invoice •Only if the freight value is not mentioned in the Commercial Invoice
Export Customs
Declaration
•The declared values must correspond with the values on the Commercial Invoice unless Crosstrade
shipment
Packing List •The cargo details have to be consistent with all other supporting documents.

• What is Bill of Lading?
• Bill of lading (BL) is a legal document between the shipper of freight and the
carrier. BL contains details such as type, quantity, destination, terms and the
timeline of the shipment being carried.
• A BL also serves as a receipt of goods on board, evidence of contact of carriage
and document of title to the goods.
• The BL is issued by the carrier when the goods are loaded onto a vessel for
international transit.
6. • Do I need the hard-copy of the certificate?
• No. The hard-copy of the certificate is mandatory just for Angola.
• Can GetCTN create an ID for Madagascar BSC?
• Yes, we will need the Tax Registration certificate of your company to create BSC
Madagascar ID.
• Can I make amendments to a validated Madagascar waiver
document?
• No, Unfortunately, once validated, the BSC certificate to Madagascar cannot be
revised in any way. You will need to explain the reason for the change at the
destination customs.

7. • Madagascar BSC Regulations
• Failing to submit the BSC certificate, cargo cannot be cleared and will be sent
back to origin.
• All containers, vehicles, bulk commodities, including air-freight must get BSC.
• Customs Declaration amendments at the destinations port are subject to a fine
of 2500 USD per Bill of lading, plus regulations charge. This amount will be
debited to the agency that requests the correction.
• Exporter or the forwarder agents have to submit BSC certificate 5 days before
the vessel arrives to Madagascar Customs .territory
