Taking strong exception to
the UK Government not
recognising the Covishield vac-
cine and mandating even those
Indians who received both its
doses to undergo 10 days of
self-isolation after their arrival
to that country, India on
Tuesday termed it as a “dis-
criminating policy” and
warned of a “reciprocal” action.
Sounding this stern note,
Foreign Secretary Harsh
Shringla also said External
Affairs Minister S Jaishankar
discussed the issue with his
British counterpart Liz Truss in
New York on Monday. The
issue was likely to be resolved
soon following certain assur-
ances, Shringla said. “Urged
early resolution of quarantine
issue in mutual interest,”
Jaishankar tweeted after he
met Truss.
Enunciating India’s posi-
tion, Shringla said the UK
decision to not recognise
Covishield is a “discriminating
policy” thereby creating trou-
ble for the Indians travelling to
England.
In an announcement on
Monday, the UK said Indian
travelers, who have received
both doses of the Covishield,
will be considered unvacci-
nated and will have to under-
go self-isolation for 10 days
there.
“The non-recogition of
Covishield is a discriminating
policy and impacts our citizens
travelling to the UK. The
External Affairs Minister has
raised the issue strongly with
the new UK foreign secretary,”
Shringla said.
Adopting a tough stance,
he also cautioned the UK that
India is well within its rights to
resort to reciprocal action over
the new Covid rules.
Addressing a news confer-
ence here, the Foreign
Secretary said, “The basic issue
is that, here’s a vaccine —
Covishield — which is a
licensed product of a UK com-
pany manufactured in India of
which we have supplied five
million doses to the UK at the
request of the Government. But
if we don’t get satisfaction we
would be within our rights to
impose reciprocal measures.”
The new UK rules said the
current “traffic light system” of
red, amber, green countries
based on levels of Covid-19 risk
will be replaced by one red list
of countries from October 4.
India is currently on the amber
list and the expanded list of
countries whose vaccines are
recognised in the UK does
not include India.
The British High
Commission in New Delhi has
said the UK is working with
India on ways to resolve the
issue of the Covid-19 vaccine
certification issued by Indian
authorities.
“We are engaging with the
Government of India to explore
how we could expand UK
recognition of vaccine certifi-
cation to people vaccinated by
a relevant public health body in
India,” a British High
Commission spokesperson
said.
“The UK is committed to
opening up international trav-
el again as soon as is practica-
ble and this announcement is
a further step to enable people
to travel more freely
again, in a safe and sustainable
way, while protecting public
health,” the spokesperson
added.

The Supreme Court
Collegium on Tuesday offi-
cially released its recommen-
dations that would see as many
as 13 High Courts getting new
Chief Justices, with eight being
elevated and five incumbents
getting transferred.
This apart, the Collegium
also recommended the transfer
of 17 High Court judges. The
recommendations need the
Centre’s assent.
The Collegium, headed by
Chief Justice NV Ramana and
consisting Justices UU Lalit and
AM Khanwilkar, recommend-
ed the elevation of Justices
Rajesh Bindal, Ranjit V More,
Satish Chandra Sharma,
Prakash Srivastava, RV
Malimath, Ritu Raj Awasthi,
Aravind Kumar and Prashant
Kumar Mishra as Chief Justices
of the High Courts of

In another statement,
uploaded on the SC website,
the apex court provided the list
of five Chief Justices who have
been transferred to other high
courts. AA Kureshi, CJ of
Tripura High Court, has been
recommended to become CJ of
the Rajasthan High Court,
while Justice Indrajit Mahanty,
the CJ of Rajasthan High
Court, would go to Tripura HC
as the CJ, it said.

