Many of out-of-school youths nowadays are not
aware of the opportunities offered by the Department
of Education for them to gain basic literacy skills even
though they can’t attend to formal education. This
study aimed to develop momentum for creating,
promoting and racing awareness about ALS that are
flexible and effective in offering school age children a
chance of education so that they can learn, graduate
and see their right to education fulfilled to reach the
unreached. Thus, the results of the study would be an

The research was conducted at
Laoag City, Ilocos Norte in
selected barangays, specifically,
Barangay 14, Barangay 15 and
Barangay 44.

Respondents
Most of the OSY respondents of the said
research were permanently residing at Laoag City
and some of them were temporarily at Laoag due
to their job location. Though, most of them didn’t
have an occupation yet and still depending on
their parents. And some of them have already a
family to support. The age of the OSY
respondents is ranging from 15-30 years old.

Data Gathering tools
A simple questionnaire was constructed by the
researchers to serve as the main tool in gathering the
data and it was cheched by the teacher.
The said survey specifically aimed to determine
the level of knowledge and awareness of the OSY’s
about ALS. The questionnaire consists of 4 questions.
In the first question, it was asked if the respondents
knew about ALS and it is only answerable by YES or
NO.

In the second question, facts about ALS were
presented and the respondents were asked to check at
least 7 from the list. In the third question, benefits of
ALS were presented in tabular form in which the
respondents were asked to check the choices labelled
(very much, much, not much, not so much and none).
And lastly, list of ALS’ importance to students and
teachers were presented and the respondents were
asked to rate it from 1-5; five as the highest.

Statistical Treatment
After the questionnaires were all
gathered, the researchers analyzed the
respondent’s answers through the use of
basic statistical operations such as the
frequency counts, averaging, getting the
mean and percentage.

per item were tabulated then the percentage
and mean were computed to reveal the level
of knowledge and awareness of OSYs about
ALS. This will show how far the OSYs
knew something on the important concepts
of the said program.

Table 1 shows the percentage of responses
on the awareness of ALS. There are seventy three
percent (73%) of the respondents who are familiar
with the existence of ALS and only twenty seven
percent (27%) of them did not know about it.
This shows that there are lot of OSYs who
were informed about ALS and only few of them
didn’t know about it.

Table 2 shows the top 7 facts about ALS that
the out-of-school youths and adults know. Eighty
three percent (83%) of the respondents claimed that
they know that the target learners of ALS are out-of-
school youth and adults in both rural and urban
communities. With a percentage of sixty three (63%),
the respondents says that they know that ALS
promotes certification and accreditation in alternative
learning program both formal and informal for basic
education.

Sixty percent (60%) of them also claimed that
they know that Alternative learning system
curriculum has five learning strands:
communication skills; critical thinking and
problem solving; productivity; development of
self and sense of community; and expanding ones

of fifty seven (57%) says that they know that ALS
has no age prescribed.

the respondents claimed that they know that in

Table 3 shows how much the OSYs knew about the
benefits of ALS.
In the first statement, ALS ensures the access to
educational opportunity for citizens of different interest,
capabilities, characteristics and status, thirty seven (37 %)
of respondents knew much about it, thirty three percent
(33%) responded that they knew very much about the
stated benefit. There are twenty percent (20 %) of the
respondent who knew not much on this and ten percent
(10 %) of them knew nothing about it.

Forty percent (40%) of the respondents
knew very much that ALS program aimed to
develop indigenous people culture sensitive core
curriculum, learning materials and assessment tool
or instrument. Thirty three (33 %) were not much
aware of it. Seventeen percent (17 %) knew much
on this benefit. Three percent (3 %) were not so
much knowledgeable on it and only seven percent
(7%) were totally unaware of it.

There were again 40 % of the respondents
who knew very much that ALS caters out-of-
school-youth and adults who are high school
dropout. 44 % of them knew much while 10 % of
them answered that they were not so much aware
of it. There were only 3 % who are not so much
knew this benefit, same is through . . . respondents
are knew nothing of it.

