6. No: Issues/Constraints Possible Solution Responsible
1 Funding constraints affected small
farmers program
Documentation of the
NIPA Cocoa Plan
Lihir Team and Bias
2 Free handout mentality is a threat to the
project
It is important that
growers get recognition
for the sweat equity they
put in but equally
important is the fact that
they are the primary
producers and owners of
the product. To maintain
interest we all need to
ensure that we maintain
service support to them,
open up markets
technical services to
improve and maintain
quality in the field in
processing cocoa.
NIPA Team
3 Lack of transport and infrastructure
support
Cocoa Extension
Program Funding
NIPA Team
4 Lack of good working relationships
between CCI, PNGCB, DPI-Kvg and NIPA
in supporting small holder cocoa/copra
projects.
Strengthen the
relationship between the
teams involved in the
Program.

7. Applications for the eight (8) fermentaries to
be approved by the Cocoa Board.
Most importantly NIP Team should work
together with the Lihir Team to achieve
Sustainable Economy for Lihir.
Prepared by MS.AN.BR.PR.HB.XA 722/10/15 05:28
8. Network between the NIP Team and the
Lihir Team has been successful and a way
forward has been drafted by the Team.
To meet the demand of Mondelez
International, Lihir has to connect with the
Whole of New Ireland to have the quantity
required and needed resources to have
the quality cocoa produce.
