Joseph E. Fiegoli entered the insurance field in 1968, and quickly
achieved success, leading his agency in sales for five years in a row.
In 1990, Joe Fiegoli formed Health Net, Inc., to serve the self-insured
health insurance market.

Headquartered in Peekskill, New York, Health Net changed its name
to National Health Administrators , Inc., (NHAI) in 2001. It maintains
one of New York State’s largest proprietary preferred provider
organization (PPO) networks, and a nationwide pharmaceutical
benefits manager (PBM) manages prescription drug benefits.

One of NHAI’s clients is the Kingston Teachers’ Federation. The
relationship began in 1995, and in 1997, the Kingston Trust Fund was
established to fund the self-insurance program with contributions
from the school district.

In 1999, the federation was in contract negotiations with the school
district who tried to force the dissolution of the trust. NHAI threw all
its resources into successful efforts to document the trust fund’s
value and how much it had saved the school district, as well as the
development of a proposal that eventually won agreement from
both sides .

For the current contract, NHAI fashioned a plan that provided for
increases in benefits, a significant rebate to the school district over
the next three years, and no increase in premiums. This plan, like
others administered by NHAI, features high standards of customer
service, prudent use of benefits funds, and reduced administrative
costs.
