I recognize that there is not a perfect parallel between
managing Fairfax Hospital’s Woman’s Surgical Unit to Home Options.
But there exists a striking similarity that I felt would be hard
for you to envision with just my Resume. I have taken each line
of the Job Description for managing Home Options and compared
it to my management of Women’s 7-North: The top rated
GYN unit in the Country then & now.

All equipment leases and contracts were handled jointly
with the business office at Fairfax Hospital. My job was
to insure the providers performed and the equipment
worked reliably.
However, in our family business I initiated, followed and
managed all vendor contracts, leases and service
providers.
I have found that there is a wide variance in
firms/contractors as re adhering to their ‘word.’ That
sometimes requires a nice and patient approach. Others
require a more ‘stern’ manner.

At Fairfax I managed three shifts and had
indirect supervision of OR, Radiology, Lab
and Housekeeping staff. I made it a point to
be there for every morning shift change to
talk with the outgoing shift and work with
the incoming. When Evening changed over
to Night’s I’d conference call in from home.
I worked with many other units on projects
of common concern like: Perinatal loss and
Pre-Op education.
My husband and I, sadly, experienced the
Perinatal loss unit I’d set up and trained
when we lost a child at 5 months. I gained
an entirely new appreciation of what we do
when I watched my team while I laid on my
back looking up at the ceiling.

Fairfax 7-N Case Study: In response to regulatory changes Insurance
Companies stopped paying for admissions prior to surgery. I developed a pre-
op education program with the Operating Team Leaders. Our studies revealed
that patients that attended that program had a significantly shorter stay in the
Hospital.
I submit this example of my ability to successfully manage a Unit in the face of
adverse regulatory and insurance headwinds.

Coordinates and evaluates the hiring and training process

At Fairfax I hired, (fired if necessary), trained, mentored and
evaluated the entire Unit – Women’s 7-North. I provided staff
education, cross trained with other units and developed a
Preceptor program.
I coordinated with the staff of local Nursing Schools for ‘shadow’
programs for students from George Mason, George Washington
and Catholic Universities. This helped the students gain valuable
experience and gave us an opportunity to evaluate potential new
hires.
At Home Options I was, recently, asked to be a Preceptor of new
staff and students.
As you approach the crossroads decision of choosing a new manager for Home
Options, I wholeheartedly support Beth Shannon, RN, BSN. She exemplifies the best
in Nursing. She has that rare intangible, yet very real, quality of leadership by
example. In my twenty-five years as regional Sales Manager for MRI, CT, Ultrasound
and other diagnostic equipment I came in contact with hundreds of medical

I set productivity standards for Women’s 7-
North to National Standards. Our compliance
with them and achievement in Patient &
Doctor Satisfaction established us as the # 1
unit in the entire INNOVA system. That unit
was, and still is, the #1 ranked GYN unit in the
County as now ranked by US News & World
Report*.
* US News & World Report did not rank units at that time 1985-1995. But we were
considered the benchmark by professionals in the field. We became, de facto, the
VIP floor for much of the DC area.

This is part science and part art. It is
important to work with your team so that you
are staffed well when census are high to help
avoid Nurse/Therapist burnout. Likewise, to
stay within budget it is important to
anticipate low census.

flexibility on these matters.

I was Head Nurse of the Year in 1994 in the
entire INNOVA system of 4,000+
employees.
I met Ms. Barrett on January 3, 1994 when I brought my Mother into the ER. My Mother was
nearly bled out from a 7 lb. ovarian cyst that ruptured. My last living relative was dying and I was,
understandably, shaken up. The Nurse kept asking me to fill out a clip board and I was not replying.
She put the clipboard down and bought me lunch.
My Mother was broke, no insurance and required a 60 day stay from a post operative infection. The
care she received was amazing.
I was so grateful to Ms. Barrett that I proposed to her and we have now been married 20 years.

