In welcoming the students to the
2016 Academic Year, Mr. Joseph Sukwi-
anomb said The University of Goroka
is on a recruiting drive to attract staff
of high caliber, both academics and
professionals, to lift the standard of the
University.
Working together with the Top
Management Team led by Vice Chan-
cellor Dr. John Kola, the Chancellor said
the Council will make sure they work
together in complimenting each other’s
work.

THE University of Goroka’s Top Man-
agement Team is pleased to announce
that classes for this year 2016 com-
menced on February 29.
We give full glory, honor, and praise
to God for all that has happened to
this University on the hilltop, as we
look forward to another year 2016 with
optimism and hope for better things to
come.
In fact, everyone thought that the
2015 academic year will not end
successfully as it did. But thanks to our
resolute faith in God, and combined
with the strategic interventions by the
National Executive Council, the 2015
academic year was completed success-
fully with all student assessments done.
In welcoming staff and students to
the new academic year, the Manage-
ment wishes to hereby announce that
work towards providing free Internet
Wi-Fi access for students has already
commenced.
The Management has budgeted
K800,000 for this purpose, and has
already paid the first installment fee of
K100,000 to Telikom for the installation
of Wi-Fi Hotspots at various locations
throughout the campus including:
l 	Student Dormitories;
l	Academic Departments;
l	Lookout;
l	Student Dinning Hall;
l	Steven Eka Library;
l	Mark Solon Auditorium;
l	Staff Residential Areas;
l	Midwifery; and,
l	UOG farm.
The network backbone connection is
almost completed, and Telikom is cur-
rently awaiting switching equipment to
arrive from Huawei in China. Once this
equipment arrives and installation is
completed, we expect students to have
free Internet access from anywhere on
the campus, starting sometime in the
middle of this semester.

Science and Technology Hon. Malakai
Tabar was to bring to normalcy the ac-
ademic year and contain the relentless
student unrests.
“You remember the 23rd of Septem-
ber last year, our one and only purpose
was to secure The University of Goroka
from collapse (and) from disarray,”Mr.
Sukwianomb.
“It could have been an embarrass-
ment for both the country and the
Government of the day. We want to
assure Papua New Guinean’s and oth-
ers, our friends, collaborators, sponsors
and investors that we have secured the
University, one of the four State Univer-
sities from collapse.
“We build for ourselves as an institu-
tion, both Management and Council,
that assurance to the people of Papua
New Guinea and to the Government
in particular that we have secured the
university.
“We will be looking to them to help,
as we move on to push the agenda of
building this University, within PNG but
also within the region.”
Mr. Sukwianomb and Pro-Chancel-
lor Dr. Musawe Sinebare have a long
history associated with The University
of Goroka.
Going down memory lane, the then
Goroka Teachers College (GTC) was a
campus of the University of Papua New
Guinea until 1997 when it was granted
its University status in a National Execu-
tive Council (NEC) decision.
The other two
institutions to get
university status
that year was the
Pacific Adventist
University and
Divine Word Uni-
versity.
Mr. Sukwianomb, who was then the
Vice Chancellor of UPNG was instru-
mental in GTC getting its university stat-
ues. Dr. Sinebare was the figure behind
all the administrative work in“creating
the future”for this University.
Almost 20-years on, these two gen-
tlemen have been brought back by the
Government to chart a new course for
this University.
“As an institution that we all will be
proud of, we are already and we want
to build from what we have a teacher
training institution that provides the
best teacher education for PNG and for
the rest of the region,”Mr. Sukwianomb
said.
“We have worked hard to secure the
competency levels of the teachers that
we train by giving them the content
based education in Social Science,
Science, Technology, Communication
and all the others
so that we boost
the content of the
Bachelor of Educa-
tion Programme.
“We want to
tell the people of
Papua New Guinea
that under Dr. Kola’s guardianship and
leadership in academia and experience
in management of Public Institution,
him and his team are working on mak-
ing sure that we provide courses with
course coding and that every lecturer
who is responsible for teaching a pro-
gram or strand produce a handbook.
“Vice Chancellor on his part is going
to be recruiting some of the best
people available both in country and
outside so we are preparing for – if you
like – the future for tomorrow is here.
“Eighteen years ago the future was
there and we brought it forward, so we
are a leading part of the proud history
of this institution. We started from a
teachers college way in the 60s up to
this point in time, 18-year-old Public
University. A Public University placed in
the Highlands of the region.
The Chancellor challenged the stu-
dents and staff to be more proactive in
the exercise of their duties/responsibil-
ities.
Vice Chancellor Dr. John Kola con-
firmed Mr. Sukwianomb’s annotations
saying the University was now stabi-
lised and running normally but a lot
more needs to be done.
“There are lot of areas that need im-
proving, in terms of accountability and
transparency and these are issues that
the Management is looking at with the
help of Council,”Dr. Kola.
“Because on the Council we have
people who are very experienced
in specific areas that are helping us
Management to bring to The University
of Goroka into the light so that all our
achievement are accountable.

