Retired; San Diego, California 2014-Present
Upon getting the Portman projects to a successful juncture of phases, I retired from my professional life to
pursue personal objectives. I now sit as a Chairman of the Historic Preservation Commission to the City of La
Mesa, California, President of the Board of the La Mesa Historical Society and pro-bono teaching and
mentoring 5th
year architecture at a local university.
Portman Holdings; Atlanta, GA 2013-2014
Portman Holdings, LLC is a global company creating returns for investors with premier real estate around the
world. Since 1963, as a vertically-integrated developer, creating over 50 million square feet of buildings and $6
billion of investment, the company has been the developer for a wide range of projects in major cities the world
over, often catalyzing economic development and creating urban landmarks.
Vice President, Development, San Diego
Overall local responsibility for the programming, design, approvals and development of multiple Portman
Holdings projects in San Diego. Those projects included the long term, billion dollar mixed-use Makers Quarter
project encompassing hotel, retail, office, residential and community space. This large-scale, 5 square block
project in downtown San Diego’s Upper East Village consists of 3 million square feet of high density
development. Spearheaded creative managerial direction to the investment partnership that led to the
revitalization of the stalled development effort for the “Makers Quarter” project. Also, oversaw the 400 key,
Lane Field Hotel project on San Diego bay taking that project through all regulatory approvals with various
public agencies, design, and contractor negotiations up to the start of construction.
Personal Sabbatical; San Diego, California 2011-2013
Utilized this period to recharge, reorganize and refocus my personal life following evacuation from Libya’s
revolution. Lifestyle changes have included living on my 47 foot sailboat, taking classes of personal interest,
reading for personal enjoyment, pro-bono community service involving teaching urban economics at a local
college and enjoying time with my family.
AECOM, North Africa; Tripoli, Libya 2010-Evacuated 2011
A global consulting firm headquartered in Los Angeles, employing over 50,000 in 100 countries and focused on
infrastructure and facilities development and construction. The AECOM Libya Division was focused on delivery
of new townships throughout Libya for the governmental Housing and Infrastructure Board.
Senior Regional Program Manager, Central Region (Misrata)
Senior AECOM management role, responsible for orchestrating and integrating the myriad of program
segments for strategic project delivery from concept to completion in developing five (5) new townships
totaling over 20,000 dwelling units, associated public facilities and required infrastructure, with a combined
cost in excess of $3.5 billion and 3 million square meters of built space. Responsible for managing and
providing direction and guidance to a professional team of project managers, construction managers, technical
and administrative staff. Directed the formulation, establishment and implementation of the necessary
technical standards, systems, processes, policies and procedures to meet the needs and requirements of the
projects. Served as the primary point of contact with the client, client consultants and contractors on all
managerial, planning, technical issues and problem resolutions. Coordinated master infrastructure budgets, as
well as engineering and development endeavors in order to meet completion requirements of new townships.
Reported to and advised the client, the Housing Investment Board (HIB) for the government of Libya, on the