Thirty percent (30%) of the respondents knew
very much. ALS provides opportunities for the skills
to ensure employability, efficiency, productivity and
competitiveness in the labor market. There are twenty
seven percent (27 %) knew much about it while same
percentage answered not much on the statement.
There are thirteen percent (13 %) who were not so
much aware and only three percent (3 %) knew
nothing on the said benefit.

Out of 30 respondents, thirty seven percent
(37 %) from them were very much and thirty
seven (37 %) were much aware that ALS upgrade
literacy skills in order to improve the educational
opportunities for the poor families. Sixteen
percent (16%) rural that they weren’t much
knowledgeable in the said benefits while there are
ten percent (10 %) who responded that they were
knew not so much on it.

the level of literacy in the target areas.
Twenty seven (27 %) of them had very much
awareness on the said benefit. Seventeen

remote and underserved communities. There were
also 30%who knew much about it. Twenty seven
(27%) answered that they were not much familiar

knew nothing on the stated benefit.

In the statement that ALS is a short term
education, thirty percent (30%) of the respondents
were very much familiar. Forty seven percent
(47%) of them knew much on the benefit. Seven
percent (7%) stated that they weren’t much aware
while thirteen percent (13%) of the respondents
revealed that they weren’t so much knowledgeable
of it. And only three percent (3%) knew nothing
about the benefit.

very much knowledge that ALS given opportunity
to the teachers that has no work yet. Twenty
percent (20%) of them had much knowledge on it.
There are twenty seven (27%) who were not much

weren’t so much familiar on it and ten percent
(10%) knew nothing on this benefit.

On the last benefit being stated that ALS develop
relevant program that shall provide opportunities for self-
improvement of out-of-school youth and adult, forty four
percent (44%) were very much knowledgeable on it.
Thirty percent (30%) of them had much awareness on this
benefit. Twenty percent (20%) of the respondents reviled
that familiarity with this benefit is not much. Three
percent (3%) of the respondents weren’t much aware and
three percent (3%) knew nothing about it.

Table 4 shows the importance of ALS to
students and teachers. Sixty three percent (63%) of
the respondents rated that it gives an opportunity
to the out-of-school youth to have an access to
education for a better future as the most important
role of ALS. The respondents with a percentage of
fifty (50%) rated that learnersdevelop his/her skills
to ensure that he/she can be a globally competitive
individual is the second importance of ALS.

and status got the third rank with a percentage of forty
percent (40%). With a thirty three percent (33%) of
responses, the respondents rated that it develops

And lastly, thirty percent (30%) of the respondents says
that through alternative learning system, it improves self-
image, self-worth, and self-esteem among learners.

This study attempted to know the level of
knowledge and awareness from the out-of-school-youth
in some particular barangays at Laoag City. Specifically,
it answered the query as to the benefits and importance of
Alternative Learning System in terms of its knowledge
and awareness.
This study used the research and questionnaire
design as it attempted to know the level of knowledge
and awareness from the OSY with the end view of
coming up with benefits and importance of ALS.

This research involved 30 randomly chosen
respondents from three barangays at Laoag City.
These respondents were asked to rate the device
using the questionnaire prepared by the researchers
for this purpose.
Results were tabulated and analysed using
frequency counts and means. Values obtained were
compared with a table of values with corresponding
descriptions as to the level of knowledge and
awareness designed for the purpose.

Recommendations
Most of the OSYs are aware about ALS but they are not
able to attend this program. The researchers recommend the
following: 1.) Conduct a seminar or lecture on how the
OSYs can avail the ALS program; 2.) Implementers should
know who are the OSYs in the different barangay; 3.)
Barangay officials should survey the numbers of OSYs in
their own barangay in order for them to decrease the number
of OSYs; 4.) Mobile teachers should create research and
development to know what instructional materials needed in
helping OSYs to cope in the learning process; 5.) Parents
should encourage their children to avail the program.

