EXECUTIVE SUMMARY
 The number of domestic and foreign tourist arrivals in the state has crossed over 2.37 million in 2017.
 An amount of Rs 1,240 crore (US$ 192.4 million) has been allocated in the State Budget 2018-19 to boost
religious tourism.

 Uttar Pradesh is the largest producer of food grains in India and accounted for about 17.83 per cent share in
the country’s total food grain output in 2016-17. Food grain production in the state in 2016-17 stood at
49,144.6 thousand tonnes. Pulses production in the state stood at 1,985.00 thousand tonnes in 2017-18*.
 Major food grains produced in the state include rice, wheat, maize, millet, gram, pea & lentils. With overall
vegetable production of 28,226.19 thousand tonnes in 2017-18^, the state remains largest producer of
vegetables in India.

Base
 In 2018-19, state budget of Uttar Pradesh grew by 11.4 per cent, as compared with the state budget in 2017-
18. In 2018-19, the state government proposed an allocation of Rs 4,28,384.52 crore (US$ 66.47 billion) for
various sectors of the state.

 The state has a well-developed social, physical and
industrial infrastructure. It also has good connectivity
through 48 national highways, 6 airports & rail links to
all major cities.
 The state has witnessed strong infrastructure growth in
the recent past.

 The state offers a wide range of subsidies, policy and
fiscal incentives as well as assistance for businesses
under the Industrial and Service Sector Investment
Policy, 2004 and Infrastructure & Industrial Investment
Policy, 2012.

 With a population of 199.81 million, Uttar Pradesh is
the most populous state in India.

 Uttar Pradesh shares its borders with Nepal on the north; the Indian
states of Uttarakhand and Himachal Pradesh towards the northwest;
Haryana, Delhi and Rajasthan on the west; Madhya Pradesh on the
south, Chhattisgarh and Jharkhand to the southeast and Bihar in the
east.
 The most commonly spoken language in the state is Hindi. English
and Urdu are the other languages used.
 Lucknow, Noida, Agra, Ghaziabad, Allahabad, Varanasi, Kanpur,
Meerut and Saharanpur are some of the key cities in the state.
 The state has three major seasons: hot weather (March to June),
rainy season (July to September) and cold weather (October to
February).
 Wheat, rice, pulses, oil seeds and potatoes are the major
agricultural products. Sugarcane is the most important cash crop
throughout the state.

GSDP at current prices
 At current prices, the GSDP of Uttar Pradesh was Rs 13.39
trillion (US$ 207.83 billion) in 2017-18.
 The GSDP grew at a CAGR of 10.80 per cent from 2011-12 to
2017-18.

 The NSDP of Uttar Pradesh was Rs 11.86 trillion (US$ 184.00
billion) in 2017-18.
 The NSDP grew at a CAGR of 10.68 per cent between 2011-12
and 2017-18.
 The state’s per capita NSDP in 2017-18 was Rs 53,700 (US$
833) compared with Rs 32,002 (US$ 667) in 2011-12.
 Per capita NSDP increased at a CAGR of 9.01 per cent

ECONOMIC SNAPSHOT – PERCENTAGE
DISTRIBUTION OF GSVA
 In 2017-18, the tertiary sector contributed 50.47 per cent to Uttar
Pradesh’s GSVA at current prices, followed by the primary sector
(26.73 per cent) and secondary sector (22.79 per cent).
 The tertiary sector grew the fastest among the three sectors from
2011-12 to 2017-18 (12.35 per cent CAGR). The growth was driven
by trade, hotels, real estate, finance, insurance, transport,
communications and other services.
 The primary sector expanded at a CAGR of 9.69 per cent between
2011-12 and 2017-18. The growth was driven by agriculture and
forestry.
 The secondary sector expanded at a CAGR of 7.59 per cent
between 2011-12 and 2017-18. This was driven by manufacturing,
construction, and electricity, gas & water supply.

ECONOMIC SNAPSHOT – FDI INFLOWS &
INVESTMENTS
 According to the Department of Industrial Policy & Promotion (DIPP),
cumulative FDI inflows1 in Uttar Pradesh, during April 2000 to
December 2017, amounted to US$ 652 million.
 The tertiary sector of Uttar Pradesh was a major contributor to the
GSVA of the state, followed by the primary sector and the secondary
sector.

 Uttar Pradesh is well-connected to its 9 neighbouring states & other
parts of India through 48 national highways. The length of national
highways running through the state accounts for about 8.5% of the
total National Highway (NH) length in India. Yamuna Expressway
has 6 lanes & is 165-km long with controlled-access which connects
Greater Noida with Agra.
 In the 2018-19 state budget, the government allocated Rs 17,615.29
crore (US$ 2.73 billion) for good roads and better connectivity,
which is 22 per cent more than the previous year’s budget.

