The document describes the layout and security features of the Sanctuary Center complex. It is a 15-story commercial building with underground parking for employees. The commercial building houses various businesses and services on each level, including medical/dental clinics, a treatment center, gym, and art center. created this project
before knowing that
there actually already
exists, an art
studio/gallery named
“Sanctuary Art Center”
here in Seattle. I hoped
to get their permission
to use the name while
integrating their
program into the
project (indicated on
level 10).

Sanctuary Center is very
geared for safety and
security. There is a 10-12 foot
perimeter fence surrounding
the entire complex. Each
perimeter side has a security
office and an installed airport
security style metal detector
system and armed security.
All weapons are confiscated.
With the exception of the
employee parking garage
(which requires a key card
and also has a security
station), there is no way to get
into the facility without going
through security.

In the commercial part of the complex,
depending upon the business at hand,
each floor has its own security
measures from the list as follows:
•Security offices
•Cameras
•Controlled entry points
•Physical presence armed security
•Elevator security codes
The resident buildings and rooms
require entry via the resident room
key/debit card. If someone loses their
card, they have to go through security
for a temporary replacement card in
order to enter the building and room.

Knowing residents have usually
experienced a hard or even violent
life, Sanctuary Center is very
concerned with resident’s physical
safety and security. It is also very
important they feel safe and secure.
Sanctuary wants residents to feel at
home yet protect themselves and
personal property from any potential
problems, as much as possible. That
said, the following personal security
measures have been taken:
•Each bedroom has a separate
locked walk-in closet with dresser for
each resident.

•All bathrooms have 2 private
commode stalls
•All bathrooms have 2 private
dressing rooms with showers
•All bathrooms have a cabinet
that has a lock on each shelf.
•All beds are self-contained
units or “cubbies” with
electrical outlets and a built in
light, fan & alarm. Each
cubby/bed has a pull down
door and can lock from the
inside while the resident
sleeps.
•Lastly, each resident is
assigned a locked kitchen
cabinet.

contain large
screen, wall TV’s.
They are bolted
down. In the event
the 4 roommates
are viewing TV
together but don’t
wish to watch the
same thing, the
TV’s have the
capability of
splitting into 4
separate 20 inch
screens. Each
split screen requires the use of a corresponding set of
headphones for audio. The headphones are not necessary
once the viewing has been restored to a single large screen.

commercial building,
across the street from
the Sanctuary Center,
outside of the
perimeter fence, is a
security-based parking
garage for residents
and low-income
housing renters. Key
card ID’s are required
for access.

The resident
buildings all have
cameras in the hallways
and
laundry rooms. The
furnishings within
each of
the apartments
are bolted down and have
an electronic alarm system
signaling security
should
someone try to remove it
from the
room/building/property.
20. Sanctuary’s economic
system is strictly a debit
and credit card system.
Any cash or checks on
premises must go through
the bank located on the 2nd
floor in the commercial
area. The cash or check is
deposited to the resident’s
debit card. Said debit card
also serves as the
apartment key. Any type of
door entry and financial
transaction is recorded on
this card.

21. The credit option of the
card is available for
functioning individuals with
jobs that pay a percentage
for their housing every
day/week/month. This
allows them a safety net to
maintain resident status
and pay when they are able.
Payments to the credit card
portion of the card are also
made at the bank or
electronically. If for some
reason an individual cannot
pay back credit borrowed,
they can submit a grant
application.

payment anywhere
in Sanctuary
Center.
This includes all
vending centers,
laundry machines,
stores, doctors,
dentists, opticians,
business office,
restaurants, etc. If
a resident has
steady employment
or income, an
automatic deposit
option is available.

Credit is also
available to non-
earning, grant
supported
residents but with
different rules.
If a resident works
for room and board,
the business office
deposit’s the
financial equivalent
directly to the card
on the set pay date.

alcohol and drugs is this.
Though residents are free to
drink outside the Center, any
outside drugs and alcohol are
considered contraband and
are not allowed to be brought
in from the outside. They will
be confiscated at the security
points. If a resident is a drug
addict, the on-site medical
personnel must oversee their
habits and write prescriptions
for their pharmaceutical
needs. This also holds true for
alcohol addiction, however,
they present the prescription
at an on-site store.

Individuals that are not alcoholic are
free to buy alcohol in the on-site store
without prescription but cannot supply
to any addicted residents.
Individuals with pattern behavior of
extreme intoxication must go through a
detoxification process, as many times as
necessary, until determined chronic.
Sanctuary Center offers two options:
1. Unconscious detoxification
where doctors put them under for
the necessary period;
2. Conscious participation in
detoxification process.

Sanctuary Center’s variety of
professional medical, psychiatric,
holistic staff and life coaches.

and intake process.

evaluation and physical
is required by an on-site
physician, the resident
is free to see a doctor of
their own choosing
outside Sanctuary
Center at any time.