India and the US will review
their bilateral strategic,
defence and trade ties besides
the situation in Afghanistan
during Prime Minister
Narendra Modi’s summit with
President Joe Biden in
Washington on September 24.
The two leaders, who will
be meeting in person for the
first time since Biden took
charge as President early this
year, are also expected to figure
out ways to deal with radical-
isation and terrorism besides
major regional issues, Foreign

here on Tuesday.
Giving details of the Prime
Minister’s visit to the US, where
he will also take part in the first
in-person Quad nations sum-
mit in Washington, Shringla
said Modi and Biden are
expected to deliberate on ways
to bolster bilateral ties in trade,
investment and defence and
security.
Modi will leave for the US
on Wednesday and will return
on Sunday.
His delegation will include

Shringla said the develop-

the recent security partner-

The R-value, which reflects
the speed of the spread of
the Covid pandemic, has
dropped to below “1” in most
States in India. However, it con-
tinues to hover above “1” in
Mumbai, Kolkata, Chennai and
Bengaluru.
It dropped in almost all the
regions to 0.92 by mid-
September after spiralling over
1 in August-end, according to
researchers. The R-value of
Delhi and Pune are below 1.
The R-value was 1.17 at the
end of August. It declined to
1.11 between September 4 and
September 7 and since then it
has remained under 1.
“The good news is that
India’s R-value has continued to
be less than 1, as is that of
Kerala and Maharashtra, the
two States having the highest
number of active cases,” said
Sitabhra Sinha of the Institute
of Mathematical Sciences,
Chennai. Sinha is leading a
team of researchers who cal-
culate the R-value.
According to the data, the
R-value of Mumbai stands at
1.09, Chennai 1.11, Kolkata
1.04, Bengaluru 1.06. The
Reproduction number or R
refers to how many people an
infected person infects on aver-
age. In other words, it tells how
‘efficiently’ a virus is spreading.
After the devastating sec-
ond wave that saw hospitals
and health infrastructure being
overwhelmed by the patients
infected with SARS-CoV2
coronavirus, the R-value start-
ed to decline.
During the March-May
period, thousands of people
died due to the infection, while

Two pilots of the Indian
Army's Aviation Wing suc-
cumbed to their injuries after
their Cheetah helicopter
crashed in Shivgarh Dhar area
near Patnitop tourist resort in
Udhampur district possibly
due to bad weather on Tuesday.

pilots, along with the Jammu 
Kashmir Police rushed the
injured pilots to a nearby
motorable road from where
they were shifted to a military
hospital.

nity has said it will judge the
Taliban by their actions, and

Moving towards gender
parity, the elite National
Defence Academy (NDA),
which trains young boys to
become officers, will open its
doors for women cadets from
May next year. The authorities
are establishing suitable infra-
structure for the new entrants.
It will be for the first time
that women cadets will be
admitted to the NDA set up in
1954 in Khadakwasla, Pune, to
groom male cadets to be offi-
cers. It is the only tri-services
training institute in the world.
Three Services chiefs —
including General MM
Naravane, Admiral Karambir
Singh and IAF chief RKS
Bhadauria — visited the NDA
on August 21 this year to
review preparations made to
induct women cadets. The visit
came days after the Supreme
Court allowed women cadets to
appear for the NDA entrance
examination.
As regards the latest devel-
opment, the Defence Ministry
has informed the Supreme
Court that a notification allow-
ing women candidates to
appear for the entrance exam-
ination to the NDA will be out
by May next year.
Keeping the timeline in
mind, deliberate planning and
meticulous preparation is need-
ed to ensure smooth induction
and seamless training of such
women candidates, the
Ministry said.
“The Government of India,
in line with its commitment,
hereby place on record its clear
and categorical stand that the
women candidates shall be
considered for entry in the
three defence services, in the
existing streams, through
National Defence Academy,”
said in an affidavit filed before
the top court.
The NDA entrance exami-
nations are conducted by the
UPSC twice a year and the
Government proposes to have
necessary mechanism in place
by May 2022, the time by which
UPSC is required to publish the
first notification next year, for
the examination, it said.
A study group has been
constituted by the defence ser-
vices, comprising experts to
expeditiously formulate the
comprehensive curriculum for
women cadets at NDA, it said,
adding that a Board of Officers
has been convened to give a
holistic and futuristic propos-
al for training of women Cadets
at NDA incorporating all rele-
vant aspects.
The Centre had earlier told
the top court that the Armed
forces have decided to induct
women into the NDA.

