BRIEF INTRODUCTION OF
PROGRAM FOR ETHICAL, ACADEMIC & CULTURAL
ENTERPRISES (PEACE)
PEACE was set up in 1995 with the aim of working in the field of social and scientific
research and promoting educational and welfare activities in society with particular
emphasis on the downtrodden, poor and needy sections of society. PEACE is an
organisation with difference. It does not believe only in following the steps of others or
implementing usual projects with the help of fund-giving agencies. PEACE, instead, also
believes in doing its own research, and engages in innovative projects. Within nine years of
its founding, PEACE has achieved remarkable success in various fields particularly in the
field of health and family welfare.
Projects done so far
1. Research, publication and large scale distribution of the book, “Islam and Family
Planning”
Family planning has been a contentious issue as far as Muslims are concerned. Many
Muslim theologians and leaders have been of the opinion that Islam is totally opposed to
the concept of Family Planning and small family norms. PEACE took this issue as the first
subject for its research. Dr. Javed Jamil authored a book, “Islam and Family Planning” in
1994 at a time when there was widespread belief among Muslims that Islam does not
permit the use of contraceptive methods. The book was especially admired because it had
a balanced approach and gave a new look to the subject. For the first time people started
realising that Islam can in fact bring welcome changes in the programme, which can make
it more acceptable and popular. A large number of newspapers carried out reviews on the
book, and PEACE received thousands of letters that admired its efforts. (This project was
done with the financial support provided by Dept. of Family welfare, Govt. of India through
Centre for Research in Rural and Industrial Development (CRRID) Chandigarh.)
2. Hindi Version of “Islam and Family Planning”
It was soon felt that as large sections of Muslim population understood Hindi better
than any other language, “Islam and Family Planning” should be translated into Hind
without any delay. It was gain funded by Dept. of Family welfare, GOT.
3. Organisation of a National Seminar on AIDS
In 1997, PEACE took another extremely relevant subject and changed the concept
of fight against the dreaded disease by its novel approach. Till then, the usual approach
towards the control of AIDS was limited to popularisation of “safe sex”, which meant only
the use of condoms while having sex. PEACE organised a national seminar in New Delhi,
entitled, “In Search of a Comprehensive Solutions for AIDS” that was inaugurated by then
Minister of Health and Family welfare, Mr. Saleem Sherwani. The three-day seminar
discussed various aspects of the problem of AIDS: Role of Religion, Role of Politicians,
Role of Media, Medical details of the problem and their solution. The Seminar for the first
time brought a new approach to the centre of discussion that stressed comprehensive
solution for the control of AIDS because AIDS was a multidimensional problem. It was
argued that the commercialisation of sex was playing havoc and constituted one of the
main reasons for the rapid spread of the disease. There should therefore be concerted
efforts to eradicate commercial sex, and religious and political leaders must play their roles
in warning the people about unsafe sexual practices. The seminar was attended by a
number of luminaries in different fields that included religious scholars belonging to all
communities, politicians including K.R.Malkani, Shahabuddin and Media personalities
including Kuldeep Nayyar. The project was organised with the collaboration of National
AIDS Control Organisation, Govt. of India.
4. Publication of Entire Proceedings of the Seminar on AIDS
The three-day seminar was historical in that it was able to give a new approach
towards the control of AIDS. The seminar attracted large audiences and lively discussion
took place all the three days. It was realised that the presentations and papers read in the
seminar were extremely important and it would be a good idea to publish the entire
proceedings. 3000 copies of the proceedings, entitled, “In Search of a Comprehensive
Solution for AIDS”, edited by Dr. Javed Jamil were published and dispatched to various
institutions, papers, magazines, health departments and social organisations. This project
was also financially aided by NACO.
