The electricity sector in Argentina constitutes the third largest power market in Latin America. It relies mostly on thermal generation (54% of installed capacity) and hydropower generation (41%). The country still has a large untapped hydroelectric potential. The prevailing natural gas-fired thermal generation is at risk due to the uncertainty about future gas supply. Faced with rising electricity demand (over 6% annually) and declining reserve margins, the government of Argentina is in the process of commissioning large projects, both in the generation and transmission sectors. To keep up with rising demand, it is estimated that about 1,000 MW of new generation capacity are needed each year. An important number of these projects are being financed by the government through trust funds, while independent private initiative is still limited as it has not fully recovered yet from the effects of the Argentine economic crisis. The electricity sector was unbundled in generation, transmission and distribution by the reforms carried out in the early 1990s. Generation occurs in a competitive and mostly liberalized market in which 75% of the generation capacity is owned by private utilities. In contrast, the transmission and distribution sectors are highly regulated and much less competitive than generation. Private and state-owned companies carry out generation in a competitive, mostly liberalized electricity market, with 75% of total installed capacity in private hands. The share in public hands corresponds to nuclear generation and to the two bi-national hydropower plants: Yacyretá (Argentina-Paraguay) and Salto Grande (Argentina-Uruguay). The generation sector is highly fragmented with more than ten large companies, all of them providing less than 15% of the system's total capacity. Power generators sell their electricity in the wholesale market operated by the CAMMESA. CAMMESA S.A., a wholesale electricity market administrator offers operation and dispatch of generation; price calculation in the spot market; and the administration of the commercial transactions in the electricity market. The company also purchases and sells electric power from abroad and to other countries. CAMMESA S.A. offers consulting services. The company was founded in 1992 and is based in Buenos Aires, Argentina. n 2005, Argentina imported 6.38 TW·h of electricity while it exported 3.49 TW·h. Net energy imports thus were about 3% of consumption. Argentina also imports electricity from Paraguay, produced by the jointly built Yaciretá Dam. On 18 September 2006 Paraguay agreed to settling its debt of $11,000,000,000 owed to Argentina for the construction of Yaciretá by paying in electricity, at the rate of 8,000 GWh per year for 40 years. Total electricity coverage in Argentina was as high as 95% in 2003. However, about 30% of the rural population lacks access to electricity.

In competitive environment, the price is determined by stochastic supply and demand functions. The price can change at any time.As a consequence of increased volatility, a market participant could make trading contracts with other parties to hedge possible risks and get better returns. Open access is the key to a free and fair electricity market. Power producers (sellers) and dealers/customers (buyers) have to share a common transmission network for wheeling the power from the point of generation to the point of consumption. Thus, interconnected transmission system is considered to be a natural monopoly so as to avoid the duplicity, the problem of right-of-the-way, huge investment for new infrastructure and to take the advantage of the interconnected network viz. reduced installed capacity,increased system reliability and improved system performance. 4.2. POWER TRADING According to the Electricity Act 2003, “Power trading is an activity in which the utility having surplus power transfers electricity to the utility having deficit of power, at some price (mostly Rs/Kwh)” According to Section 2(Definitions), Sub-section 71 of the Act, „Trading‟ means purchase of electricity for resale thereof. According to Section 2(Definitions), Sub-section 47 of the Act, „Open access‟ means the non-discriminatory provision for the use of transmission lines or distribution system or associated facilities with such lines or system by any licensee or consumer or a person engaged in generation in accordance with the regulations specified by the appropriate commission.

Sorting In Bangladesh, sorting is practiced for most of the fruits and vegetables to remove damaged, diseased and insect infested produce on the basis of visual observation. However, in the advanced countries different types of sorters are used. The commonlyused sorting equipments are belt conveyor, push-bar conveyor and roller conveyor (Kitinoja and Kader 2003). 9.2 Washing Washing is a standard postharvest handling operation for many fruits and vegetables to remove adherences, dirt, latex and external pathogenic structures. Unfortunately, in Bangladesh fruits and vegetables are hardly washed before entering into the marketing channel, and this contributes to poor quality and considerable losses of the produce. Chlorination of wash water is very important in postharvest handling. Chlorine can reduce the spread of contamination form one item to another during the washing stage. The pH of the wash water should be maintained at 6.5 to 7.5 for best results. Typically 1 to 2 mL of chlorine bleach per liter of clean water provides 100 to 150 ppm total Cl (Kitinoja and Kader 2003). 9.3 Grading Grading is one of the important postharvest operations. In Bangladesh, grading is practiced in limited scale based on size, especially for mango, banana, pineapple, papaya and jackfruit. Otherwise, no grading standard is found available for most of the fruits and vegetables. In case of banana, the ‘Bepari’ prefers to purchase well-shaped and welldeveloped bananas. They usually purchase bananas on the basis of flatness of angularity of the fingers. They grade bananas based on bunch size into large, medium and small. Brinjal and cucumber are not properly graded by the growers. Regarding the grading of okra, the ‘Bepari’ prefers to purchase well-shaped okra pods. They rely on the visual/external quality parameters of okra pods like tenderness (by tip pinching), color, size and shape of the pods. However, tenderness is found to be the common means of judging the quality of the okra pods prior to taking decision on whether the produce to be purchased or not. There are no scientific methods of grading or grade standards of fruits and vegetables in Bangladesh. In this regard, the introduction of UREPGAP (common standards for agricultural farm management practices in the European countries) in the 1990s in Europe would be worth mentioning. Therefore, emphasis must be given to develop GAP (Good Agricultural Practices) for the horticultural produce in Bangladesh not only for export but also for domestic market development in order to ensure quality and safety in the horticultural supply chain. Sizing rings are used based on the size and shape of commodity to manually grade horticultural produce (FAO 1989). Automatic grading of fruits is also a common practice in the developed countries.