The executive director of All

The enforcement team of
the Dehradun regional
transport office (RTO)
seized several vehicles on
Tuesday for operating illegally
in the district.
The regional transport offi-
cer (enforcement) Sandeep
Saini informed that two unau-
thorised buses were seized at
the Asharodi checkpost and
one bus was seized at the Kalsi-
Dehradun route.
Three taxis of other States
were also seized at a petrol
pump in Malsi for the violation
of all India permit conditions.
Saini said when the teams
were seizing the taxes, some
taxis nearby the petrol pump
fled from the scene. He said
such taxis from other states
take passengers from
Dehradun to Delhi violating
several rules.
“We have identified such
petrol pumps where such taxis
are spotted the most which are
located in Sahastradhara Road,

The regional employment
office of Dehradun is
organising a job fair on its
premises for unemployed peo-
ple of the district on Monday
next week under the district
administration.
The regional employment
officer (REO), Ajay Singh
informed that a total of 16
companies will participate in
the job fair to provide jobs to
candidates aged 18 to 45 years.
The candidates with even
minimum qualification of Class
VIII can apply for a job in the
job fair too. He said both fresh-
er and experienced candidates
are allowed to participate in the

Aleopard suspected of being
responsible for killing a girl
in Pithoragarh district was
trapped in a cage within 24
hours of the killing.
The big cat was caged late
on Monday evening in the
Pata Bajti ward of Pithoragarh
city. Eight-year-old Mansi was
killed by a leopard outside her
home late on Sunday evening.
Her body was found in the
bushes the next day.
Taking serious cognisance,

Himachal Chief Minister Jai

Kalyan Anna Yojana in the state

The general manager (GM)
of Northern Railway,
Ashutosh Gangal, will arrive for
inspection of Dehradun
Railway Station by a special

The State health department reported 12 new
cases of the novel coron-
avirus and 28 recoveries
from the disease in
Uttarakhand on Tuesday.
Death of one patient of the

The cumulative count
of Covid-19 patients in the

Taking cognizance of the
complaints that the medical
equipment purchased during
the pandemic period is lying
unused in many hospitals and
health centres, the State
Government has constituted
committees at the State and dis-
trict levels for ensuring that the
equipment is used for the pur-
pose it was purchased.
These committees would
look into the maintenance and
manpower aspects of the
equipment.
In an attempt to augment
the health infrastructure dur-
ing the pandemic period the
State Government had given
immense financial powers to
the officers of the health
department and medical col-
leges and removed the require-
ment of many procedural
approvals so that the required
medical equipment is pur-
chased without any delay.
It however created a situa-
tion where many life saving and
diagnostic machines are lying
unused in the hospitals.

Education Minister Dhan
Singh Rawat told The Pioneer
on Tuesday that a three mem-
ber committee headed by the
chief medical officer (CMO)
was concerned in all the dis-
tricts. He said this committee
would submit a report on the
equipment purchased and the
status of their maintenance.
The committee would also
suggest recruitment of the
manpower for operating these
machines as well.
The Minister said a com-
mittee would also be formed at
the level of the health direc-
torate for the purpose. He said
the officers have been asked to
recruit technicians and other
staff for these machines on out-

minister claimed that the health
department is ready and
equipped to tackle the proba-
ble third wave of the pandem-
ic of the Covid-19.
Rawat informed that all the
people of the state would be