5. Research and Publication of “Islamic Model for Control of AIDS”
The success of “Islam and Family Planing” can be gauged from the fact that even
non-Muslims admired this effort. Prof. LM Nath, Director All India Institute of Medical
Sciences, New Delhi was so impressed that he wrote a letter to Dr. Javed Jamil requesting
him to consider analysing the problem of AIDS in the light of Islam just in the same way
Family Planning was analysed. Dr. Jamil agreed and started work on the subject. The
result was the publication of “Islamic Model for Control of AIDS”, which was foreworded by
Prof. LM Nath. The book further proved that religion and religious leaders could be used for
welfare activities in a big way, provided religious scholars are taken into confidence. The
book was reviewed by many international journals, and a large number of its copies were
asked for by US Congress Library.
6. Survey of Muslim Families of District Saharanpur to determine their
educational, health, Family Planning, Social and Economic Status
It was long realised that the condition of Muslim families was not socially good
enough, and their social needs must be redressed. PEACE decided to conduct a
comprehensive survey of the Muslim families of District Saharanpur. The survey was done
in collaboration with SIFPSA/USAIDS and for this the services of the well-known
organisation, ORG-MARG were availed. The survey included educational and economic
status including the monthly income, educational level, presence of various diseases
particularly related to mother and child, number of children per family, family-planning-
related data, and social evils like smoking, drinking and gambling. The findings of the
survey paved way for the designing of a project aimed at improving the health conditions of
Muslim families.
7. Campaign for family health among Muslims
A. National Seminar on “BUILDING A HEALTHY FAMILY IN THE LIGHT OF
ISLAM AND INDIAN CULTURE”
The popularity of Dr. Javed Jamil’s works encouraged State Innovations in Family
Planning agency (SIFPSA) to contact him and discuss the possibility of taking the message
far and wide though the organisation of a series of workshops. A project was carefully
conceived involving workshops on “Building a Healthy family in the Light of Islam and
Indian Culture” at the national, district, block and village level. The project began in 2000
with the organisation of a three-day seminar, which was attended by a large number of
Muslim luminaries. These included Syed Hamid, Chancellor Jamia Hamdard, Mr. Syed
Shahabuddin, former MP, Mr. Rashid Masood, former Union Health Minister, Mr. Mansoor
Ali Khan, MP, Mr. Tahir Mahmood, Chairman Minority Commission, Prof. Mohsin Razvi,
Dean, Faculty of Theology, Aligarh Muslim University, Mr. SYQureishi, senior IAS officer,
Mr. Izhar Asar, well-known poet and writer, Mr. Asrar Ahmad, Supreme Court Advocate
and many others. The National Seminar discussed in detail every aspect of the problem of
family health from Islamic point of view including the educational and economic status of
Muslims, Mother and Child Health, Population Problems, Status of Women, other
impediments in the establishment of a healthy family system and other related issues. The
three-day seminar turned out to be a historical event that concluded with the passing of a
draft of the INDO-SLAMIC MODEL OF FAMILY WELFARE, which was unanimously
accepted.
(B) District Level Workshop
National Seminar was followed by a District Level Brainstorm, which discussed practical
strategy to carry out the message of family health far and wide.
© BLOCK LEVEL WORKSHOPS
Workshops were then organised in 11 blocks of Saharanpur to mobilise block level opinion
leaders including Pramukhs, Block officials, Maulvis and pradhans. These programmes
were extremely successful; and witnessed great enthusiasm among the people. The
venues included Rampur, Deoband, Gangoh, Behat, Muzaffarabad, Sarsawa, Baliakhedri,
Nagal and Nanauta.
(d) Village level workshops
Block Level workshops were followed by 80 village level workshops. These were extremely
successful in which villagers participated with unprecedented enthusiasm. The villagers
were explained in detail about general health, need of education, especially education of
women, mother and child health, use of contraceptives within the boundaries of Islam,
status of women, and necessity to fight social evils like gambling, drinking, smoking and
unhealthy sexual practices. Specially prepared “Instructions” were distributed among them..