DEVELOPING Teacher Education is a
key area that needs more attention.
This was the main point of discussion
by academics from the University of
Oxford and The University of Goroka
during a recent Education Seminar held
in Goroka.
The seminar, which was held on Feb-
ruary 15-19, was part of a collaboration
between the two universities which
stretches back to 2013.
The team from Oxford that attended
the seminar include Professor John
Furlong, Dr. Ian Thompson and Dr. Ann
Child.
Prof. Ferlong, who is the ex-director
of the Department of Education at the
University of Oxford, and Dr. Childs dis-
cussed the issues of developing Teacher
Education and best practices around
the world while their counterparts at
The University of Goroka presented
their experiences and challenges they
faced on Teacher Education.
Dr. Childs said the specific issues and
challenges raised would be examined.
Over the course of the seminar they
looked at the issues and challenges
raised, and what kinds of developments
Goroka needed and how Oxford could
work in collaboration with UOG to help.
“It’s just airing views and issues, chal-
lenges in both context and looking for
ways forward to develop teacher educa-
tion in PNG hopefully,”Dr. Childs said.
The seminar discovered that there
was a need to do more research in Pap-
ua New Guinea on Teacher Education
and on Education.
Dr. Childs, who holds a PhD in Chem-
istry and has worked with the Depart-
ment of Education in Oxford for over 20
years, pointed out that the structure of
the current course could be reviewed to
see if it fits the purpose in current day
PNG.
A lot of discussion was based on ways
the current programme works and if it is
working now for the current education
system in the country.
Acting Dean of Education Dr. Sam Na-
jike said the seminar was a very useful
and informative one where Teacher Ed-
ucation was put under the micro-scope.
“Even though this is collaboration
with Oxford, we try to look at how we
can improve in our Teacher Education,”
Dr. Najike said.
“It is very crucial, very important we
must always have input from others
outside and elsewhere to improve our
practice otherwise we are redundant.
“We cannot do much progress but we
are assessing how we are doing things
here.”
Dr. Najike said the seminar will help in
designing programmes for UOG.
“It is the first time we are having
people from outside looking at it (pro-
grammes) and not necessarily telling us
what to do but they give us a feedback
on how to do things. Just ideas like that
is very useful for our practice.
“There were a number of compari-
sons done between UOG and Oxford
and across the board theory and prac-
tice, how courses are done and so fort.
It was done in an environment where it
was open discussion on just looking at
how it is done.
“The main possible outcome is we
have looked at some of our weak areas
and we have looked at some of the
areas/pathways that we can follow to
address many of this concerns in teach-
er education.”
In 2013 the Director of the Depart-
ment Education and Dr. Childs came
to UOG, as a result of initiative to work
between the two universities.
The initial visit looked at what kind
of collaboration could exist between

Oxford and a two-days workshop was
held.
The result of this partnership includ-
ed a visit to Oxford on May 2014 by a
delegate of 20 members that included
staff from UOG and other parts of the
country.
The delegates spent two weeks of
discussion on Teacher Education in
PNG and Teacher Education in Oxford,
and learn from each other about how
to improve both universities Teacher
Education.
From that trip it was resolved that
four staff from Goroka join in a Masters
in Teacher Education in Oxford. The staff
joined in September 2014.