of September this year and the
target to completely vaccinate

the month of December.
He said that the health

unique feat of administering

Rawat, who also holds the

He said that soon a meet-

The Transport Department
is planning to install
Automatic Number Plate
Recognition (ANPR) cameras
at entry points of Uttarakhand
as a measure to prevent tax
fraud by the buses of other
transport corporations and to
maximise the tax recovery in
the State.
Besides this, these high
tech cameras will also be used
in surveillance, enforcement of
traffic rules and identifying
traffic rules violators at the
borders of the State.
Transport Secretary Ranjit
Sinha informed that the instal-
lation of these advanced cam-
eras is a part of the
department’s new plan to pre-
vent discrepancies in tax rev-
enue collection.
He said the department has
initially marked 24 points at
entry points of the state where
ANPR cameras are proposed to
be installed.
He said these cameras will
provide information of all
vehicles entering and leaving
the State.
“We had a meeting
planned with Chief Secretary

matter further but it has been
shifted to September 30. The

According to him, these
cameras can easily detect traf-
fic violations like overspeeding
and driving while using mobile
phones besides reading the
number plates of the vehicles
which can help in catching
the offenders.
“When an ANPR camera
detects any violation in traffic
rules, it instantly sends a chal-
lan to the owner of the regis-
tered vehicle,” stated Saini. He
said though the State adminis-
tration has given its in-princi-
ple approval for camera instal-
lation, the final decision will be

Despite Health Secretary’s
assurance of presenting a
proposal of ASHA health work-
ers’ demands in the next
Cabinet meeting, the protesting
workers refused to revoke
their protest.
During their march to
Secretariat on Tuesday to stage

The Governor for
Afghanistan’s Kunar province,
popularly known as Qari
Osman, was originally a resi-
dent of Gabri in Mamondo
Tehsil, Bajaur Agency of
Pakistan. Osman was educated
at Inayat Qala Government
School, Bajaur (Pakistan) till
ninth standard and had mar-
ried twice. He has one house
and family in Bajaur and the
other in Peshawar.
Osman’s younger brother
Shahidullah is the Taliban dis-
trict Governor for Marawara of
Kunar province. His other
brother is Zabihullah who is an
ISI operative and works in
Peshawar’s Bala Hissar.
Osman’s elder brother,
Najibullah, works for ISI in
Bajaur.
In addition to posting
Osman and his brother as
Governors in Afghanistan’s
Kunar province and districts,
the ISI has also supplanted its
men in other provinces along
the Tajikistan border, eastern
and northern Afghanistan
besides Nuristan province as
reported earlier.
The ISI’s game plan is a
deliberate plot aimed at having
a firm and effective grip over
Taliban to achieve its strategic
agenda through the regime in

The National Investigation
Agency (NIA), in conjunc-
tion with Jammu and Kashmir
police, and CRPF, conducted
searches on Tuesday at eight
locations in Anantnag,
Baramulla, Kulgam, Srinagar,
Doda and Kishtwar districts of
the Valley in connection with
the probe into JK Bathindi
IED recovery case.
The case was initially reg-
istered by Jammu and Kashmir
police on June 27 at Bahu Fort
police station in Jammu district
relating to recovery of 5 kg IED
from a Lashkar-e-Taiba ter-
rorist in Bathindi, Jammu.
The conspiracy by LeT
was aimed at causing an explo-
sion in Jammu using the IED.
The NIA had re-registered the
case on July 19.
The NIA had earlier arrest-
ed three persons in this case.

To reduce road accidents,
Union Minister Nitin
Gadkari on Tuesday pitched for
fixed driving hours for com-
mercial truck drivers similar to
that of pilots, as well as on-
board sleep detection sensors
in commercial vehicles.
Gadkari said driving hours
for truck drivers should be
fixed similar to pilots’ to reduce
fatigue-induced road accidents.
“Have directed officers to
work on a policy to include

