The proliferation of nuclear, chemical, and biological weapons is the most serious threat to U.S.
security today, and will remain so far into the future. Whereas combating proliferation is an
inherently government-wide mission, the existing national security architecture has resulted in
a series of agency-specific efforts that are often poorly coordinated and fail to take advantage of
important synergies. Re-organizing the government to meet the WMD threat therefore requires
reforms that strengthen White House management of nonproliferation programs, expand
interagency counterproliferation capabilities, and improve WMD-related intelligence.
Strengthen White House Management of Nonproliferation Programs
The Departments of Energy (DOE), State, Defense (DOD), Commerce, and Homeland Security
(DHS) all contribute to U.S. nonproliferation efforts, but receive insufficient top-level program
guidance and coordination. For example, DOE did not learn of Libya’s decision to abandon its
nuclear program until it was revealed in the press. Moreover, DOE had no plan in place to
dismantle Libya’s nuclear assets despite its central role in performing such activities. Finally,
proliferation detection R&D projects are currently managed by a community of end users that
have overlapping needs but rarely communicate with each other.
To prevent future interagency breakdowns, the White House should designate a new senior-
level Nonproliferation Pol.

SUBJECT: Re-organizing the Government to Combat the WMD Threat

The proliferation of nuclear, chemical, and biological weapons is the most serious threat to U.S.
security today, and will remain so far into the future. Whereas combating proliferation is an
inherently government-wide mission, the existing national security architecture has resulted in
a series of agency-specific efforts that are often poorly coordinated and fail to take advantage of
important synergies. Re-organizing the government to meet the WMD threat therefore requires
reforms that strengthen White House management of nonproliferation programs, expand
interagency counterproliferation capabilities, and improve WMD-related intelligence.
Strengthen White House Management of Nonproliferation Programs
The Departments of Energy (DOE), State, Defense (DOD), Commerce, and Homeland Security
(DHS) all contribute to U.S. nonproliferation efforts, but receive insufficient top-level program
guidance and coordination. For example, DOE did not learn of Libya’s decision to abandon its
nuclear program until it was revealed in the press. Moreover, DOE had no plan in place to
dismantle Libya’s nuclear assets despite its central role in performing such activities. Finally,
proliferation detection R&D projects are currently managed by a community of end users that
have overlapping needs but rarely communicate with each other.
To prevent future interagency breakdowns, the White House should designate a new senior-
level Nonproliferation Pol.

Distributed denial of service (DDoS) attacks remain a frequent tactic used by threat actors to disrupt websites and draw attention to causes or hide other malicious activities.
Comprehensive U.S. Cyber Framework Final Report
This project is a product of the Class of 2019 Bush School of Government and Public Service, Texas A&M University Capstone Program. The project lasted one academic year and involved eight second-year master students. It intends to synthesize and provide clarity in the realm of issues pertaining to U.S. Internet Protocol Space by demonstrating natural partnerships and recommendations for existing cyber incident response. The project was produced at the request of PointStream Inc., a private cybersecurity contractor.

- 1. The Danish Embassy in Washington D.C. is pleased to launch this exclusive seminar in collaboration with major defense stakeholders. US DoD CMMC Seminar Designed for executives and CISOs, the CMMC seminar is organized as a knowledge-intensive trip that empowers worldwide companies in navigating the new cybersecurity requirements that DoD contractors face going forward. The seminar will provide an elaborate understanding of the framework with meetings and discussions organized right in the global political hub of Washington DC as it deep-dives into the issues of implementing increased security measures. In light of ever-increasing digitization, cyber threats and malicious cyber activities impose major challenges for the global economy. The Center for Strategic and International Studies (CSIS) estimates that approx. $600 billion are lost each year in relation to issues from cybercrime. As a result, US DoD has made it a key priority to counter these threats by adapting a new certification framework. Hence, all DoD contractors and subcontracted are required to adhere to new regulations and implement processes and policies accordingly, in order to preserve and maintain privacy in all Controlled Unclassified Information (CUI).

THE ROYAL DANISH EMBASSY IN WASHINGTON DC We are pleased to confirm that Dustin Paul Wilden will participate in the US CMMC summit in Washington D.C. together with other major stakeholders from the defense industry. Besides his daily duties as Chief Commercial Officer, Dustin is also a Member of the Board at the Center for Defence, Space & Security (Censec) and a highly experienced executive working with both domestic and foreign affairs. Dustin’s presence in Washington D.C. is to ensure transparency and compliance with future cybersecurity regulations coming from Washington and the U.S. Department of Defense, but also to build bridges between the American defense industry and Denmark. In December 2019 Dustin visited The Royal Danish Embassy in Berlin to discuss future bilateral projects with major German stakeholders from the defense industry and government officials (seen in the photo on the right) where cybersecurity was high on the agenda. “We are looking forward to working along side the U.S. Department of Defense and our global stakeholders, to strengthen the infrastructure against malicious cyber activities and cyber threats, plus protecting the interest of global trade.” Dustin Paul Wilden.