The University has recently established
the new ICT Committee chaired by Mr.
Kevin Me’e, and the new Media and
Marketing Committee with Mr. Milan
Boie as its chairman. Together with the
arrival of a new ICT Manager Mr. Joseph
Demiao, and his hard working deputy
Mr. Russell Dekka and the rest of the ICT
staff members, they have set them-
selves some targets as follows:
1.	 200 New Computers for Student
Dormitory
These new computers will be hooked
onto The University of Goroka network
together with other computers on
campus that are yet to be connected.
It is planned that these new computers
will be located in nine different tutorial
rooms in the student dormitories, so
that students can access intranet once
the backbone network infrastructure is
completed.
2.	 Trial Wireless Internet Access for
Students
In the meantime, while waiting for the
Telikom to install the complete Wi-Fi
equipment, limited student Internet
access will be made available for trial
purposes at various locations around
the campus, starting from March 16, us-
ing a cloud based switching equipment
as an alternative.
3.	 Email Accounts for Students
New students in 2016 will be the first
to be issued with email addresses
using the cloud based Google Apps for
Education starting March 14 onwards.
This means that students can access
their emails from anywhere in the world
provided there is Internet access. This
service will be extended to other stu-
dents later in the year.
4.	 Official Launching of the
Re-developed UOG Website
The date March 21 has been set as the
target date for the launching of this
re-developed website. The website will
have a Staff Portal and a Student Portal,
from which students can access our
library resources from anywhere in the
world. Before this can happen, Deans of
Academic Departments will be asked
to submit profile of each and every
academic staff member, and provide a
description of every diploma/degree
program offered by their respective
schools/institutes.
5.	 Automation of Student Records
Finally but not the least. We have
recently purchased the Open School
software costing not more than K3,000.
The automation of student records will
enable us to manage student records
efficiently, provide data security, and
improve accessibility of student records
to staff and students. Moreover, in the
future (possibly starting second semes-
ter this year) our students will be able
to apply or register online, and access
student records online.
In making these above announce-
ments, the management wishes to
hereby request everyone to respect,
value, and take ownership of these very
expensive ICT equipment now being
deployed around the campus.
In the past, several computer accesso-
ries went missing or cables were cut in
our computer laboratories.
We hope that this will not be re-
peated, and our new ICT equipment
will continue to be used for academic
purposes for other staff and students in
the years to come.
Management keen to boost UOG ICT
Mr. Mathias Sully
Mr. Mathias Sully, M.Edu Leadership
(DWU), B.Ed (UOG) is a PhD Student
at The University of Goroka under the
School of Post Graduate Studies.
He was the Principal of Madang
Teachers College (MTC), an affiliat-
ed institution of The University of
Goroka, for the past four years before
being accepted to further his studies.
He has 27 years of teaching experi-
ence in Primary Schools and MTC.
From the remote Wom village in
Angoram District, East Sepik Prov-
ince, he graduated with a Certificate
in Primary Teaching in 1988 and
spent his teaching career in East
Sepik, Northern (Oro) and Madang
Provinces. In 2001 he graduated with
a Diploma in Education (In-service)
at PNGEI and went on to do his
Bachelors Degree in Education at The
University of Goroka the following
year. In 2004, MTC accepted him as
a Lecturer in the Professional Studies
Department.
Given his natural abilities and
desire for growth, he was made a
Senior Lecturer at Madang Teachers
College in 2005 and made his way up
the ladder. Given his diverse expe-
riences in the education industry
in the country, he has developed a
richer and greater understanding
of the stark realities of education in
Papua New Guinea. Despite losing
his dad at the age of four, Mr. Sully
has overcome all odds and excelled
in his professional career.
Amid his busy teaching responsi-
bilities, Mathias has never stopped
up-skillling himself through training
programmes relevant to his career.

Tech (Wollongong); M.Ed. (Birming-
ham), and B.Ed (UPNG) had been the
Secretary for Education Department
in Papua New Guinea.
He had been the Foundation Pro
Vice-Chancellor (Administration)
when he also served as acting
Vice-Chancellor at the University of
Goroka (2000 – 2004). He also served
as Deputy Provincial Administrator
of Eastern Provincial Administration
(2005-2007), and Deputy Director

Institute (2008-2011).
He is a prolific writer and has pub-

New Guinea. He is the author of Path

For the first time at The University of
Goroka, the ICT Department has creat-
ed new student email accounts for its
students.
The planned project is a phase in the
Universities plans to cover the cam-
pus with Wifi connection for staff and
students.
The email accounts is powered by
Google Apps for education in particular
gmail. Logging into this account will be
similar to logging into a gmail account,
for those who have one.
The interim University Management
has backed this long-overdue project
in boosting student learning at the
University.

that they should not include the letter
´s´ before their ID. For example if
John Smith’s ID number is
s2016311000, then his login name will

than 8 characters and not more than
100 characters.
A successful change of password will

THE University of Goroka and the
Eastern Highlands Family Voice Inc
on Monday, January 18, signed an
agreement to boost Gender and Social
Development training at UOG.
The Memorandum of Agreement is
a boost for the School of Education’s
Strand of Social Development and
Gender Studies.
The collaboration would enable
the Social Development and Gender
Studies students to access Projects Sites
operated by Family Voice Inc to gain
practical experience.
The MOA was signed by Family Voice
Inc Director Mr. John Ericho and UOG
acting Vice chancellor Dr. John Kola and
was witnessed by Chairperson of the
Eastern Highlands Family Voice Inc Sir
Walter Nombe.
Mr. Ericho said PNG’s demography
shows that the gender ratio is about
equal which means 50% of the popula-
tion is comprised of women. However,
he said the equality is alone in terms of
gender equality considerations.
“The country has a huge responsi-
bility to its people and in particular its
women to engender a culture of gender
sensitiveness and responsiveness in
programme and project development
to address this huge historical baggage
we carry as a people,”Mr. Ericho said.
“Women comprise some 50% of the
country’s population but are under-uti-
lised.”
He said while the constitution pro-
motes gender equality, the government
machinery has not really taken on the
challenge.
He said the policy environment was
now regarded as“Gender Blind”.
Mr. Ericho said the market environ-
ment is emerging for human resources
requirement for gender sensitive and
responsive programmes and plans.
Acting Vice Chancellor Dr. Kola said
the University had a major restructure
going on and this programme would be
part of the restructure.
“We can build this to a programme
that is strong, sustainable and is solid,”
Dr. Kola said.
“People we graduate here must show
the color of The University of Goroka.
We must show that Papua New Guin-
eans must create development in their
own societies.
“As part of this exercise we are very
serious in making sure our academic
programmes are upgraded, reshaped to
be able to meet the requirements of a
proper well classed university.”
Acting Executive Dean of Education
Dr. Sam Najike said Gender remains a
critical development issue in PNG.
He quoted the 2013 UNDP Human
Development Report saying Gender In-
equality in PNG has led to a 61.7% loss
in potential Human Development.