The Ministry of Agriculture
on Tuesday said India’s
foodgrain production is like-
ly to touch a record 150.50
million tonne in the ongoing
kharif season on better rice
output amid good monsoon.
In the kharif season of 2020-
21 crop year (July-June), the
foodgrain output comprising
rice, pulses and coarse cereals
stood at a record 149.56 mil-
lion tonne. Total production
of kharif rice during 2021-22
is estimated at 107.04 million
tonnes. Record production is
pegged in rice, sugarcane and
cotton. However, production
of coarse cereals and oilseeds
is estimated to be lower mar-
ginally during the kharif sea-
son of this year. Presently,
India received 810.6 mm rain-
fall as against the normal of
838.9 mm , a deficiency of just
three per cent so far. The
monsoon has not started
withdrawal so more rain is
expected in the coming days.
Releasing the first advance
foodgrain production esti-
mate for the ongoing kharif
season, Union Agriculture
Minister Narendra Singh
Tomar said: “A record food-
grain production is estimated
at 150.50 million tonne in
kharif season.” Bumper crop
is being achieved on account
of tireless hard work of farm-
ers and scientists besides
farmer-friendly government
policies, he said.
As per the data, pulses
production is likely to increase
to 9.45 million tonne in 2021-
22 kharif season from 8.69
million tonne achieved in the
previous year. Production of
tur, the main kharif pulse, is
estimated to increase mar-
ginally to 4.43 million tonne
from 4.28 million tonne.
However, production of
coarse cereals is estimated to
decline to 34 million tonne
from 36.46 million tonne.
Among coarse cereals, maize
output is estimated to fall to
21.24 million
tonne in 2021-
22 kharif sea-
son from 21.44
million tonne
in the previous
year.
Sowing of
kharif (sum-
mer) crops like
paddy begins
with the onset
of the Southwest monsoon
from June, while harvesting in
most of the parts commences
from October. Similarly,
production of oilseeds is pro-
jected to be lower at 23.39 mil-
lion tonne from 24.03 million
tonne.
Among oilseeds, produc-
tion of groundnut is pegged
marginally lower at 8.25 mil-
lion tonne as against 8.55
million tonne, while that of
soyabean at 12.72 million
tonne as against 12.89 million
tonne.
In case of cash crops, sug-
arcane production is pegged at
record 419.25 million tonne
during 2021-22 kharif season
compared with 399.25 million
tonne in the previous year.
Cotton production is also
likely to be a record at 36.22
million bales (of 170 kg each)
as compared with 35.38 mil-
lion bales in the previous
year. Jute and mesta produc-
tion is pegged slightly higher
at 9.61 million bales (of 180 kg
each) during this year as
against 9.55 million bales last
year, as per the data.

of India has directed the
Maharashtra Legislature
administration to make pro-
vision for “a separate booth
station for casting of votes
by the 12 suspended mem-
bers of BJP, outside the
premises and precinct of
the Vidhan Bhavan at
Mumbai.”

September 17, the
Commission said that for
this purpose, separate
polling party as well as sep-
arate ballot box alongwith

on Tuesday said that
a girl who went missing

India suffers from an acute
shortage of medical profes-
sionals, particularly doctors
and nurses, whose ratio is esti-
mated to be 1.7:1 on the basis
of NSSO data, while the ratio
of allied health workers to
doctors is estimated to be 1:1,
according to a report by the
WHO and the Public Health
Foundation of India which
has put out some appalling sta-
tistics about the chronic short-
ages in India’s health system.
This is also one of the reasons
that about 70 per cent of
expenditure on health is out of
pocket, one of the highest
globally.
Although there was no
standard skill-mix ratio of dif-
ferent health workers, most
OECD countries reported
approximately 3-4 nurses per
physician, the report stated.
The Indian High Level Expert
Group (HLEG) recommenda-
tion for the nurse-doctor ratio
in India stood at 3:1, it said.
Moreover, there was also a
need to strike a balance (right
skill-mix) between doctors and
allied health workers, it added.
The nurse to doctor ratio
is estimated to be 1.7:1 in
India on the basis of NSSO
data, with Punjab (6.4:1) and
Delhi (4.5:1) on the higher side
even as the states of Bihar,
Jammu and Kashmir and
Madhya Pradesh have less than
one nurse per doctor, the
report stated.
It recommended that India
needs to invest in human
resource for health (HRH) for
increasing the number of
active health workers and also
to improve the skill-mix ratio