At Fairfax I often walked down to the ER when a patient was
expected to come to our floor post Emergency Surgery. I
worked with Admissions to insure a smooth transition for the
patient and family to our floor. Patient Accounts, Billing and
Collections were not under my direct control BUT I often
worked with them when Patients experienced a difficulty of
some sort.
Medical records was a function that reported to me for our
floor and we were part of the first generation for all manners of
technology that we now take for granted: fax machines, PC, cell
phones, hand held devices.
While I did work with Private insurance, as a patient advocate,
we had Social Workers that reported to me that handled most
of that.
Compliance and Statistical reporting was a never-ending part of
the job but ramped up when we had audits and other ‘big’
functions.
One of the largest ‘jobs’ took place when we worked with the
design team to design 7-North, planned the move and executed
the transition seamlessly. 26

But there exists a striking similarity that I felt would be hard for you to envision with just my Resume. I have taken each line of the Job Description for managing Home Options and compared it to my management of Women’s 7-North: The top rated GYN unit in the Country then & now. Once we finalized the Budget I was responsible for coming in at or under it – and we always did! Our Budget, when I left, was $14.7mm for 47 Staff and Operations. 5

There is no doubt she was the best. I miss her and hope you give her the opportunity she so richly deserves to manage a Unit again. To me, she is the perfect candidate! Dr. Glenna Anderson We had three sub-wings on ‘our’ Floor. We cared for Gyn. Surgical patients But we also cared for many VIP’s in the DC area. Problem cases were also sent to us Because of our reputation for the highest level of Customer Satisfaction. Each of these sub-units reported to me across three shifts. I would make sure I was At every shift change or call in to talk to my Leadership team. 6
  • 7. I had the pleasure of working With Beth at St John’s when she Was a Hospice Nurse for us. As her Manager I was constantly amazed At the volume of phone calls and Letters we received from grateful Families for Beth’s loving care for Their loved ones. She is a great Nurse And I pray you hire her for this role – I know she will do wonderful things For you! Our VIP patients brought added scrutiny from agencies like the Secret Service & CIA. My team handled all of that pressure with grace. One constant, in managing Home Options, will be the change that will come from Regulatory and Oversight agencies. I am very good at adapting and insuring the team stays updated as the regulatory landscape changes. 7

Pastor Brent Wepprecht Hospice Chaplin St. John’s Libby Hospital I managed the Women’s Med-Surg. Floor when ‘Managed Care’ was the “Challenge of the Day.” We had to adapt to a different way of delivering care in a more efficient manner. We did. I spent time in Utilization review and that helped me understand how we could continue to deliver world-class service while meeting our bottom line. We have a wonderful staff in Home Options that is masterful on billing, collecting & records. Together we will stay on top of the rhythmic revenue cycles. 8

