Responsible for both policy oversight for and budget appropriations state land, marine and air
infrastructure. [$9B+ in biennial expenditures]
Capital Budget
Responsible for policy oversight, budget appropriations and debt structure of state lands and
facilities. [$6B+ in biennial expenditures.]
Joint Legislative Audit and Review
Responsible for non-partisan performance audits of state policy and programs, both
independently and as funded by appropriations.
Washington Institute for Public Policy – Ranking Member
Responsible for non-partisan research and assessment of public policy issues as funded by

Responsible for oversight of state budget master database reporting system and public access.

Washington Learns – Ranking Member
A comprehensive two year review of the state’s early learning, K-12, higher education and
workforce development policy and budget structure.
Basic Education Funding Task Force
A comprehensive two year review of the state’s K-12 public school funding, allocation and
performance measurement structure.
Awards:
Lieutenant Governor’s ‘Washington Generals’ designation and Washington Policy Center ‘Champion
of Freedom’ award for outstanding civic leadership and pursuit of excellence in public education.
Leadership:
Minority Floor Leader responsible for policy debate and parliamentary procedure.
President of the Pacific Northwest Economic Region (PNWER). PNWER is an intergovernmental and
public/private sector U.S.-Canadian compact consisting of the five U.S. northwestern states and four
western Canadian provinces chartered to promote economic growth, environmental sustainability
and public policy alignment. PNWER’s Cross-Border Security Initiative to balance security and
commerce requirements became the national standard for the U.S. Department of Homeland
Security.