Dropping ample hints that during his

A16-year-old girl was allegedly gang-
raped by three persons, and died
after consuming poison following the
attack in Maharashtra's Parbhani dis-
trict, police said on Tuesday. Two
minor boys were among the accused
apprehended for allegedly raping the
girl, who consumed poison on
September 14 and died while under-
goingtreatmentatahospitalonMonday
evening, an official said.
According to the police, the alleged
incident took place in Sonpeth area on
September 12, and the girl consumed
poison two days later, the official said.
In her statement to the police on
September 18, the girl said that she had
attempted to take her own life as a result
of the rape, he said.
One of the accused was known to
the victim and the trio had also stalked
her two years ago, he said.
Based on the victim's complaint, the
police registered an FIR against the trio
under relevant sections of the IPC and
Protection of Children from Sexual
Offences (POCSO) Act, the official said,
adding that further probe is underway.
Thiruvananthapuram: Kerala on Tuesday
reported 15,768 fresh COVID-19 cases and
214 deaths, which took the caseload to
45,39,953 and fatalities to 23,897.
The number of people who recovered
from the infection since Monday was 21,367
which brought the total recoveries to
43,54,264 and the number of active cases to
1,61,195, an official press release said.
As many as 1,05,513 samples were test-
ed in the last 24 hours, the release said.
Among the 14 districts, Thrissur record-
ed the highest with 1,843 cases, followed by
Kottayam (1,632), Thiruvananthapuram
(1,591), Ernakulam (1,545), Palakkad
(1,419), Kollam (1,407), Malappuram
(1,377), Alappuzha (1,250), Kozhikode
(1,200) and Kannur (993), it said.
Of the new cases, 100 were health
workers, 124 from outside the State and
14,746 infected through contact with the
source of it not clear in 798 cases.
There are currently 4,86,600 people
under surveillance in various districts, of
whom 4,62,691 are in home or institution-
al quarantine and 23,909 in hospitals. PTI
Bengaluru: Karnataka logged 818 new COVID-19
cases and 21 deaths on Tuesday, taking the total
number of infections to 29,69,361 and the toll to
37,648. The day also saw 1,414 discharges, taking
the total number of recoveries in the state so far to
29,17,944.
Out of the total number of new cases report-
ed, 359 were from Bengaluru Urban, as the city saw
381 discharges and eight deaths.
The total number of active cases in the state was
13,741. While the positivity rate for the day stood
at 0.80 per cent, the Case Fatality Rate (CFR) was
2.56 per cent.
Belagavi followed Bengaluru Urban in the num-
ber of deaths (3), Dakshina Kannada and Mysuru
had two each, followed by others.
Among the districts where new cases were
reported, Bengaluru Urban accounted for 359,
Dakshina Kannada 114, Udupi 73, Mysuru 71,
Kodagu 25, followed by others. Bengaluru Urban
district tops the list of positive cases, with a total
of 12,44,052, followed by Mysuru 1,77,400 and
Tumakuru 1,19,961. Among discharges too,
Bengaluru Urban was on top with 12,20,659, fol-
lowed by Mysuru 1,74,460 and Tumakuru

issue during zero hour in the
assembly, said religious con-
versions by force or through
inducement have become ram-
pant in the State, quoting the
example of his own mother.
The issue (of religious con-
versions) has come to the
Government's notice, convert-
ing people from one religion to
another by inducing them is a
punishable offence. We will
keep vigil on such activities.
There is a wide network work-
ing on religious conversions
across the country, Jnanendra
said in his reply in the assem-
bly.
There have been serious
discussions regarding control-
ling such religious conversions,
by bringing in a bill or in any
other form. To increase the fol-
lowers of a particular faith,
people being converted through
inducements or by misusing
their health condition, is not
right, he said, adding that there
is freedom to voluntarily follow
any religion. Indulging in reli-
gious conversion with induce-
ment or under pressure is an
unpardonable offence, the
Minister further said adding, it
may also lead to disturbance of
peace in the society.