THE University of Goroka is setting a
pathway for non-school leavers with
a unique programme to be offered
under the University’s Institute of
Distance and Flexible Learning.
The programme is targeting students
who have applied to The University
of Goroka but have fell short of being
admitted because of lower GPA.
These students now have a second
chance of being selected to the Uni-
versity under the Certificate in Tertiary
Admission Studies.
The catch for this programme is
upgrading students automatically has a
spot in the University for the following
academic year.
This programme is targeting students
with a lower GPA of 1.75-2.4.
The programme begins in March
2016 and over 3600 students have
already been identified to pioneer the
programme.
Director of IDFL Mr. Kensol Rui said
the programme was initiated because
there was a massive population of
school leavers applying to The Uni-
versity of Goroka but the University
could only cater for a portion of these
prospecting students.
“As usual as we see in many institu-
tions, only a little proportion of school
leavers apply to institution as was
the case here,”Mr. Rui said during the
launching of the programme on Febru-
ary 26.
“The institution can only get a limited
number of people while the massive
population were ineligible and could
not come in.
“When we realised that, we came up
with the idea of developing this partic-
ular programme so we can give them
a chance to come into this programme
and upgrade.
“For those who do well in this
programme, they can then be given a
second opportunity to come back to
the University to the programmes they
applied for.
“In the big picture we realised that
the university as a State institution can
also participate with the government
in addressing the population of people
that are coming out. Not all of them get
into universities but more or less we
cater for this massive population.”
The duration of the programme de-
pends on the number of subjects each
student wish to upgrade. One subject is
offered per semester.
Mr. Rui said there is a unique distinc-
tion between The University of Goroka’s
Certificate in Tertiary Admission Studies
programme and the UPNG Open Col-
lege and Unitech’s DODL programmes.
“The distinction is that this pro-
gramme is targeting schools leavers
non-eligible applicants to The Universi-
ty of Goroka,”Mr. Rui said.
“That’s uniquely prepared to address
this group who were rejected by this
University because of lower GPA.
“The UPNG Open Campus and
Unitech’s DODL programme is a pro-
gramme provided to all the Grade 12
leavers with low GPAs.“The other major
distinction is with those programmes,
the institutions don’t provide solid
pathways for the up-graders.
“What makes us different is we as a
University now have a quota for stu-
dents upgrading in this programme.
“We give them preference using this
quota, if they apply and fill that quota
that’s it.
“That’s not what other institutions do
with matriculation programmes. They
only upgrade and let the up-graders
find their own way to institutions.
For a start, the programme will be
offered in Goroka, and the IDFL centres
in Mt. Hagen and the National Capital
District.
There are 3,667 school leavers from
2014 and 2015 identified to head this
programme. The shortlisted students
names will be published in the print
media on a later date.
Mr. Rui said they got more indication
of students in Lae, Rabaul and Wewak
so they will strategise and send out staff
to do enrollments in those provinces.
Students under this programme will
be eligible to apply to other universities
and colleges.
“I feel appreciative with my own staff
who have committed so much into it,”
Mr. Rui said.
He thanked the academic staff of
UOG, the Deans of Schools and the Top
Management Team for supporting the
programme.
The acting Vice Chancellor Professor
John Kola was on hand to officially
launch the new course.

Creating the Future
THE interim chancellor of The
University of Goroka Joseph Sukwi-
anomb is pleased to have brought
the university back to its normal
operations, completing the academ-
ic year on high note.
Students have completed their
academic year by November 30 and
the university has closed operations
on December 18. The 2016 academic
year began on January 4.
Sukwianomb, who heads the UOG
Council, was appointed by the Min-
ister for Higher Education, Research
Science and Technology Malakai Tabar
to rescue the academic year after the
students had gone on strike for nearly
two months.
The interim council then appointed
Dr. John Kola, a Chemistry lecturer at
the University of Papua New Guinea,
as interim Vice Chancellor to salvage
the second semester.
Sukwianomb said to the great relief
of all stakeholders, the Government,
the Minister and most importantly the
parents, the interim administration
has done a splendid job in not only
saving the University but bringing
back confidence to this State owned
institution.
“The students have returned back
to there communities and we are
very happy,”Sukwianomb said.“The
semester has been completed suc-
cessfully on Nov. 30 and the university
proceeding to plan for the academic
year 2016.
“The Council has also made some
very important decision in securing
The University of Goroka and to make
sure that stability is returned and we
have sustained that now.
“We have brought the university
back to its original state by virtue of
normalcy being returned and we have
had to take some decisions to ensure
we sustain the job we have to do as
the Council.”
He said the Univer-
sity Council has made
some decisions to those
who hold contracts to
perform some duties at
the University and has
given support to the Vice
Chancellor to deal with
those who do not comply
with the directions of
the Government and
the Minister through the
interim-council.
“Some of the decisions
we have to deal with in
terms of staff discipline
statues have been dealt
with.”

