1. Bio: The Honorable John Knubel holds a Bachelor of Science degree from the Naval Academy
where he graduated with distinction. He earned a first class honors Masters degree in politics
philosophy and economics from Oxford University where he studied as a Rhodes Scholar. He
also studied at Brown University before the Naval Academy. John served in the Navy as a
submarine officer and then as an appointee during of the Nixon Administration with the Federal
Energy Administration. Other government experience includes assignments with the Office of
the Secretary of Defense and National Security Staff under Henry Kissinger where he emerged
during the oil crises of 1973 to form the energy administration. His corporate experience
includes senior leadership positions with the Chase Manhattan Bank and the United States
Automobile Association.
He was a Senate confirmed Assistant Secretary and Chief Financial Officer (CFO) at the
Department of Housing and Urban Development. Most recently he taught Constitutional
Government at the Naval Academy in a course mandated by Congress Academy students because
of the Iran Contra affair. As a result of his strong performance as CFO of HUD, he was asked by
the Secretary of the Navy (Winters) to join the Office of the Secretary of the Navy (Financial
Management) under the Federal Government's highly qualified expert program working with the
Marine Corps to help them become the first operational military component to qualify for a
financial audit under the Chief Financial Officers Act of 1992, a process known to save
millions annually.
