In partnership with the University of Nebraska‐Lincoln ’s Association 
of Students of the University of Nebraska (ASUN) , Nebraskans for 
Civic Reform conducted a survey in order to illustrate the impact 
LB912 could have on students.  The questionnaire inquired about 
voter registration and possession of a government ID, and further 
assessed the availability of documents stipulated under LB912.  Such 
documents listed include utility bills, bank statements, and paystubs. 
 
 
 
 
We found that of 114 students polled, 
73% were registered to vote while 20% 
were unsure and 7% reported ‘no.’   
 
 
 
 
 
 
96% of students polled reported having 
a government‐issued ID, while 4% 
reported that they did not. We did not 
collect data on whether these were 
Nebraska issued‐IDs.

After narrowing the respondents to 
those students registered to vote, the 
survey asked the following question: “Is 
the address on your government‐issued 
ID the same as the address at which you 
are registered to vote?” Only  41% of 
students polled were sure their address 
was the same on both, while 42% were 
unsure and 17% reported ‘No.’ 
 
 
 
 
 
 
 
When asked  where they live, 36% of 
student respondents responded they 
live in University Housing,;35% live in 
Greek Housing, and 29% reported 
‘Other.’ 
 
 
 
 
 
 
 
Only 30% of students polled reported 
receiving a utility bill to their school 
residence. Of those 30% only 37% 
received these utility bills in their 
name, meaning the address on the bill 
was likely a roommate or parent.

When asking students if they 
had moved within the last year 
we found that 90% of students 
polled had moved at least once 
and that a mere 10% reported 
otherwise.  Most of these moves 
were between University and 
Greek housing as well as 
off‐campus housing,  moves 
which result in a different 
address but leave the voter in 
the same precinct 
 
 
 
 
 
 
 
57% of students polled were 
employed while 43% were not. 
Of those employed only 17% 
received physical paystubs from 
their employer.  Employers are 
not required to provide 
employees with physical 
paystubs in Nebraska.

Of all students polled only 9% 
received a physical bank 
statement. According to the 
Pew Research Center, fifty‐one 
percent of Americans bank 
online while thirty‐five percent 
of Americans bank using mobile 
phones ​
.  Online banking has led

to largely decreased usage of 
physical bank statements, 
particularly for young people.