to 20,000 people have been

Aligarh (UP): The body of an 8-year-old
dalit girl was found from a field near
Kishangarh village here, police said on
Tuesday. According to police, the girl had
left for school at around 8 am on Monday.
Shortly before noon her school bag was
spotted by some passers-by who raised an
alarm.
When it was found that the girl had not
reached school, her family started search-
ing for her and found her body in the field.
The victim's family alleged that she was
sexually assaulted before being killed.
Meanwhile, the agitated family mem-
bers and villagers blocked traffic on the
Tappal-Lalpur road for over two hours and
refused to hand over the body to police for
conducting post-mortem.
Senior police officials reached the
spot late Monday night and managed to
persuade them to hand over the body. A
panel of doctors conducted the post-
mortem examination at midnight.
SSP Kalanidhi Naithani told reporters
Monday night that forensic experts were
investigating the scene of the crime.
Any comment on the cause of death
can only be made after the post-mortem
report is received,” he said.
Security in the area has been beefed up
as a precautionary step, he added.

Muzaffarnagar(UP):Acourthereexaminedthe
incharge of a childcare helpline on Tuesday in
connection with the 2020 case of sexual harass-
ment of four children at an ashram in this dis-
trict. In July last year, a team of the childcare
helplineandpolicehadrescued10childrenhail-
ingfromTripura,MizoramandAssamfromthe
ashram in Shukartal here. Medical examination
had confirmed that four of the children, aged
between seven and 10 years, were sexually
assaulted.

Maharashtra Governor

request to convene a two-day
special Legislature session to
discuss the ghastly Sakinaka
rape and murder incident,

Aseven-year-old girl was
allegedly raped and mur-
dered by a neighbour in
Rajasthan's Nagaur district,
police said on Tuesday.
The accused kidnapped
the girl from her residence in
a village under Padu Kalan
police station limits on Monday
and took her to a secluded
place, where he raped her.
A case has been registered
against the accused, Dinesh Jat
(20), for kidnap, rape and mur-

Aspecial SC/ST court on Monday award-
ed life imprisonment to seven people for
setting two sisters belonging to the Dalit
community on fire in Uttar Pradesh's
Moradabad in 2010.
The sisters were burnt alive in Kothiwal
Nagar on December 18 by a mob protest-
ing a double murder for which their broth-
er was accused.
In a 26-page order, special SC/ST court
judge Sandhya Choudhury found the seven
accused guilty on the basis of evidences pro-
duced by Additional District Government
Counsel (ADGC) Anand Pal Singh and
charged them under the SC/ST (prevention
of atrocities) Act.
Sateesh Madan, Sagar Bhandula, Banti
Malik, Asha Sachdeva, Amarjeet Kaur,
Vinod Kajkad and Sania Kohli were con-
victed by the court and a penalty of Rs 1 lakh
each was imposed on them. They were sent
to districts jail Moradabad, Singh said.
On the day of the incident, a mob gath-
ered outside the house of Rajo and set it
ablaze. While she escaped unhurt, her
daughters Gita (22) and Monu (20) were
burnt alive in the ensuing fire.
Rajo's son Rakesh, who worked as a
sweeper, was accused of murdering a 30-
year-old woman and her eight-year-old
daughter during a robbery on December 9,
2010. Subsequently, Rakesh and his
brother Rajesh were arrested by police.