PHYSICAL INFRASTRUCTURE – RAILWAYS
 Uttar Pradesh has the biggest railway network in the country with a
railway density of 40 km which is double the rail density of the India.
 Agriculture, cement, fertilisers, coal and manufacturing are the major
sectors and industries served by the railways.
 Various parts of the state are catered to five of the 17 railway zones
in India. These are Northern Railways, North Eastern Railways, East
Central Railways, North Central Railways and West Central
Railways.
 As per state budget 2018-19, Uttar Pradesh government has
increased its railway budget compared to previous year to Rs 36,000
crore (US$ 5.59 billion) for development of several projects such as
re-development of Charbagh railway station, Lucknow Junction and
Gomti Nagar stations , over bridge at Malhaur and development of
passenger amenities at Alamnagar station.

 The state has six domestic airports, located at Agra, Allahabad,
Gorakhpur, Kanpur, Lucknow and Varanasi.
 International flights operate from Chaudhary Charan Singh International
Airport, Lucknow, and Lal Bahadur Shastri Airport, Varanasi. In April -
March 2018, Lucknow and Varanasi airports handled 6,329 million
tonnes and 1,190 million tonnes of freight, respectively.

PHYSICAL INFRASTRUCTURE – POWER … (1/2)
 Uttar Pradesh was one of the state to bring in power sector reforms
in the country. The fundamental restructuring of the state power
sector was processed in mid 1990s, wherein world bank was one of
the main agencies funding in power sector reforms in India.
 As of April 2018, Uttar Pradesh had an installed power generation
capacity of 24,916.73 MW (comprising 6,218.20 MW under state
utilities, 12,178.24 MW under private utilities & 6,520.29 MW under
central utilities).
 Thermal power contributed 18,529.21 MW to the state’s total
installed power generation capacity, followed by a contribution of
3421.03 MW by hydropower, 289.48 MW by nuclear power &
2,677.01 MW by renewable power.
 As per state budget 2018-19, Rs 29,883 crore (US$ 4.64 billion) has
been allocated to power sector schemes.

 The Uttar Pradesh circle has good telecom infrastructure, with all the
major players providing services in the state. The state has a huge
postal circle (17,670 post offices) divided into six regions: Allahabad,
Agra, Bareilly, Gorakhpur, Kanpur and Lucknow.
 By the end of February 2018, 34,544,736 subscribers had submitted
requests for mobile number portability in Uttar Pradesh.
 In December 2017, major telecom companies are being called in for
providing connectivity as part of the Government of India’s plan of
setting up 5 million smart meters across Uttar Pradesh and Haryana.

 Uttar Pradesh government targets improving basic urban
infrastructure and water supply in 61 cities and towns with a
population of above one lakh each by 2019-20.
 As per state budget 2018-19, a total amount of Rs 11,500.00 crore
(US$ 1.78 billion) has been allocated to ‘Pradhan Mantri Awas Yojna’
and around Rs 200.00 crore (US$ 31.03 million) allotted ‘Mukhya
Mantri Awas Yojna’.
 The Government of Uttar Pradesh has proposed an investment of
5,000.00 crore (US$ 775.80 million) for the Swachch Bharat Mission
(Grahmin) in State Budget 2018-19.
 In the State Budget 2018-19, an allocation of Rs 1,500.00 crore (US$
232.00 million) for National Rural Drinking Water programme and Rs
120.00 crore (US$ 18.62 million) for State Rural Drinking Water
Programme has been made.

 Under the Smart Cities Mission launched by the central government
in Uttar Pradesh, 13 cities were proposed to be developed as smart
cities.
 In August 2015, 12 cities were shortlisted to be developed as smart
cities, namely - Kanpur, Lucknow, Allahabad, Jhansi, Moradabad,
Aligarh, Saharanpur, Bareilly, Varanasi, Ghaziabad Agra and
Rampur.
 Out of these, 7 cities have been included by the central government,
until the third round of the mission. In the fourth round released in
January 2018, 3 new cities have been chosen, namely, Bareilly,
Moradabad and Saharanpur.
 As per state budget 2018-19, amount of Rs 1,650 crore (US$ 256.01
million) has been allocated for ‘Smart City Mission’.