Your company slogan SIGNIFICANCE OF THE STUDY Many of out-of-school youths nowadays are not aware of the opportunities offered by the Department of Education for them to gain basic literacy skills even though they can’t attend to formal education. This study aimed to develop momentum for creating, promoting and racing awareness about ALS that are flexible and effective in offering school age children a chance of education so that they can learn, graduate and see their right to education fulfilled to reach the unreached. Thus, the results of the study would be an essential:
  • 6. Your company slogan SIGNIFICANCE OF THE STUDY SIGNIFICANCE OF THE STUDY To ALS implementers, the data gathered by the researchers will serve as their basis on how OSYs knew about this program. This will serve as their guide to make activities on informing ALS throughout Laoag City. To Laoag City, this research will be important to decrease the OSYs in the locality upon learning the essence of ALS. To Brgy. Officials, they will be more concern on the situation of OSYs in their barangay. They can help in encouraging OSYs to enter informal schooling. To OSYs parents, it will lessen their burden in sending their children to school because this program offers free education.

  • 9. Your company slogan STATEMENT OF THE PROBLEM 1 2 What is the level of awareness and knowledge of OSYs about the ALS? What are the perceived benefits of ALS to OSYs? This study aimed to measure the level of knowledge and awareness of out-of-school youths about ALS. Specifically, it sought to answer the following questions:

  • 12. Your company slogan Methodology Locale of the Study The research was conducted at Laoag City, Ilocos Norte in selected barangays, specifically, Barangay 14, Barangay 15 and Barangay 44.

Your company slogan Methodology Respondents Most of the OSY respondents of the said research were permanently residing at Laoag City and some of them were temporarily at Laoag due to their job location. Though, most of them didn’t have an occupation yet and still depending on their parents. And some of them have already a family to support. The age of the OSY respondents is ranging from 15-30 years old.

Your company slogan Methodology Data Gathering tools A simple questionnaire was constructed by the researchers to serve as the main tool in gathering the data and it was cheched by the teacher. The said survey specifically aimed to determine the level of knowledge and awareness of the OSY’s about ALS. The questionnaire consists of 4 questions. In the first question, it was asked if the respondents knew about ALS and it is only answerable by YES or NO.
  • 15. Your company slogan Methodology In the second question, facts about ALS were presented and the respondents were asked to check at least 7 from the list. In the third question, benefits of ALS were presented in tabular form in which the respondents were asked to check the choices labelled (very much, much, not much, not so much and none). And lastly, list of ALS’ importance to students and teachers were presented and the respondents were asked to rate it from 1-5; five as the highest.
  • 16. Your company slogan Methodology Statistical Treatment After the questionnaires were all gathered, the researchers analyzed the respondent’s answers through the use of basic statistical operations such as the frequency counts, averaging, getting the mean and percentage.

Your company slogan Methodology The specific answers of the respondents per item were tabulated then the percentage and mean were computed to reveal the level of knowledge and awareness of OSYs about ALS. This will show how far the OSYs knew something on the important concepts of the said program.

There are seventy three percent (73%) of the respondents who are familiar with the existence of ALS and only twenty seven percent (27%) of them did not know about it. This shows that there are lot of OSYs who were informed about ALS and only few of them didn’t know about it.

The learning groups are handled by “specialized” teachers called the ALS MOBILE TEACHERS who are permanently appointed with Teacher I item. Mobile teachers move. 7 23 a. Eighty three percent (83%) of the respondents claimed that they know that the target learners of ALS are out-of- school youth and adults in both rural and urban communities. With a percentage of sixty three (63%), the respondents says that they know that ALS promotes certification and accreditation in alternative learning program both formal and informal for basic education.

The respondents with a percentage of fifty seven (57%) says that they know that ALS has no age prescribed.

In the first statement, ALS ensures the access to educational opportunity for citizens of different interest, capabilities, characteristics and status, thirty seven (37 %) of respondents knew much about it, thirty three percent (33%) responded that they knew very much about the stated benefit. There are twenty percent (20 %) of the respondent who knew not much on this and ten percent (10 %) of them knew nothing about it.

Your company slogan Interpretations of Data Forty percent (40%) of the respondents knew very much that ALS program aimed to develop indigenous people culture sensitive core curriculum, learning materials and assessment tool or instrument. Thirty three (33 %) were not much aware of it. Seventeen percent (17 %) knew much on this benefit. Three percent (3 %) were not so much knowledgeable on it and only seven percent (7%) were totally unaware of it.

