The following evaluation reflects the academic credentials as well as the work experience
attained by Mr. Joshua Ian Colquhoun Pugh during the course of his academic and professional
career. This evaluation was completed based on a review of Mr. Pugh’s diploma and academic
transcript from Flinders University, his employment verification letters from Identiti Web
Development Pty Ltd., Adelaide Word of Mouth (AWOM), and Variety SA, and his resume. An
analysis of Mr. Pugh’s employment experience as well as his attainment of a Bachelor of
Behavioral Science in Psychology from Flinders University forms the basis for the following
evaluation. Mr. Pugh has completed at least twelve years of progressively responsible qualifying
work experience in Management, and related areas.
ACADEMICS
Flinders University is an accredited institute of higher learning in Australia.
Flinders University’s Bachelor of Behavioral Science in Psychology program requires
graduation from the US equivalent of high school and competitive entrance examinations for
admission and enrollment. Mr. Pugh completed all qualifying academic course work subsequent
to his enrollment in the institute. In April 2009, he completed examinations and was awarded a
Bachelor of Behavioral Science in Psychology. In addition to having completed his course work
in general studies, Mr. Pugh has fulfilled the requirements in his area of concentration,
Psychology, and has earned a Bachelor of Behavioral Science in Psychology from the institute.
The course work required by Flinders University’s Bachelor of Behavioral Science in
Psychology program is substantially similar to the required course work leading to a Bachelor’s
Degree from an accredited institution of higher learning in the United States. Mr. Pugh
completed three years of specialized courses in his area of concentration, Psychology, as well as
in other related subjects.
Having reviewed Mr. Pugh’s academic history, it becomes apparent that Mr. Pugh has
satisfied requirements which are substantially similar to those required toward the completion of
three years of course work in a four-year Bachelor's Degree program at an accredited institution
of higher education in the United States.
PROFESSIONAL EXPERIENCE
Mr. Pugh has completed at least twelve years of specialized training and work experience
in Management, and related areas. During this period Mr. Pugh assumed professional
responsibility, under supervision, at a level of employment commensurate with Bachelor’s level
training. To demonstrate specialized training, experience, and employment which is
commensurate with baccalaureate-level training in Management, an individual in Mr. Pugh’s

position must evidence that he has learned specific skills and has received specific training which
normally is obtained during a Bachelor’s Degree program in Management.
A Bachelor’s Degree in Management at an accredited institution of higher education in
the United States typically requires a demanding curriculum consisting of courses in
Interpersonal and Group Behavior in Organizations, Multicultural Management, Human
Resource Issues in Management, Human Resource Management Programs and Skills,
Entrepreneurship and Small Business Management, Conflict and Negotiation Skills, and other
related course work. The student completing such a degree program also is required to
demonstrate, through rigorous testing and challenging case studies, knowledge of various
theories and methods in Management and related areas. In the following paragraphs detailing
Mr. Pugh’s work experience, it becomes apparent that he has acquired the same knowledge
obtained in such a degree program by virtue of his professional training and experience.
When substituting work experience for education in granting a college-level equivalency
in the United States, any on-the-job employment experience can not merely be substituted for
academic course work without further detailed assessment. Rather, the nature and quality of the
actual employment must be closely examined along with the duration of employment in order to
grant the appropriate educational equivalency. Further, it must be demonstrated that experience
which is substituted for education must include the theoretical and practical application of
specialized knowledge required at the professional level in the field of Management. As detailed
in this section, Mr. Pugh’s work experience clearly meets these requirements.
From January 2005 to November 2016, Mr. Pugh was employed by Identiti Web
Development Pty Ltd. From January 2005 to May 2010, he served in the role of Sole Proprietor.
From May 2010 to November 2016, he served in the roles of Owner, Director, and General
Manager.
From February 2011 through the present, Mr. Pugh has worked for Adelaide Word of
Mouth (AWOM). From February 2011 to May 2013, he served in the roles of Independent
Consultant and Contributor. From May 2013 through the present, he has served in the roles of
Co-Owner and Director.
From July 2014 to November 2016, Mr. Pugh was employed by Young Variety (Variety
SA), in the role of Chair.
From August 2015 through the present, Mr. Pugh has been employed by Variety SA, in
the roles of Director and Board Member.
Throughout his career, Mr. Pugh’s professional responsibilities have included managing
events, marketing, promotions, and client relations for a business network, registering business
professionals and executives, developing business strategy and client acquisition methodology,
developing marketing and digital collateral and coordinating with state and local governments,

developing and executing online strategy across digital marketing platforms, managing client
relationships including federal and state politicians, national corporations, and small businesses,
providing overall executive company management, overseeing corporate grants and related
development, and other related duties.
The foregoing summary of Joshua Ian Colquhoun Pugh’s professional experience
itemizes his responsibilities during a period of at least twelve years of employment experience
and training in the concentration of Management.
After assessing the specifics of Mr. Pugh’s work experience in detail, it becomes
apparent that the responsibilities throughout his career are indicative of university level course
work in Management, and related subjects. The knowledge obtained during Mr. Pugh’s work
experience directly corresponds to the knowledge obtained by a student completing a Bachelor’s
Degree program in Management consisting of a curriculum with the courses listed above.
Additionally, the length of time along with the nature and quality of Mr. Pugh’s work experience
demonstrates that his experiential history includes the theoretical and practical application of
specialized knowledge required at the professional level in the field of Management.
Further, Mr. Pugh’s twelve-plus years of employment reflect experience and training in
positions of progressively increasing responsibility. His achievement further illustrates his
application of relevant and specialized skills and training by superiors and peers that demonstrate
the equivalent of university level training in Management and related areas.
Additionally, the Citizenship and Immigration Services have established that three years
of work experience and/or specialized training is equivalent to one year of university-level
training. Mr. Pugh completed the time equivalent of at least four years of university-level
academic training in Management. Mr. Pugh’s work experience and training in Management,
and related areas, affirm that Mr. Pugh's academic and experiential qualifications are equivalent
to university-level training in Management.
SUMMARY
On the basis of the credibility of Flinders University, the number of years of course work,
the nature of the course work, and considering at least twelve years of work experience and
professional training in Management, and related areas, Mr. Pugh has attained the equivalent of a
Bachelor's Degree in Management from an accredited institution of higher education in the