RESPONSIBLEFORCONTRACTS&LEASES Responsible for Contracts & leases Elizabeth B Shannon, RN, BSN All equipment leases and contracts were handled jointly with the business office at Fairfax Hospital. My job was to insure the providers performed and the equipment worked reliably. However, in our family business I initiated, followed and managed all vendor contracts, leases and service providers. I have found that there is a wide variance in firms/contractors as re adhering to their ‘word.’ That sometimes requires a nice and patient approach. Others require a more ‘stern’ manner. They did everything they could to make J___ feel better – and me too! Beth is the best person I have ever met. She was wonderful to both of us. At the End she did everything she could and more. DIRECTLYSUPERVISEDEPARTMENTS&COMPLIANCECOORDINATOR Directly Supervise Departments & Compliance Coordinator Elizabeth B Shannon, RN, BSN At Fairfax I managed three shifts and had indirect supervision of OR, Radiology, Lab and Housekeeping staff. I made it a point to be there for every morning shift change to talk with the outgoing shift and work with the incoming. When Evening changed over to Night’s I’d conference call in from home. I worked with many other units on projects of common concern like: Perinatal loss and Pre-Op education. My husband and I, sadly, experienced the Perinatal loss unit I’d set up and trained when we lost a child at 5 months. I gained an entirely new appreciation of what we do when I watched my team while I laid on my back looking up at the ceiling. Kudos! I developed a pre- op education program with the Operating Team Leaders. Our studies revealed that patients that attended that program had a significantly shorter stay in the Hospital. I submit this example of my ability to successfully manage a Unit in the face of adverse regulatory and insurance headwinds. COORDINATESANDEVALUATESTHEHIRINGANDTRAININGPROCESS Coordinates and evaluates the hiring and training process Elizabeth B Shannon, RN, BSN At Fairfax I hired, (fired if necessary), trained, mentored and evaluated the entire Unit – Women’s 7-North. I provided staff education, cross trained with other units and developed a Preceptor program. I coordinated with the staff of local Nursing Schools for ‘shadow’ programs for students from George Mason, George Washington and Catholic Universities. This helped the students gain valuable experience and gave us an opportunity to evaluate potential new hires. At Home Options I was, recently, asked to be a Preceptor of new staff and students. As you approach the crossroads decision of choosing a new manager for Home Options, I wholeheartedly support Beth Shannon, RN, BSN. She exemplifies the best in Nursing. She has that rare intangible, yet very real, quality of leadership by example. In my twenty-five years as regional Sales Manager for MRI, CT, Ultrasound and other diagnostic equipment I came in contact with hundreds of medical professionals. In Beth I witnessed the ‘magic’ of a caregiver providing superb medical care – but equally as important: caring, compassion and true professionalism. Elizabeth B Shannon, RN, BSN 16 I set productivity standards for Women’s 7- North to National Standards. Our compliance with them and achievement in Patient & Doctor Satisfaction established us as the # 1 unit in the entire INNOVA system. That unit was, and still is, the #1 ranked GYN unit in the County as now ranked by US News & World Report*. * US News & World Report did not rank units at that time 1985-1995. But we were considered the benchmark by professionals in the field. We became, de facto, the VIP floor for much of the DC area. Recommendation from Home Options Member I have worked as a Physical Therapist for Home Options for the past 16 years. I believe Beth to be well suited for the position of Home Options Manager as she has a broad base of knowledge of Nursing skills. Beth constantly impresses me with her calm nature and can-do attitude. She is respectful of everyone she comes in contact with and people just gravitate to her. Full time equivalents were budgeted using census/accuity data from previous years. This is part science and part art. It is important to work with your team so that you are staffed well when census are high to help avoid Nurse/Therapist burnout. Likewise, to stay within budget it is important to anticipate low census. Communicating well with your team and earning their trust is key to their willing flexibility on these matters. Recommendation from Home Options Member Beth posses the skills necessary at this juncture of health care to lead Home Options into the future where the constant will be change in all facets of our programs and diminishing reimbursement and census present challenges that require leadership and vision. I have admired and benefitted from her calm, direct communication where she confidently articulates the issue/need, the action necessary, and then follows up to ensure the outcome. Patient Care Director with the portfolio of a Patient Care Director – i.e., same job, less pay. 19

Floor at Fairfax INNOVA hospital. The unit was, and is still is, highest rated GYN unit in the Country as now ranked by US News & World Report. I was Head Nurse of the Year in 1994 in the entire INNOVA system of 4,000+ employees. I met Ms. Barrett on January 3, 1994 when I brought my Mother into the ER. My Mother was nearly bled out from a 7 lb. ovarian cyst that ruptured. My last living relative was dying and I was, understandably, shaken up. The Nurse kept asking me to fill out a clip board and I was not replying. She put the clipboard down and bought me lunch. My Mother was broke, no insurance and required a 60 day stay from a post operative infection. The care she received was amazing. I was so grateful to Ms. Barrett that I proposed to her and we have now been married 20 years. Medical records was a function that reported to me for our floor and we were part of the first generation for all manners of technology that we now take for granted: fax machines, PC, cell phones, hand held devices. While I did work with Private insurance, as a patient advocate, we had Social Workers that reported to me that handled most of that. Compliance and Statistical reporting was a never-ending part of the job but ramped up when we had audits and other ‘big’ functions. One of the largest ‘jobs’ took place when we worked with the design team to design 7-North, planned the move and executed the transition seamlessly. 26