progress and performance of the work and opportunities and risks to project success and provided alternative
move-forward plans based upon those assessments.
During the armed Libyan revolution of 2011, was the senior manager on-site of AECOM’s Central Regional
office located in the battle central location of Misrata. Responsible for organizing a safe shelter compound to
protect staff while waiting for opportunity to evacuate to Tripoli. Solely accountable for safely organizing and
transporting the 11 on-site personnel through a harrowing 5-hour drive from Misrata to Tripoli through the
battle lines of the fighting factions. Once in Tripoli, in charge of leading small teams to forage for food and
supplies through the street-to-street battle lines for the 147 expat survivors that were “hunkered down” for a
week in Tripoli until the rescue evacuation could be conducted. One of only three medically trained individuals
and established an emergency triage center and personally treated numerous wounded and injured personnel.
Bayti Real Estate Investment Company; Ramallah, Palestine 2008-2010
A Joint Venture, Palestine-based commercial real estate firm owned by Qatari Diar and Massar International,
both major international developers of residential communities, commercial properties and other land-use
infrastructure projects in the Middle East and beyond.
Director - Development, Engineering and Construction
Directed the establishment and implementation of the Rawabi master-planned new city with a population of
40,000 people and on a site of 6,300 dunam (1,556 acres). Led a team of international and local consultants
and an in-house professional staff being singularly accountable for all planning, design, engineering and
construction operations for Rawabi. This first ever master-planned new city in Palestine is envisioned to
establish new standards of living and a center of wage sector jobs for the future generations of Palestinians on
a greenfield site 9 km outside of Ramallah, Palestine.
Pioneered new construction methods which reduced traditional, local construction time by 30% and cost by
over 11% for 240 mid-rise residential buildings of the Rawabi project. Implemented a reclaimed water system,
a central geothermal heating and cooling system and solid waste management as key elements of this planned
new city project’s sustainability program. Established standards for infrastructure demand and development
coordination to meet population demand through phased project turnover.
The Garrett Group; Temecula, California 2007-2008
A fully-integrated land and real estate investment management company focusing on the development and
construction of office, commercial, mixed-use and community projects throughout the Western United States.
Vice President - Development and Construction
Oversight and execution of all commercial project development, from pre-planning and entitlements through
construction and occupancy. Accountable for leading the development team of division directors, project
managers, construction managers and design and legal consultants in the site planning, design, engineering,
governmental entitlements, financial structuring, LEED certifications and construction of income producing
properties held in company’s portfolio. Coordinated engineering efforts with municipal officials for
implementation of required off-site infrastructure improvements of road, sewer, water and electric to meet
requirements of all projects.
Projects included a 1.7 million square foot mixed-use, $500 million, Nordstrom anchored, regional retail
shopping and office park center in Murrieta, CA, and a 1.2 million square foot retail shopping center in Hemet,
CA along with other numerous mid-scale retail, office and industrial projects totaling another 750,000 square
feet. On both major retail shopping center projects, successfully redirected project planning to achieve
combined cost reductions of over $80 million while increasing project values by over $45 million.

Plaza Lindo Paseo, LLC; San Diego, California 2004-2008
A real estate development and investment company creating high-density, urban in-fill projects focused on the
campus re-development area of San Diego State University.
Owner-Developer
Created a business opportunity for a 47 unit apartment/mixed-use project in the redevelopment zone adjacent
to San Diego State University. Conceived project, initiated negotiations with existing landowners, formulated
preliminary financial pro-formas based on zoning limits and market demands, organized financial backing and
partnered with multiple entities. Managed municipal planning and approvals with numerous governmental
agencies, established consultant contracts, managed architectural, engineering and LEED certification efforts,
and conducted pre-construction planning and permitting through entitlements and building permits.
Cornerstone Project Management; San Diego, California 2004-2007
Locally- based real estate development and project management consulting firm with core focus on the
development and construction of office, education, healthcare, commercial, mixed-use and urban in-fill multi-
family projects.
Senior Manager - Development and Construction
Program Manager responsible for forward planning and oversight of the American Indian-owned, Pechanga
Development Corporation’s overall $1 billion development program for the expansion of the hotel, casino and
resort operations and all related infrastructure. Leader of all projects, including an 18-hole Arthur Hill
championship golf course and clubhouse; a new 1,000 key, 4 diamond LEED certified hotel and spa expansion;
casino operations expansion for 3,000 new slot machines and table games; and all associated site and building
infrastructures, including a 4 megawatt gas fired co-generation facility, underground utilities and a waste
water treatment plant. Implemented a rapid response infrastructure program and plan incorporating all
backbone infrastructure throughout the 500 hectare site, allowing immediate construction of the golf course
with a previously undefined, unplanned and un-engineered wet infrastructure system affecting the entire 500
hectare facility’s development.
Kuwait Engineering Organization, International; Doha, Qatar 2002-2004
Regional engineering and project delivery firm with over 400 employees.
Program Director - Education City
Engaged as Program Director at a time when the critical, Cornell Medical College project was 4 months behind
schedule and 11 months remaining to the internationally announce opening date. Spearheaded a
reorganization of this project’s management leading to the recapture of the original project completion and
internationally celebrated opening. Also, led the overall program management for the $2.25 billion, 400,000
square meter, 750 hectare Education City project in Doha, Qatar. Responsible for heading the 70-person core
management team of project managers, design managers, construction managers and support staff. This
internationally significant system of universities created by the Qatar Foundation, consisting of globally
recognized institutions of higher education, includes campuses for Weill Cornell Medical College, Texas A&M
University, Carnegie Mellon University, Virginia Commonwealth University, Georgetown University,
Northwestern University, The Rand Institute and infrastructure support facilities on the campus at Doha,
Qatar.
Responsible for overall performance of the entire consultant team, including internationally renowned
architects; progress of the entire design and construction development activities, including procurement and
statutory approvals, establishment of budgets and schedules, completion of tendering formalities, and liaison