 Uttar Pradesh has 72 universities out of which 28 are state
universities, 9 are deemed universities, 6 central universities, and
29 private universities.
 The state is one of the few states to have successfully
implemented the “education for all” policy. Consequently, the state
has made various investments towards escalation of the standard
of education across various levels. The state has a good presence
of private players in the education sector.
 In the state budget 2018-19, the state government allocated Rs
2,048 crore (US$ 317.77 million) for Mid-Day-Meal, Rs 18,167
crore (US$ 2.82 billion) for Sarva Shiksha Abhiyan. Allocations of
Rs 480 crore (US$ 74.48 million) and Rs 167 crore (US$ 4.03
million) have been made for ‘Rashtriya Madhyamik Shiksha
Abhiyan’ and ‘Rashtriya Uchchatar Shiksha Abhiyan’, respectively.

INDUSTRIAL INFRASTRUCTURE (SEZs) … (1/2)
 Uttar Pradesh, a state with an access to a robust industrial
infrastructure, has 15 industrial areas, 12 specialised parks, 4 growth
centres & Industrial Infrastructure Development Centres (IIDC).
 As of December 2017, the state had 21 notified special economic
zones (SEZs). Out of the notified SEZs, 15 are for the IT/ITeS sector.
 The state has proposed 40 IT/ITeS parks (apart from IT SEZs), 2
biotech zones & a knowledge park. The development of integrated
agro/food processing zones has been proposed at Hapur, about 54
km from Delhi.
 The state government sanctioned 20 SEZs in the state to
accommodate various sectors such as IT/ITeS, textiles, handicrafts,
and non-conventional energy. IT/ITeS accounted for the maximum
share of approved SEZs in the state which accounted for 80 per cent
of the 20 SEZs, followed by electronic products contributing 18 per
cent to the overall share.

 Tier–II cities are attractive destinations for the IT/ITeS industry and
Uttar Pradesh can tap the potential of its cities such as Lucknow that
are in proximity to Noida and NCR. During 2016-17*, the total
exports from the operating SEZs in the state of Uttar Pradesh stood
at US$ 1.64 billion.
 Under central government scheme, various integrated industrial
development centres have been developed so as to boost the
development of micro small & medium industries at Etah, Banthar
(Unnao), Kosi Kotwan (Mathura), Kursi Road (Barabanki) & various
other places. The Greater Noida Phase-II has 19 per cent land
reserved for industrial use.
 In February 2018, Essel group announced MoUs worth Rs 180 bn
(US$ 2.78 billion) to boost state infrastructure by manufacturing E-
buses.

 The major factors backing the IT & ITes industry in the state are the
structured incentives to IT & ITeS companies. For instance IT/ITeS
companies with investments of more than US$ 0.79 million can avail
interest free loans.
 Moreover the increasing upgradations in the infrastructure owing to
rising investments along with proximity to the pool of talent are
additional positive factors for the IT/ITes industry in the state.
 As of July 2017, there were 10 operational SEZs across Noida,
Greater Noida, Bulandshar & Gautam Budh Nagar, of which 7 are
primarily dedicated to IT/ITeS industries.
 As per budget 2018-19, an amount of Rs 30 crore (US$ 4.65 million)
have been allotted for e-office system in all government offices and

 Uttar Pradesh is the largest producer of Vegetables, wheat and food
grains in India. Major food grains produced in the state include rice,
wheat, maize, millet, gram, pea & lentils.
 Production of Vegetables stood 28.23 thousand MT in 2017-18
 Food grains accounted for about 17.83 per cent share in the country’s
total food grain output in 2016-17, stood at 49,144.6 thousand tonnes.
 Share of wheat was about 30.55 per cent in the country’s overall
wheat production reached 30,057.9 thousand tonnes during 2016-17.
Production of pulses in the state was recorded at 1,985 thousand
tonnes during 2017-18.
 In March 2018, Government of India’s Cabinet Committee on
Economic Affairs approved total amount of Rs 1,151.80 crore (US$
177.91 million), further which will be bifurcated to Rs 591.65 crore
(US$ 91.39 million) in 2018-19 and Rs 560.15 crore (US$ 86.52
million) in 2019-20 for the promotion of Agricultural Mechanization for
in-situ Management of Crop in the States of Punjab, Haryana and
Uttar Pradesh and NCT of Delhi.

 The state government has made a record wheat purchase of 23.20
thousand metric tonnes in just 53 days. With this purchase,
Government has benefitted and encouraged the farmers by crediting
US$ 520.6 million directly to their accounts. Moreover, the state
government has already started 5,000 wheat purchase centres
across Uttar Pradesh from April 1, 2017.