There were only 3 % who are not so much knew this benefit, same is through . . . respondents are knew nothing of it.

ALS provides opportunities for the skills to ensure employability, efficiency, productivity and competitiveness in the labor market. There are twenty seven percent (27 %) knew much about it while same percentage answered not much on the statement. There are thirteen percent (13 %) who were not so much aware and only three percent (3 %) knew nothing on the said benefit.

Your company slogan Interpretations of Data Out of 30 respondents, thirty seven percent (37 %) from them were very much and thirty seven (37 %) were much aware that ALS upgrade literacy skills in order to improve the educational opportunities for the poor families. Sixteen percent (16%) rural that they weren’t much knowledgeable in the said benefits while there are ten percent (10 %) who responded that they were knew not so much on it.

Twenty seven (27 %) of them had very much awareness on the said benefit. Seventeen percent (17 %) of them were not so much aware. There were also 30%who knew much about it. Twenty seven (27%) answered that they were not much familiar on the benefit. Ten percent (10%) of them were not so much aware on it. Only three percent (3%) knew nothing on the stated benefit.

Forty seven percent (47%) of them knew much on the benefit. Seven percent (7%) stated that they weren’t much aware while thirteen percent (13%) of the respondents revealed that they weren’t so much knowledgeable of it. And only three percent (3%) knew nothing about the benefit.

Twenty percent (20%) of them had much knowledge on it. There are twenty seven (27%) who were not much familiar on the benefit. On the other hand, 10% weren’t so much familiar on it and ten percent (10%) knew nothing on this benefit.

Your company slogan Interpretations of Data On the last benefit being stated that ALS develop relevant program that shall provide opportunities for self- improvement of out-of-school youth and adult, forty four percent (44%) were very much knowledgeable on it. Thirty percent (30%) of them had much awareness on this benefit. Twenty percent (20%) of the respondents reviled that familiarity with this benefit is not much. Three percent (3%) of the respondents weren’t much aware and three percent (3%) knew nothing about it.

Sixty three percent (63%) of the respondents rated that it gives an opportunity to the out-of-school youth to have an access to education for a better future as the most important role of ALS. The respondents with a percentage of fifty (50%) rated that learnersdevelop his/her skills to ensure that he/she can be a globally competitive individual is the second importance of ALS.

Your company slogan Interpretations of Data ALS ensures the access to educational opportunity for citizens if different interest, capabilities, characteristics and status got the third rank with a percentage of forty percent (40%). With a thirty three percent (33%) of responses, the respondents rated that it develops exemplary programs and open learning opportunities to achieve multiple literacy for all as the fourth importance. And lastly, thirty percent (30%) of the respondents says that through alternative learning system, it improves self- image, self-worth, and self-esteem among learners.
  • 41. Your company slogan Summary of Findings This study attempted to know the level of knowledge and awareness from the out-of-school-youth in some particular barangays at Laoag City. Specifically, it answered the query as to the benefits and importance of Alternative Learning System in terms of its knowledge and awareness. This study used the research and questionnaire design as it attempted to know the level of knowledge and awareness from the OSY with the end view of coming up with benefits and importance of ALS.
  • 42. Your company slogan Summary of Findings This research involved 30 randomly chosen respondents from three barangays at Laoag City. These respondents were asked to rate the device using the questionnaire prepared by the researchers for this purpose. Results were tabulated and analysed using frequency counts and means. Values obtained were compared with a table of values with corresponding descriptions as to the level of knowledge and awareness designed for the purpose.

  • 48. Your company slogan Recommendations Most of the OSYs are aware about ALS but they are not able to attend this program. The researchers recommend the following: 1.) Conduct a seminar or lecture on how the OSYs can avail the ALS program; 2.) Implementers should know who are the OSYs in the different barangay; 3.) Barangay officials should survey the numbers of OSYs in their own barangay in order for them to decrease the number of OSYs; 4.) Mobile teachers should create research and development to know what instructional materials needed in helping OSYs to cope in the learning process; 5.) Parents should encourage their children to avail the program.