with the client for all design and technical issues throughout the design and construction phases of the overall
development program and individual projects.
• Direct liaison and coordination with the Qatar Foundation, other governmental organizations and
numerous international signature and executive architects, planners and construction companies.
• With 11 months remaining prior to an internationally announced opening for the Weill Cornell Medical
College, took over project leadership when delivery was 4 months behind schedule. Organized and
implemented a project recovery program that allowed Royal ceremonies to open the facilities on the
originally scheduled date.
• Originated the development of the Qatar Science and Technology Park as the research implementation
segment of this unique university campus.
• Originated the development of the Qatar Foundation’s 600 dwelling unit, residential township serving
the Education City’s academic staff.
AECOM & DMJM, Middle East; Abu Dhabi, UAE 2000-2002
Global consulting firm headquartered in Los Angeles, employing over 50,000 in 100 countries, focused on
infrastructure and facilities development and construction. DMJM was an AECOM subsidiary focused on
construction of high-rise buildings, and institutional and research facilities worldwide.
Director, AECOM Middle East
General Manager, DMJM International, Middle East
Headed project oversight, design engineering, and construction management for the Middle East regional
facilities division, with responsibility for multiple client construction budgets in excess of $2.5 billion. Dual
reporting relationship to the President of DMJM International and President of AECOM. Established and
reviewed strategic project delivery plans and corporate business plans, identified scenarios and formulated
alternative solutions based on inputs of Strengths, Weaknesses, Opportunities, and Threats to realign plans
within established requirements.
Specific projects included:
• Dubai Royal Airwing – Terminal and air hangar facilities for Dubai’s ruling family.
• Twin 29 story corporate towers for the National Oil Company.
• Al-Graha Beach – retail center and 150 key, 5-star hotel.
• $500 million new community at Ruwais.
• $750 million infrastructure program for Abu Dhabi Water and Electric Authority.
• Four 20-story, high-end residential towers in Abu Dhabi.
• The National Bank of Kuwait central facilities and offices.
• Ghantoot Racing and Polo Club clubhouse and grandstands.
Education Sabbatical; San Jose, Costa Rica 1998-2000

Attended a leading UN sanctioned, Latin American university in the Master of International Business

PT Bumi Serpong Damai; Jakarta, Indonesia 1991-Evacuated 1998
Bumi Serpong Damai is a new township development created to serve a total population of 600,000 through
the development of business and employment centers, public facilities and a wide range of residential areas.
Senior Executive (CEO)
Reported directly to the Board of Directors representing the consortium ownership of four of Indonesia’s
leading corporations. Responsibilities included a highly successful re-start and re-organization for a nearly-
bankrupt two-year-old project suffering from a $160 million debt. Created a new economic and physical
master plan and re-directed the economic and real estate development for this 6,000 hectare (15,000 acre),
$150 billion private sector, for- profit new town project.
• Successfully established a new project vision based on economic inducement factors, including human
capacity and infrastructure capacity building to attract wage sector generating industries and
businesses.
• Identified alternative development scenarios and conducted strategic risk analysis assessing viability to
formulate strategic phased development planning of infrastructure entitlements, budgets and
schedules.
• Conducted market absorption management and integration with budget and capital investment
planning.
• Prepared programs, policies, and strategies for a 5 year outlook plan and yearly action plan in concert
with budgetary requirements.
• Economic Development activities over 7 years resulted in Foreign Direct Investments of a 400
megawatt British Gas power plant, an international consortium- owned 13.5 kilometer toll road from
Jakarta to BSD, the planning and agreements for a $400 million entertainment and hotel complex with
Lotte Group of Japan, a Carrefour Group of France retail center and numerous multi-national
pharmaceutical manufacturing companies including Merek and Bollinger-Ingelheim and acted as a
liaison to implement the German Centre of Trade and Industry.
• Developed numerous mixed-use office buildings, established a 200 hectare high-tech industrial park
and foundations of the 400 acre central business district, several high-end residential communities
supported by a Jack Nicklaus championship signature golf course and numerous low to middle income
housing communities, schools, public facilities and infrastructure.
• Acted as special advisor to consortium ownership for various additional projects around SE Asia,
including developments in Vietnam, Philippines, Malaysia and throughout Indonesia.
EastLake Development Company; Chula Vista, California 1987-1991
An award winning, leading-edge, Southern California new community development of exceptional design and
uses, and serving as the master developer for an impressive list of merchant builders.
Senior Project Manager
Development Manager for this 3,200 acre suburban master-planned new township, including 8,600 housing
units, a Ted Robinson designed golf course, 180 acres of business park, more than 70 acres of commercial
property, and more than 1,100 acres of parks, recreation and open space. Managed land-use administration
tasks, including formulating planning objectives and priorities, land re-zoning, use permits, joint use
agreements, design evaluation for market, risk and cost management as well as wetlands mitigations and
endangered species issue management.
Coordinated the process of civic ordinance and zoning revisions to develop all residential and commercial
neighborhoods. Interfaced directly with local, regional and state governmental agencies to formulate
population forecasting models using demographic and market information. Administered the uses of land and
growth management to control the pace of development and infrastructure implementation phasing.