  • 3. 3 Issue. 1 UOG Bulletin By Dr. Samuel Kopamu Acting Pro Vice Chancellor THE University of Goroka’s Top Man- agement Team is pleased to announce that classes for this year 2016 com- menced on February 29. We give full glory, honor, and praise to God for all that has happened to this University on the hilltop, as we look forward to another year 2016 with optimism and hope for better things to come. In fact, everyone thought that the 2015 academic year will not end successfully as it did. But thanks to our resolute faith in God, and combined with the strategic interventions by the National Executive Council, the 2015 academic year was completed success- fully with all student assessments done. In welcoming staff and students to the new academic year, the Manage- ment wishes to hereby announce that work towards providing free Internet Wi-Fi access for students has already commenced. The Management has budgeted K800,000 for this purpose, and has already paid the first installment fee of K100,000 to Telikom for the installation of Wi-Fi Hotspots at various locations throughout the campus including: l Student Dormitories; l Academic Departments; l Lookout; l Student Dinning Hall; l Steven Eka Library; l Mark Solon Auditorium; l Staff Residential Areas; l Midwifery; and, l UOG farm. The network backbone connection is almost completed, and Telikom is cur- rently awaiting switching equipment to arrive from Huawei in China.   • 4. 4 UOG Bulletin Issue. 1 n From Page 1 One of the Council’s main objectives when appointed last year by the Min- ister for Higher Education, Research Science and Technology Hon. Malakai Tabar was to bring to normalcy the ac- ademic year and contain the relentless student unrests. “You remember the 23rd of Septem- ber last year, our one and only purpose was to secure The University of Goroka from collapse (and) from disarray,”Mr. Sukwianomb. “It could have been an embarrass- ment for both the country and the Government of the day. We want to assure Papua New Guinean’s and oth- ers, our friends, collaborators, sponsors and investors that we have secured the University, one of the four State Univer- sities from collapse. “We build for ourselves as an institu- tion, both Management and Council, that assurance to the people of Papua New Guinea and to the Government in particular that we have secured the university. “We will be looking to them to help, as we move on to push the agenda of building this University, within PNG but also within the region.” Mr. Sukwianomb and Pro-Chancel- lor Dr. Musawe Sinebare have a long history associated with The University of Goroka. Going down memory lane, the then Goroka Teachers College (GTC) was a campus of the University of Papua New Guinea until 1997 when it was granted its University status in a National Execu- tive Council (NEC) decision. The other two institutions to get university status that year was the Pacific Adventist University and Divine Word Uni- versity. Mr. Sukwianomb, who was then the Vice Chancellor of UPNG was instru- mental in GTC getting its university stat- ues. Dr. Sinebare was the figure behind all the administrative work in“creating the future”for this University. Almost 20-years on, these two gen- tlemen have been brought back by the Government to chart a new course for this University. “As an institution that we all will be proud of, we are already and we want to build from what we have a teacher training institution that provides the best teacher education for PNG and for the rest of the region,”Mr. Sukwianomb said. “We have worked hard to secure the competency levels of the teachers that we train by giving them the content based education in Social Science, Science, Technology, Communication and all the others so that we boost the content of the Bachelor of Educa- tion Programme. “We want to tell the people of Papua New Guinea that under Dr. Kola’s guardianship and leadership in academia and experience in management of Public Institution, him and his team are working on mak- ing sure that we provide courses with course coding and that every lecturer who is responsible for teaching a pro- gram or strand produce a handbook. “Vice Chancellor on his part is going to be recruiting some of the best people available both in country and outside so we are preparing for – if you like – the future for tomorrow is here. “Eighteen years ago the future was there and we brought it forward, so we are a leading part of the proud history of this institution. We started from a teachers college way in the 60s up to this point in time, 18-year-old Public University. A Public University placed in the Highlands