1. Dr. Legand L. Burge, Jr. was appointed Assistant Provost for Institutional Effectiveness on June 1, 2015 to serve
Alabama State University with focus in several areas. The Alabama State University Office of Institutional
Effectiveness operates within the Office of the Provost, Vice President for Academic Affairs; and, its function is
to provide vision and leadership for evidence-based decision making at Alabama State University (ASU). The
fundamental components are continuous improvement of programs and services through systematic
assessment of established outcomes/objectives; accurate and timely analysis of institutional data for decision-
making purposes; budgetary planning, program analyses, projections for future trends and coordination of the
University’s accreditation processes.
Burge’s focus includes the following:
1) Cyber Security: Alabama State University has the opportunity to be a global player under the umbrella in
training a cyber security workforce through the government’s announcement of a cyber college in
Montgomery Alabama. Cyber Security has the following tenets:
a. Protecting the country's critical infrastructure — our mostimportant information systems —from cyber
threats.
b. Improving our ability to identify and report cyber incidents so that we can respond in a timely manner.
c. Engaging with international partners to promote internet freedom and build support for an open,
interoperable, secure, and reliable cyberspace.
d. Securing federal networks by setting clear security targets and holding agencies accountable for
meeting those targets.
e. Shaping a cyber-savvy workforce and moving beyond passwords in partnership with the private
sector.
f. The Cyberspace touches nearly every part of our daily lives. It's the broadband networks beneath us
and the wireless signals around us, the local networks in our schools and hospitals and businesses,
and the massive grids that power our nation. It's the classified military and intelligence networks that
keep us safe, and the World Wide Web that has made us more interconnected than at any time in
human history. ASU envisions being a leading participant in enhancing the workforce talent that will
be securing the Nation’s cyberspace to ensure that we can continue to grow the nation’s economy
and protect our way of life.
2) SACSCOC: this includes the 5th
Year Interim Report; Faculty Credentialing; the Quality Enhancement
Program (QEP); and, related SACSCOC Support for ASU;
a. ASU is part of the 2018 Cohort of institutions submitting its 5th
Year Interim Report
b. This thrust includes an update of the QEP progress;
c. The reporting on the programs that have been updated or added to the curriculum for our
constituents, particularly the ASU substantive changes for engineering and social work; and,
d. Additional areas include other assignments that occur related to ongoing SACSCOC discussion.
3) Office of Research and Sponsored Programs: this is to enhance research and sponsored activities.
a. This thrust includes securing opportunities for additional external funding, including a robust
development of grants, specifically contracts, for ASU to provide services, processes and talent
to industry and government;
b. The focus is bring ASU as a stronger participant with partnership in Fortune 500 corporations;
c. Seek funding for faculty development for expanding research interest; and,
d. Enhancing the STEM agenda for ASU.
4) The Alabama State University Center of Excellence in Technology and Innovation (ACT I): ACT I is to
drive establishing the College of Engineering for ASU, and includes the following:
a. ACT I leverages the investment of Hyundai Motor America by bringing more corporations and
government to participate in our industry council;
b. ACT I enhances the STEM curriculum at ASU;
c. ACT I engages the Community in STEM awareness;
d. ACT I provides student and faculty talent for corporations and government;
e. ACT I brings a robust investment for ASU resource development.
