2. INTRODUCTION
More than 2.68 crore population in India are having a disability and out of the
population, the majority have been living in rural areas.
As the population is much but still it is a minority and not much highlighted.
Policies and Programmes are formulated, but it is not reaching the needy.
OBJECTIVES
To understand the Policies for the welfare of Persons with disabilities.
To explore the acts and legislations to promote and strengthen the rights of the
disabled population.
3. METHODOLOGY
Study type: Scoping review
Literature Reviewed revealed 130 research papers from 4 databases.
As per the selection criteria, 8 research papers have been selected and
reviewed.
After scanning the references to the screened-out articles, also get to some
statistical reports by NSSO, WHO, and other related organizations, along with
7 references from the Government database including, the Ministry website,
Policies, and laws famed for persons with disability.

Out of a total 15 percent of the population two-four percent
population experience significant difficulties.

7. ISSUE AND CHALLENGES

Exploitation and abuse.

Restricted to some set activities.

Less proactive or no proactive support to the disabled.
Unavailability of data regarding the population of
disabled for policy formulation.
Slow research and development in the context of
services they need.

9. CONCLUSION
The concept of disability is dynamic in nature where “disability was started to be
recognized as Sympathy and charity and till now it is being identified as empathy
and Empowerment”.
In totality, the constitution provides fundamental rights and directs the state to
form policies as per the need of the disabled population. Social legislation are
providing direct legal benefits to the person with a disability.
One thing which required most in the whole scenario of disability is issuing of a
Disability certificate and facilitating of the required service centers customized for
the person with a disability.