An international commercial real estate firm furnishing project and construction management services,
managing land assets, and acquiring existing corporate facilities.
Senior Project Manager
Project Manager for several separate commercial buildings at diverse sites in San Diego, California, including
mid-rise office buildings, an office park and a high technology business park, and several industrial and
manufacturing facilities of tilt-up construction. As Project Manager, also oversaw the 200 key first phase
expansion of the Hotel Palmilla at San José del Cabo, Baja California Sur, Mexico. Added responsibility
undertaken for developing and implementing new operational procedures and establishing a computer-based
project control and management information system for company wide use.
CRSS, Inc (now part of Jacobs Engineering Group); Houston, Texas 1980-1984
An internationally recognized leader in integrated project and construction management delivery whose
services included engineering, procurement, construction, and maintenance.
Senior Manager
Senior Manager (1982 – 1984) responsible for the company’s Northwestern USA regional office located in
Sacramento, California. Answerable for all P&L, executive project administration personnel management, long
range planning, and business development. Projects included construction management of the first ever Intel
Corporation’s computer chip manufacturing campus; forward development planning of the 6,000 key
“Grandissimo” Hotel and Casino in Las Vegas for Jay Sarno, the developer of Caesars Palace; and directed
construction management of a 174-unit condominium project outside of Sacramento.
Project Manager (1980 – 1982) responsible for delivery of what, at that time, was the State of California’s
largest capital expenditure project, encompassing nine state hospitals at various sites throughout the state
with 8,025 beds and involved 9 architectural firms and 26 general contractors. Took over position as project
leader with less than two years remaining on the project and moved it from nine months behind schedule and
17% over budget to complete within 3% of budget and to being on schedule and 4 hours ahead of a US
Government mandated $75 million late finish penalty.

One of the world’s largest engineering and construction organizations with core business in infrastructure,
transportation, planning, environmental, and industrial solutions.
Architect and Land-Use Planner
Land-Use Planner for a new supertanker port and industrial town at Rabigh, Saudi Arabia. Temporary
assignment in Kingdom as Project Manager of infrastructure and landscape construction at a new city project
at Yanbu, Saudi Arabia for the Royal Commission. Also served as project architect on an experimental fusion