Project of RCH Camps and workshops in 200 villages
The ORG surveyed the impact of the project implemented by PEACE in collaboration with
SIFPSA. It found that the workshops organised by PEAE and addressed by Dr. Javed Jamil
made a remarkable impact. A huge majority of the respondents agreed with the approach
of Dr. Jamil. The campaign to popularise breast-feeding for two years as prescribed in
Islam was extremely successful and it convinced Muslims that Islam promotes a gap of at
least 3 years between two issues. The survey also showed that Indo-Islamic Model of
Family Welfare drafted by Dr. Jamil received huge attention of the intellectuals. Following
the report of the survey, SIFPSA asked PEACE to take on another project that will
concentrate on villages. Under this project, two types of programmes were run:
Workshops of Religious Scholars and clerics
33 workshops were organised involving religious teachers of Islamic schools, Imams of
mosques and other clerics. They were explained the objectives of the project and
explained how Islam advocates Reproductive & Child Health and Empowerment of women.
More than one thousand Islamic clerics were sensitised on the subject.
RCH Camps
In about 80 villages, RCH camps were organised. In these camps, information about RCH
issues was disseminated, women were counselled about their family issues, women and
children were given medical check-up and vaccination facilities, and free medicines were
distributed among poor. The camps were great success. Normally such camps when
organised by other agencies do not attract more than 1-2 dozen people. But in PEACE
camps, the average attendance was more than one hundred.
The Killer Sex
This work has just been published. “Thanks to the global merchants of sex--better call them
the global merchants of death and destruction--sex has now become perhaps the biggest
tormentor of humanity; it kills individuals, it devastates family peace and it destroys social
order. “The Killer Sex” unveils the designs of the forces of economic fundamentalism; and
their unsatiable hunger for the moolah, which has transformed sex from an instrument of
life to a tool of business……” This describes how the forces of market have utilised sex for
their own vested interests, and how changed values have been adversely affecting health
(AIDS), family life in general, and women and children in particular. This stresses the fact
that the empowerment of women is useless if it is not combined with their personal, family
and social security from abuse and exploitation.

Books authored
• “The Essence of the Divine Verses” is the latest book by Dr. Javed Jamil. It is a
humble attempt to understand the message and the system propagated by the Qur’an,
particularly with its unparalleled relevance in the context of the present and the future
world. 448 page mammoth work has been foreworded by Saiyid Hamid, Former Vice
Chancellor, Aligarh Muslim University and was released in June 2003 by Former Indian
Prime Minister, Mr. IK Gujral.
• Authored “Islam and Family Planning”. The book discussed the subject of Family
Welfare from the point of view of Islamic principles and proposed an alternative Indo-
Islamic Model consistent with Islamic teachings and Indian cultural values. The book
was published and distributed with the financial aid provided by Dept. of Family welfare,
GOI.
• Authored “Islamic Model for Control of AIDS” at the request of Prof. Lalit Mohan
Nath, then Director, AIIMS, New Delhi who also foreworded the book. The book gave a
comprehensive solution for control of AIDS based on the religious principles of Islam.
The book gave a new turn to the subject.
• Edited “In Search of a Comprehensive Solution for AIDS” based on the proceedings
of a three-day national seminar on the same subject held at New Delhi. The publication
and distribution of the book was sponsored by NACO, Govt. of India.
• Authored “The Devil of Economic Fundamentalism” It is a work that has been
described as a path breaking by many commentators. It is a commentary on the impact
of the current International economic policies on health, family peace and social order.
It describes how the forces of big business have paralysed the law, manoeuvred politics
and administration, marginalised religion, captured the media, remodelled social values,
commercialised sex, hijacked educational set-up, restructured the foundations of
economics, misappropriated science and technology, masterminded popular
movements, dehumanised the civilisation and colonised the globe. It presents an
alternative paradigm of economic order called “PEACE ECONOMICS” that advocates
development maintaining health, family peace and social order. Peace Economics is
also consistent with the economic ideology of Islam.
• Created “Rahguzar”, a collection of his Urdu Ghazals published with the financial
support of Fakhruddin Memorial Urdu Academy, Government of U.P. His ghazals have
been described as a unique addition to the poetry. The collection was released by the
famous Ghazal Maestro, Ghulam Ali who also rendered some of the ghazals in his
voice.
• Authored “Siskiyan”, a novel in Hindi that sensationally describes how medical college
students are forced by the circumstances to commit suicide.
