3. Problem: 603rd
Transportation Company will be deploying ISO OIF 06-08 and does not have the most effective
equipment to conduct proper Escalation of Force IAW current ROE in theater. Current ROE requires Soldiers to
exhaust all means possible to determine hostile intent IOT preclude collateral damage to Iraq’s infrastructure and
population. Currently, the 603rd
Transportation Company has no physical non-lethal method of engaging targets.
4. Justification: In the COE, U.S. Military convoys routinely encounter civilian foot and vehicle traffic. In order
to deter civilians from approaching military personnel and vehicles without resorting to deadly force, a means of
non-lethal engagement is required. The FN303 allows for the capability to mark (i.e. paint round), illuminate,
incapacitate (i.e. rubber/sandbag rounds), or otherwise deny access with minimal application of force.
5. System Characteristics: The weapon is a .68 / 12GA caliber semi-automatic, compressed air driven,
magazine fed, 15 shot, less lethal launcher available in both a stand alone system and a M16 mounted attachment.
The FN303 has a capability of launching a fin stabilized projectile up to a maximum range of 285 meters. The
maximum effective range against an area target is 100 meters and a 90% hit probability at 75 meters against a
point target. Depending on the payload selected, the FN303 is capable of marking, illuminating, denying,
incapacitating or engaging impact area or point targets.
6. Operational Assessment: The FN303 will be used as a means to engage potentially hostile targets IOT
demonstrate intent to use necessary force IOT protect convoy personnel and cargo.
7. Organizational Concept: At a minimum, each of the three line platoons (convoy teams) within the 603rd
TC
will be issued 1 Stand alone weapon and 3 M16 mounted weapons. The remaining weapons will be managed by
the Arms room as substitutions for weapons needing maintenance.
8. Procurement Objective: The 603rd
TC is requesting 4 stand alone weapon systems and 10 M16 mounted
weapon systems for training prior to deployment and distribution to each platoon for deployment.

listed in the attached documentation as soon as possible IOT test its effectiveness and properly train Soldiers in its
use prior to the 603rd
TC’s scheduled LAD of 15 AUG.