 Easy access to raw material and huge potential of establishing new
units in Eastern Uttar Pradesh have given a boost to sugar
manufacturing in the state. There is a huge demand for by-products
of the sugar industry.
 Uttar Pradesh is the second largest sugar production among states
in India and stands second with 6.601 million MT in 2017-18*.
 Sugarcane is produced in 44 districts of the state & of these districts,
28 districts are major sugarcane producing districts. As of November
2017, there were around 110 operational sugar mills in the state.
 The state is among the largest sugarcane producers in India and
accounted for 47.20 per cent of the country’s sugarcane production
in 2016-17, total sugarcane production was around 144.78 million
tonnes in 2016-17.

 Uttar Pradesh is recognised as a major milk-producing state in India,
accounting for 16.83 per cent share with around 27.77 million tonnes,
growing at a CAGR of 4.21 per cent from 2011-12 to 2016-17 in the
total milk produced in the country.
 Per capita milk availability in the state has increased from 310 grams
per day in 2011-12 to 345 grams per day in 2016-17.
 The dairy sector of the state is anticipated to show enormous growth
after the incorporation of National Dairy Plan (NDP). National Dairy
Plan has been introduced in eight districts of Uttar Pradesh namely
Meerut, Ambedkarnagar, Lucknow, Bijnore, Gonda, Farrukhabad,
Barabanki and Faizabad. The plan will encourage the state to
introduce scientific measures to increase milk production. The phase
1 of the National Dairy Plan is for a period from 2011-12 to 2018-19.
 As per budget 2018-19, Rs 15 crore (US$ 2.33 million) has been
allocated for National Programme for Dairy Development (NPDD)
schemes.

 Dhampur Sugar Mills Ltd has four sugar mills in Uttar Pradesh, at Dhampur, Asmoli, Mansurpur and Rajpura.
Besides, the company produces 145 MW of co-generation power and 300 kilo litres of ethanol per day.
 The company has a sugarcane crushing capacity of 44,500 tonnes per day.
 Bajaj Hindusthan Sugar Ltd, a wholly owned subsidiary of Bajaj Group company, is one of the largest sugar and
ethanol manufacturing companies in India. The company has 14 sugar plants located in Uttar Pradesh. The
aggregate crushing capacity of these plants is 136,000 tonnes crushed per day . A subsidiary of the company
has four plants in the state with a crushing capacity of 40,000 TCD.
 The company also produces 38 million litres of ethanol and around 430 MW of power from bagasse.
 Balrampur Chini Mills Ltd (BCML) was incorporated in 1975. BCML is one of the largest integrated sugar
manufacturing companies in India with a crushing capacity of 79,000 TCD.

KEY SECTOR – TOURISM
 Uttar Pradesh is one of the most preferred states in the country due
to the presence of a bouquet of tourist destinations in the state.
 The eminent tourist & historical destinations are Varanasi, Piprahwa,
Kaushambi, Shravasti, Kushi Nagar, Agra, Lucknow, Chitrakoot,
Jhansi, Allahabad, Vrindavan & Meerut.
 Varanasi, being one of the most prominent religious & cultural cities
in India, attracts a huge chunk of tourists every year. Recently the
central government launched a policy to encourage tourism in the
city, which is expected to boost the sector significantly.
 In 2017, 2.37 million domestic and foreign tourists visited the state of
Uttar Pradesh.
 As per state budget 2018-19, Rs 1,240 crore (US$ 192.4 million) has
been allocated to boost religious tourism.
 In February 2018, the state government launched a new Tourism
policy to attract investments worth Rs 5,000 crore (US$ 772.32
million) every year, to increase domestic tourist footfall by 15 per
cent and foreign tourist footfall by 10 per cent.

 The state has tremendous potential to increase its biomass energy
production in 97,589 villages. the state is the largest producer of
sugarcane and second largest producer of rice in India, the by-
product bagasse and rice husk form abundant raw material base for
power production.

capacity of grid connected to renewable energy in 2017-18.

