You should all be aware of this , but doesn’t hurt to give a reminder of a recent announcement and addition to our programme flexibility. Many of you have already signed up to access this, but just in case, here are the details and if you should still want to participate speak to us…
These headline areas of focus merely demonstrate the opportunities and appetite for delivering affordable homes for the South West
Kevin has already spoken about the opportunities that Homes England will provide. Ian Knight will also be giving you an update on our ability to use land both now and in the future as Homes England develops. In terms of new opportunities for accelerating the development of new homes, we want to work with partners and part of that is our ability to acquire, hold and develop land.
These figures are up to date and show our ( that is Homes England and you our partner’s ) performance and what is left to do in a relatively short space of time – less than 10 weeks.
Top 15 accounts for 2/3rd of spend – very reliant on top 15. These 5 HA s with some significant partnerships are key to our delivery, and we are happy to work with them as they provide a solid foundation for affordable homes delivery in the south west. They are “safe” hands for us at the moment and worth noting that Knightstone and DCH are set to merge next month – please don’t take your eyes off the ball !
This next group which makes up our top 15 and where we are keen for you to expand your business and grow into the next top 5. It has already been pointed out that to deliver at the pace and acceleration that Government is asking will require us all to do things differently – in the current jargon to become the “disrupters”. Now we want to work with all of our partners to explore how we do more . How we work together in collaboration and what you need from us to produce those new homes.
Talk about the white paper – October - grant announcement and grant levels. This slide gives a graphic on how the programme has developed over the past year. The reason for the dotted line in October is where Govt. announced the future for LHA caps on supported housing, the policy on rent regime and the NAO’s verdict on HA s sitting outside the PSBR regime. It shows the infamous hockey stick where by forecasts on IMS show that the majority of expenditure will happen in the final quarter. Fine as long as it happens, but we know that slippage and scheme failure which is why we expect our key partners to be able to mitigate slippage with substitute schemes or the ability to bring forward spend and delivery from the first quarter of the new financilal year.
We have been speaking to all of our partners about the flexibilities which are in place up to year end to help maximise the spend in the programme. Many of you have been able to support switches and changes and I don’t underestimate the amount of work this has involved for your own staff. We are grateful for the contribution, but would ask that you keep these issues in front of you and review if you can still utilise any of these areas for expenditure.
The use of continuous market engagement has been a very successful element in programme building ever since it was introduced. This has been vital to our continued success and remains the main area where we can influence the size of the programme and therefore expenditure levels. The process is now well embedded and enables a rapid response from bid submission to final answer.
Our plea is that you continue to work with us to put schemes forward. Obviously year end is the critical and maintaining contact with your contract managers is crucial over new schemes. But we also want a dialogue with you about next year and the years after that…