Ken D’Angelo 2 PROFESSIONAL EXPERIENCE Retired; San Diego, California 2014-Present Upon getting the Portman projects to a successful juncture of phases, I retired from my professional life to pursue personal objectives. I now sit as a Chairman of the Historic Preservation Commission to the City of La Mesa, California, President of the Board of the La Mesa Historical Society and pro-bono teaching and mentoring 5th year architecture at a local university. Portman Holdings; Atlanta, GA 2013-2014 Portman Holdings, LLC is a global company creating returns for investors with premier real estate around the world. Since 1963, as a vertically-integrated developer, creating over 50 million square feet of buildings and $6 billion of investment, the company has been the developer for a wide range of projects in major cities the world over, often catalyzing economic development and creating urban landmarks. Vice President, Development, San Diego Overall local responsibility for the programming, design, approvals and development of multiple Portman Holdings projects in San Diego. Those projects included the long term, billion dollar mixed-use Makers Quarter project encompassing hotel, retail, office, residential and community space. This large-scale, 5 square block project in downtown San Diego’s Upper East Village consists of 3 million square feet of high density development. Spearheaded creative managerial direction to the investment partnership that led to the revitalization of the stalled development effort for the “Makers Quarter” project. Also, oversaw the 400 key, Lane Field Hotel project on San Diego bay taking that project through all regulatory approvals with various public agencies, design, and contractor negotiations up to the start of construction. Personal Sabbatical; San Diego, California 2011-2013 Utilized this period to recharge, reorganize and refocus my personal life following evacuation from Libya’s revolution. Lifestyle changes have included living on my 47 foot sailboat, taking classes of personal interest, reading for personal enjoyment, pro-bono community service involving teaching urban economics at a local college and enjoying time with my family. AECOM, North Africa; Tripoli, Libya 2010-Evacuated 2011 A global consulting firm headquartered in Los Angeles, employing over 50,000 in 100 countries and focused on infrastructure and facilities development and construction. The AECOM Libya Division was focused on delivery of new townships throughout Libya for the governmental Housing and Infrastructure Board. Senior Regional Program Manager, Central Region (Misrata) Senior AECOM management role, responsible for orchestrating and integrating the myriad of program segments for strategic project delivery from concept to completion in developing five (5) new townships totaling over 20,000 dwelling units, associated public facilities and required infrastructure, with a combined cost in excess of $3.5 billion and 3 million square meters of built space. Responsible for managing and providing direction and guidance to a professional team of project managers, construction managers, technical and administrative staff. Directed the formulation, establishment and implementation of the necessary technical standards, systems, processes, policies and procedures to meet the needs and requirements of the projects. Served as the primary point of contact with the client, client consultants and contractors on all managerial, planning, technical issues and problem resolutions. Coordinated master infrastructure budgets, as well as engineering and development endeavors in order to meet completion requirements of new townships. Reported to and advised the client, the Housing Investment Board (HIB) for the government of Libya, on the

During the armed Libyan revolution of 2011, was the senior manager on-site of AECOM’s Central Regional office located in the battle central location of Misrata. Responsible for organizing a safe shelter compound to protect staff while waiting for opportunity to evacuate to Tripoli. Solely accountable for safely organizing and transporting the 11 on-site personnel through a harrowing 5-hour drive from Misrata to Tripoli through the battle lines of the fighting factions. Once in Tripoli, in charge of leading small teams to forage for food and supplies through the street-to-street battle lines for the 147 expat survivors that were “hunkered down” for a week in Tripoli until the rescue evacuation could be conducted. One of only three medically trained individuals and established an emergency triage center and personally treated numerous wounded and injured personnel. Bayti Real Estate Investment Company; Ramallah, Palestine 2008-2010 A Joint Venture, Palestine-based commercial real estate firm owned by Qatari Diar and Massar International, both major international developers of residential communities, commercial properties and other land-use infrastructure projects in the Middle East and beyond. Director - Development, Engineering and Construction Directed the establishment and implementation of the Rawabi master-planned new city with a population of 40,000 people and on a site of 6,300 dunam (1,556 acres). Led a team of international and local consultants and an in-house professional staff being singularly accountable for all planning, design, engineering and construction operations for Rawabi. The Garrett Group; Temecula, California 2007-2008 A fully-integrated land and real estate investment management company focusing on the development and construction of office, commercial, mixed-use and community projects throughout the Western United States. Vice President - Development and Construction Oversight and execution of all commercial project development, from pre-planning and entitlements through construction and occupancy. Accountable for leading the development team of division directors, project managers, construction managers and design and legal consultants in the site planning, design, engineering, governmental entitlements, financial structuring, LEED certifications and construction of income producing properties held in company’s portfolio. Cornerstone Project Management; San Diego, California 2004-2007 Locally- based real estate development and project management consulting firm with core focus on the development and construction of office, education, healthcare, commercial, mixed-use and urban in-fill multi- family projects. Senior Manager - Development and Construction Program Manager responsible for forward planning and oversight of the American Indian-owned, Pechanga Development Corporation’s overall $1 billion development program for the expansion of the hotel, casino and resort operations and all related infrastructure. Kuwait Engineering Organization, International; Doha, Qatar 2002-2004 Regional engineering and project delivery firm with over 400 employees. Program Director - Education City Engaged as Program Director at a time when the critical, Cornell Medical College project was 4 months behind schedule and 11 months remaining to the internationally announce opening date. Spearheaded a reorganization of this project’s management leading to the recapture of the original project completion and internationally celebrated opening. Also, led the overall program management for the $2.25 billion, 400,000 square meter, 750 hectare Education City project in Doha, Qatar. Responsible for heading the 70-person core management team of project managers, design managers, construction managers and support staff.