of the region. The Chancellor challenged the stu- dents and staff to be more proactive in the exercise of their duties/responsibil- ities. Vice Chancellor Dr. John Kola con- firmed Mr. Sukwianomb’s annotations saying the University was now stabi- lised and running normally but a lot more needs to be done. “There are lot of areas that need im- proving, in terms of accountability and transparency and these are issues that the Management is looking at with the help of Council,”Dr. Kola. “Because on the Council we have people who are very experienced in specific areas that are helping us Management to bring to The University of Goroka into the light so that all our achievement are accountable.   • 5. 5 Issue. 1 UOG Bulletin DEVELOPING Teacher Education is a key area that needs more attention. This was the main point of discussion by academics from the University of Oxford and The University of Goroka during a recent Education Seminar held in Goroka. The seminar, which was held on Feb- ruary 15-19, was part of a collaboration between the two universities which stretches back to 2013. The team from Oxford that attended the seminar include Professor John Furlong, Dr. Ian Thompson and Dr. Ann Child. Prof. Ferlong, who is the ex-director of the Department of Education at the University of Oxford, and Dr. Childs dis- cussed the issues of developing Teacher Education and best practices around the world while their counterparts at The University of Goroka presented their experiences and challenges they faced on Teacher Education. Dr. Childs said the specific issues and challenges raised would be examined. Over the course of the seminar they looked at the issues and challenges raised, and what kinds of developments Goroka needed and how Oxford could work in collaboration with UOG to help. “It’s just airing views and issues, chal- lenges in both context and looking for ways forward to develop teacher educa- tion in PNG hopefully,”Dr. Childs said. The seminar discovered that there was a need to do more research in Pap- ua New Guinea on Teacher Education and on Education. Dr. Childs, who holds a PhD in Chem- istry and has worked with the Depart- ment of Education in Oxford for over 20 years, pointed out that the structure of the current course could be reviewed to see if it fits the purpose in current day PNG. A lot of discussion was based on ways the current programme works and if it is working now for the current education system in the country. Acting Dean of Education Dr. Sam Na- jike said the seminar was a very useful and informative one where Teacher Ed- ucation was put under the micro-scope. “Even though this is collaboration with Oxford, we try to look at how we can improve in our Teacher Education,” Dr. Najike said. “It is very crucial, very important we must always have input from others outside and elsewhere to improve our practice otherwise we are redundant. “We cannot do much progress but we are assessing how we are doing things here.” Dr. Najike said the seminar will help in designing programmes for UOG. “It is the first time we are having people from outside looking at it (pro- grammes) and not necessarily telling us what to do but they give us a feedback on how to do things. Just ideas like that is very useful for our practice. “There were a number of compari- sons done between UOG and Oxford and across the board theory and prac- tice, how courses are done and so fort. It was done in an environment where it was open discussion on just looking at how it is done. “The main possible outcome is we have looked at some of our weak areas and we have looked at some of the areas/pathways that we can follow to address many of this concerns in teach- er education.” In 2013 the Director of the Depart- ment Education and Dr. Childs came to UOG, as a result of initiative to work between the two universities. The initial visit looked at what kind of collaboration could exist between The University Goroka and University of Oxford and a two-days workshop was held. The result of this partnership includ- ed a visit to Oxford on May 2014 by a delegate of 20 members that included staff from UOG and other parts of the country. The delegates spent two weeks of discussion on Teacher Education in PNG and Teacher Education in Oxford, and learn from each other about how to improve both universities Teacher Education. From that trip it was resolved that four staff from Goroka join in a Masters in Teacher Education in Oxford. The staff joined in September 2014. Teacher Education Glancing in on Academics from UOG and University of Oxford had a lengthy discussion on developing Teacher Education in PNG.