For updated information, please visit www.ibef.orgUTTAR PRADESH3 EXECUTIVE SUMMARY  The number of domestic and foreign tourist arrivals in the state has crossed over 2.37 million in 2017.  An amount of Rs 1,240 crore (US$ 192.4 million) has been allocated in the State Budget 2018-19 to boost religious tourism. Food grain production in the state in 2016-17 stood at 49,144.6 thousand tonnes. Pulses production in the state stood at 1,985.00 thousand tonnes in 2017-18*.  Major food grains produced in the state include rice, wheat, maize, millet, gram, pea & lentils. With overall vegetable production of 28,226.19 thousand tonnes in 2017-18^, the state remains largest producer of vegetables in India. Strong Horticulture Base  In 2018-19, state budget of Uttar Pradesh grew by 11.4 per cent, as compared with the state budget in 2017- 18. In 2018-19, the state government proposed an allocation of Rs 4,28,384.52 crore (US$ 66.47 billion) for various sectors of the state. It also has good connectivity through 48 national highways, 6 airports & rail links to all major cities.  The state has witnessed strong infrastructure growth in the recent past. Policy and fiscal incentives  The state offers a wide range of subsidies, policy and fiscal incentives as well as assistance for businesses under the Industrial and Service Sector Investment Policy, 2004 and Infrastructure & Industrial Investment Policy, 2012.  The state has well-drafted, sector-specific policies for IT and biotech. For updated information, please visit www.ibef.orgUTTAR PRADESH12 ECONOMIC SNAPSHOT – PERCENTAGE DISTRIBUTION OF GSVA  In 2017-18, the tertiary sector contributed 50.47 per cent to Uttar Pradesh’s GSVA at current prices, followed by the primary sector (26.73 per cent) and secondary sector (22.79 per cent).  The tertiary sector grew the fastest among the three sectors from 2011-12 to 2017-18 (12.35 per cent CAGR). The growth was driven by trade, hotels, real estate, finance, insurance, transport, communications and other services.  The primary sector expanded at a CAGR of 9.69 per cent between 2011-12 and 2017-18. The growth was driven by agriculture and forestry.  The secondary sector expanded at a CAGR of 7.59 per cent between 2011-12 and 2017-18. This was driven by manufacturing, construction, and electricity, gas & water supply. The length of national highways running through the state accounts for about 8.5% of the total National Highway (NH) length in India. Yamuna Expressway has 6 lanes & is 165-km long with controlled-access which connects Greater Noida with Agra.  In the 2018-19 state budget, the government allocated Rs 17,615.29 crore (US$ 2.73 billion) for good roads and better connectivity, which is 22 per cent more than the previous year’s budget. For updated information, please visit www.ibef.orgUTTAR PRADESH16 PHYSICAL INFRASTRUCTURE – RAILWAYS  Uttar Pradesh has the biggest railway network in the country with a railway density of 40 km which is double the rail density of the India.  Agriculture, cement, fertilisers, coal and manufacturing are the major sectors and industries served by the railways.  Various parts of the state are catered to five of the 17 railway zones in India. These are Northern Railways, North Eastern Railways, East Central Railways, North Central Railways and West Central Railways.  As per state budget 2018-19, Uttar Pradesh government has increased its railway budget compared to previous year to Rs 36,000 crore (US$ 5.59 billion) for development of several projects such as re-development of Charbagh railway station, Lucknow Junction and Gomti Nagar stations , over bridge at Malhaur and development of passenger amenities at Alamnagar station. The fundamental restructuring of the state power sector was processed in mid 1990s, wherein world bank was one of the main agencies funding in power sector reforms in India.  As of April 2018, Uttar Pradesh had an installed power generation capacity of 24,916.73 MW (comprising 6,218.20 MW under state utilities, 12,178.24 MW under private utilities & 6,520.29 MW under central utilities).  Thermal power contributed 18,529.21 MW to the state’s total installed power generation capacity, followed by a contribution of 3421.03 MW by hydropower, 289.48 MW by nuclear power & 2,677.01 MW by renewable power.  As per state budget 2018-19, Rs 29,883 crore (US$ 4.64 billion) has been allocated to power sector schemes. The state has a huge postal circle (17,670 post offices) divided into six regions: Allahabad, Agra, Bareilly, Gorakhpur, Kanpur and Lucknow.  By the end of February 2018, 34,544,736 subscribers had submitted requests for mobile number portability in Uttar Pradesh.  In December 2017, major telecom companies are being called in for providing connectivity as part of the Government of India’s plan of setting up 5 million smart meters across Uttar Pradesh and Haryana. Out of the notified SEZs, 15 are for the IT/ITeS sector.  The state has proposed 40 IT/ITeS parks (apart from IT SEZs), 2 biotech zones & a knowledge park. The development of integrated agro/food processing zones has been proposed at Hapur, about 54 km from Delhi.  The state government sanctioned 20 SEZs in the state to accommodate various sectors such as IT/ITeS, textiles, handicrafts, and non-conventional energy. IT/ITeS accounted for the maximum share of approved SEZs in the state which accounted for 80 per cent of the 20 SEZs, followed by electronic products contributing 18 per cent to the overall share.