Sounding this stern note, Foreign Secretary Harsh Shringla also said External Affairs Minister S Jaishankar discussed the issue with his British counterpart Liz Truss in New York on Monday. The issue was likely to be resolved soon following certain assur- ances, Shringla said. “Urged early resolution of quarantine issue in mutual interest,” Jaishankar tweeted after he met Truss. Enunciating India’s posi- tion, Shringla said the UK decision to not recognise Covishield is a “discriminating policy” thereby creating trou- ble for the Indians travelling to England. In an announcement on Monday, the UK said Indian travelers, who have received both doses of the Covishield, will be considered unvacci- nated and will have to under- go self-isolation for 10 days there. “The non-recogition of Covishield is a discriminating policy and impacts our citizens travelling to the UK. The External Affairs Minister has raised the issue strongly with the new UK foreign secretary,” Shringla said. Adopting a tough stance, he also cautioned the UK that India is well within its rights to resort to reciprocal action over the new Covid rules. The Governor for Afghanistan’s Kunar province, popularly known as Qari Osman, was originally a resi- dent of Gabri in Mamondo Tehsil, Bajaur Agency of Pakistan. Osman was educated at Inayat Qala Government School, Bajaur (Pakistan) till ninth standard and had mar- ried twice. He has one house and family in Bajaur and the other in Peshawar. Osman’s younger brother Shahidullah is the Taliban dis- trict Governor for Marawara of Kunar province. His other brother is Zabihullah who is an ISI operative and works in Peshawar’s Bala Hissar. Osman’s elder brother, Najibullah, works for ISI in Bajaur. In addition to posting Osman and his brother as Governors in Afghanistan’s Kunar province and districts, the ISI has also supplanted its men in other provinces along the Tajikistan border, eastern and northern Afghanistan besides Nuristan province as reported earlier. The ISI’s game plan is a deliberate plot aimed at having a firm and effective grip over Taliban to achieve its strategic agenda through the regime in Kabul. In the kharif season of 2020- 21 crop year (July-June), the foodgrain output comprising rice, pulses and coarse cereals stood at a record 149.56 mil- lion tonne. Total production of kharif rice during 2021-22 is estimated at 107.04 million tonnes. Record production is pegged in rice, sugarcane and cotton. However, production of coarse cereals and oilseeds is estimated to be lower mar- ginally during the kharif sea- son of this year. Presently, India received 810.6 mm rain- fall as against the normal of 838.9 mm , a deficiency of just three per cent so far. The monsoon has not started withdrawal so more rain is expected in the coming days. Two minor boys were among the accused apprehended for allegedly raping the girl, who consumed poison on September 14 and died while under- goingtreatmentatahospitalonMonday evening, an official said. According to the police, the alleged incident took place in Sonpeth area on September 12, and the girl consumed poison two days later, the official said. In her statement to the police on September 18, the girl said that she had attempted to take her own life as a result of the rape, he said. Based on the victim's complaint, the police registered an FIR against the trio under relevant sections of the IPC and Protection of Children from Sexual Offences (POCSO) Act, the official said, adding that further probe is underway. Out of the total number of new cases report- ed, 359 were from Bengaluru Urban, as the city saw 381 discharges and eight deaths. The total number of active cases in the state was 13,741. While the positivity rate for the day stood at 0.80 per cent, the Case Fatality Rate (CFR) was 2.56 per cent. Hosadurga BJP MLA Goolihatti Shekhar, raising the issue during zero hour in the assembly, said religious con- versions by force or through inducement have become ram- pant in the State, quoting the example of his own mother. According to police, the girl had left for school at around 8 am on Monday. Shortly before noon her school bag was spotted by some passers-by who raised an alarm. When it was found that the girl had not reached school, her family started search- ing for her and found her body in the field. The victim's family alleged that she was sexually assaulted before being killed. Meanwhile, the agitated family mem- bers and villagers blocked traffic on the Tappal-Lalpur road for over two hours and refused to hand over the body to police for conducting post-mortem. Senior police officials reached the spot late Monday night and managed to persuade them to hand over the body. A panel of doctors conducted the post- mortem examination at midnight.