  • 8. 8 UOG Bulletin Issue. 1 n From Page 3 The University has recently established the new ICT Committee chaired by Mr. Kevin Me’e, and the new Media and Marketing Committee with Mr. Milan Boie as its chairman. Together with the arrival of a new ICT Manager Mr. Joseph Demiao, and his hard working deputy Mr. Russell Dekka and the rest of the ICT staff members, they have set them- selves some targets as follows: 1. 200 New Computers for Student Dormitory These new computers will be hooked onto The University of Goroka network together with other computers on campus that are yet to be connected. It is planned that these new computers will be located in nine different tutorial rooms in the student dormitories, so that students can access intranet once the backbone network infrastructure is completed. 2. Trial Wireless Internet Access for Students In the meantime, while waiting for the Telikom to install the complete Wi-Fi equipment, limited student Internet access will be made available for trial purposes at various locations around the campus, starting from March 16, us- ing a cloud based switching equipment as an alternative. 3. Email Accounts for Students New students in 2016 will be the first to be issued with email addresses using the cloud based Google Apps for Education starting March 14 onwards. This means that students can access their emails from anywhere in the world provided there is Internet access. This service will be extended to other stu- dents later in the year. 4. Official Launching of the Re-developed UOG Website The date March 21 has been set as the target date for the launching of this re-developed website. The website will have a Staff Portal and a Student Portal, from which students can access our library resources from anywhere in the world. Before this can happen, Deans of Academic Departments will be asked to submit profile of each and every academic staff member, and provide a description of every diploma/degree program offered by their respective schools/institutes. 5. Automation of Student Records Finally but not the least. We have recently purchased the Open School software costing not more than K3,000. The automation of student records will enable us to manage student records efficiently, provide data security, and improve accessibility of student records to staff and students. Moreover, in the future (possibly starting second semes- ter this year) our students will be able to apply or register online, and access student records online. In making these above announce- ments, the management wishes to hereby request everyone to respect, value, and take ownership of these very expensive ICT equipment now being deployed around the campus. In the past, several computer accesso- ries went missing or cables were cut in our computer laboratories. We hope that this will not be re- peated, and our new ICT equipment will continue to be used for academic purposes for other staff and students in the years to come. Management keen to boost UOG ICT Mr. Mathias Sully Mr. Mathias Sully, M.Edu Leadership (DWU), B.Ed (UOG) is a PhD Student at The University of Goroka under the School of Post Graduate Studies. He was the Principal of Madang Teachers College (MTC), an affiliat- ed institution of The University of Goroka, for the past four years before being accepted to further his studies. He has 27 years of teaching experi- ence in Primary Schools and MTC. From the remote Wom village in Angoram District, East Sepik Prov- ince, he graduated with a Certificate in Primary Teaching in 1988 and spent his teaching career in East Sepik, Northern (Oro) and Madang Provinces. In 2001 he graduated with a Diploma in Education (In-service) at PNGEI and went on to do his Bachelors Degree in Education at The University of Goroka the following year. In 2004, MTC accepted him as a Lecturer in the Professional Studies Department. Given his natural abilities and desire for growth, he was made a Senior Lecturer at Madang Teachers College in 2005 and made his way up the ladder. Given his diverse expe- riences in the education industry in the country, he has developed a richer and greater understanding of the stark realities of education in Papua New Guinea. Despite losing his dad at the age of four, Mr. Sully has overcome all odds and excelled in his professional career. Amid his busy teaching responsi- bilities, Mathias has never stopped up-skillling himself through training programmes relevant to his career.   • 9. 9 Issue. 1 UOG Bulletin Steps on accessing the University Library Database Email activated Dr. Musawe Sinebare Dr. Musawe Sinebare, PhD, M.Info Tech (Wollongong); M.Ed. (Birming- ham), and B.Ed (UPNG) had been the Secretary for Education Department in Papua New Guinea. He had been the Foundation Pro Vice-Chancellor (Administration) when he also served as acting Vice-Chancellor at the University of Goroka (2000 – 2004). He also served as Deputy Provincial Administrator of Eastern Provincial Administration (2005-2007), and Deputy Director (Research Management & Coordi- nation) at the National Research Institute (2008-2011). He is a prolific writer and has pub- lished widely on the Curriculum and ICT matters and has contributed reg- ular commentaries on socio-political issues in the Sunday Chronicle and The National newspapers in Papua New Guinea. The planned project is a phase in the Universities plans to cover the cam- pus with Wifi connection for staff and students. The email accounts is powered by Google Apps for education in particular gmail. Logging into this account will be similar to logging into a gmail account, for those who have one. The interim University Management has backed this long-overdue project in boosting student learning at the University. Access First type in the web address www. gmail.com Username Students will use their student ID as their username except that they should not include the letter ´s´ before their ID. For example if John Smith’s ID number is s2016311000, then his login name will be simply 2016311000@uog.ac.pg. Password The default password is *password *. Once they login in they will be asked to change to their desired password. Their new password should not be less than 8 characters and not more than 100 characters. A successful change of password will lead them to a page that require their confirmation, they simply have to tick the portion for approval and they will be brought to their email accounts. Step 2.   • 10. 10 UOG Bulletin Issue. 1 THE University of Goroka and the Eastern Highlands Family Voice Inc on Monday, January 18, signed an agreement to boost Gender and Social Development training at UOG. The Memorandum of Agreement is a boost for the School of Education’s Strand of Social Development and Gender Studies. The collaboration would enable the Social Development and Gender Studies students to access Projects Sites operated by Family Voice Inc to gain practical experience. The MOA was signed by Family Voice Inc Director Mr. John Ericho and UOG acting Vice chancellor Dr. John Kola and was witnessed by Chairperson of the Eastern Highlands Family Voice Inc Sir Walter Nombe. Mr. Ericho said PNG’s demography shows that the gender ratio is about equal which means 50% of the popula- tion is comprised of women. However, he said the equality is alone in terms of gender equality considerations. “The country has a huge responsi- bility to its people and in particular its women to engender a culture of gender sensitiveness and responsiveness in programme and project development to address this huge historical baggage we carry as a people,”Mr. Ericho said. “Women comprise some 50% of the country’s population but are under-uti- lised.” He said while the constitution pro- motes gender equality, the government machinery has not really taken on the challenge. He said the policy environment was now regarded as“Gender Blind”. Mr. Ericho said the market environ- ment is emerging for human resources requirement for gender sensitive and responsive programmes and plans. Acting Vice Chancellor Dr. Kola said the University had a major restructure going on and this programme would be part of the restructure. “We can build this to a programme that is strong, sustainable and is solid,” Dr. Kola said. “People we graduate here must show the color of The University of Goroka. We must show that Papua New Guin- eans must create development in their own societies. “As part of this exercise we are very serious in making sure our academic programmes are upgraded, reshaped to be able to meet the requirements of a proper well classed university.” Acting Executive Dean of Education Dr. Sam Najike said Gender remains a critical development issue in PNG. He quoted the 2013 UNDP Human Development Report saying Gender In- equality in PNG has led to a 61.7% loss in potential Human Development.   • 11. 11 Issue. 1 UOG Bulletin THE University of Goroka is setting a pathway for non-school leavers with a unique programme to be offered under the University’s Institute of Distance and Flexible Learning. The programme is targeting students who have applied to The University of Goroka but have fell short of being admitted because of lower GPA. These students now have a second chance of being selected to the Uni- versity under the Certificate in Tertiary Admission Studies. The catch for this programme is upgrading students automatically has a spot in the University for the following academic year. This programme is targeting students with a lower GPA of 1.75-2.4. The programme begins in March 2016 and over 3600 students have already been identified to pioneer the programme. Director of IDFL Mr. Kensol Rui said the programme was initiated because there was a massive population of school leavers applying to The Uni- versity of Goroka but the University could only cater for a portion of these prospecting students. “As usual as we see in many institu- tions, only a little proportion of school leavers apply to institution as was the case here,”Mr. Rui said during the launching of the programme on Febru- ary 26. “The institution can only get a limited number of people while the massive population were ineligible and could not come in. “When we realised that, we came up with the idea of developing this partic- ular programme so we can give them a chance to come into this programme and upgrade. “For those who do well in this programme, they can then be given a second opportunity to come back to the University to the programmes they applied for. “In the big picture we realised that the university as a State institution can also participate with the government in addressing the population of people that are coming out. Not all of them get into universities but more or less we cater for this massive population.” The duration of the programme de- pends on the number of subjects each student wish to upgrade. One subject is offered per semester. Mr. Rui said there is a unique distinc- tion between The University of Goroka’s Certificate in Tertiary Admission Studies programme and the UPNG Open Col- lege and Unitech’s DODL programmes. “The distinction is that this pro- gramme is targeting schools leavers non-eligible applicants to The Universi- ty of Goroka,”Mr. Rui said. “That’s uniquely prepared to address this group who were rejected by this University because of lower GPA. “The UPNG Open Campus and Unitech’s DODL programme is a pro- gramme provided to all the Grade 12 leavers with low GPAs.“The other major distinction is with those programmes, the institutions don’t provide solid pathways for the up-graders. “What makes us different is we as a University now have a quota for stu- dents upgrading in this programme. “We give them preference using this quota, if they apply and fill that quota that’s it. “That’s not what other institutions do with matriculation programmes. They only upgrade and let the up-graders find their own way to institutions. For a start, the programme will be offered in Goroka, and the IDFL centres in Mt. Hagen and the National Capital District. There are 3,667 school leavers from 2014 and 2015 identified to head this programme. The shortlisted students names will be published in the print media on a later date. Mr. Rui said they got more indication of students in Lae, Rabaul and Wewak so they will strategise and send out staff to do enrollments in those provinces. Students under this programme will be eligible to apply to other universities and colleges. “I feel appreciative with my own staff who have committed so much into it,” Mr. Rui said. He thanked the academic staff of UOG, the Deans of Schools and the Top Management Team for supporting the programme. The acting Vice Chancellor Professor John Kola was on hand to officially launch the new course. Students have completed their academic year by November 30 and the university has closed operations on December 18. The 2016 academic year began on January 4. Sukwianomb, who heads the UOG Council, was appointed by the Min- ister for Higher Education, Research Science and Technology Malakai Tabar to rescue the academic year after the students had gone on strike for nearly two months. The interim council then appointed Dr. John Kola, a Chemistry lecturer at the University of Papua New Guinea, as interim Vice Chancellor to salvage the second semester. Sukwianomb said to the great relief of all stakeholders, the Government, the Minister and most importantly the parents, the interim administration has done a splendid job in not only saving the University but bringing back confidence to this State owned institution. “The students have returned back to there communities and we are very happy,”Sukwianomb said.“The semester has been completed suc- cessfully on Nov. 30 and the university proceeding to plan for the academic year 2016. “The Council has also made some very important decision in securing The University of Goroka and to make sure that stability is returned and we have sustained that now. “We have brought the university back to its original state by virtue of normalcy being returned and we have had to take some decisions to ensure we sustain the job we have to do as the Council.” He said the Univer- sity Council has made some decisions to those who hold contracts to perform some duties at the University and has given support to the Vice Chancellor to deal with those who do not comply with the directions of the Government and the Minister through the interim-council. “Some of the decisions we have to deal with in terms of staff discipline statues have been dealt with.” Chancellor satisfied with closure of 2015 Academic Year Chancellor Joseph Sukwianomb The Communication & Marketing Team ICT Committee Isaiah Igish Communication & Marketing Officer Kevin Me’e Chairman – ICT Committee Joseph Demiao ICT Manager Junior Taomba Web-Master Milan Boie Chairman – Media & Marketing Committee