• His next work entitled “The Killer Sex” is a scathing commentary on the highly
devastating impact on health, family and society of the new sexuality and
commercialisation of sex promoted by the forces of globalisation.

BRIEF INTRODUCTION OF PROGRAM FOR ETHICAL, ACADEMIC & CULTURAL ENTERPRISES (PEACE) PEACE was set up in 1995 with the aim of working in the field of social and scientific research and promoting educational and welfare activities in society with particular emphasis on the downtrodden, poor and needy sections of society. PEACE is an organisation with difference. It does not believe only in following the steps of others or implementing usual projects with the help of fund-giving agencies. PEACE, instead, also believes in doing its own research, and engages in innovative projects. Within nine years of its founding, PEACE has achieved remarkable success in various fields particularly in the field of health and family welfare. Projects done so far 1. Research, publication and large scale distribution of the book, “Islam and Family Planning” Family planning has been a contentious issue as far as Muslims are concerned. Many Muslim theologians and leaders have been of the opinion that Islam is totally opposed to the concept of Family Planning and small family norms. PEACE took this issue as the first subject for its research. Dr. Javed Jamil authored a book, “Islam and Family Planning” in 1994 at a time when there was widespread belief among Muslims that Islam does not permit the use of contraceptive methods. The book was especially admired because it had a balanced approach and gave a new look to the subject. For the first time people started realising that Islam can in fact bring welcome changes in the programme, which can make it more acceptable and popular. A large number of newspapers carried out reviews on the book, and PEACE received thousands of letters that admired its efforts. (This project was done with the financial support provided by Dept. of Family welfare, Govt. of India through Centre for Research in Rural and Industrial Development (CRRID) Chandigarh.) 2. Hindi Version of “Islam and Family Planning” It was soon felt that as large sections of Muslim population understood Hindi better than any other language, “Islam and Family Planning” should be translated into Hind without any delay. It was gain funded by Dept. of Family welfare, GOT. 3. Organisation of a National Seminar on AIDS In 1997, PEACE took another extremely relevant subject and changed the concept of fight against the dreaded disease by its novel approach. Till then, the usual approach towards the control of AIDS was limited to popularisation of “safe sex”, which meant only the use of condoms while having sex. PEACE organised a national seminar in New Delhi, entitled, “In Search of a Comprehensive Solutions for AIDS” that was inaugurated by then Minister of Health and Family welfare, Mr. Saleem Sherwani. The three-day seminar discussed various aspects of the problem of AIDS: Role of Religion, Role of Politicians,
  • 2. Role of Media, Medical details of the problem and their solution. The Seminar for the first time brought a new approach to the centre of discussion that stressed comprehensive solution for the control of AIDS because AIDS was a multidimensional problem. It was argued that the commercialisation of sex was playing havoc and constituted one of the main reasons for the rapid spread of the disease. There should therefore be concerted efforts to eradicate commercial sex, and religious and political leaders must play their roles in warning the people about unsafe sexual practices. The seminar was attended by a number of luminaries in different fields that included religious scholars belonging to all communities, politicians including K.R.Malkani, Shahabuddin and Media personalities including Kuldeep Nayyar. The project was organised with the collaboration of National AIDS Control Organisation, Govt. of India. 4. Publication of Entire Proceedings of the Seminar on AIDS The three-day seminar was historical in that it was able to give a new approach towards the control of AIDS. The seminar attracted large audiences and lively discussion took place all the three days. It was realised that the presentations and papers read in the seminar were extremely important and it would be a good idea to publish the entire proceedings. 3000 copies of the proceedings, entitled, “In Search of a Comprehensive Solution for AIDS”, edited by Dr. Javed Jamil were published and dispatched to various institutions, papers, magazines, health departments and social organisations. This project was also financially aided by NACO. 5. Research and Publication of “Islamic Model for Control of AIDS” The success of “Islam and Family Planing” can be gauged from the fact that even non-Muslims admired this effort. Prof. LM Nath, Director All India Institute of Medical Sciences, New Delhi was so impressed that he wrote a letter to Dr. Javed Jamil requesting him to consider analysing the problem of AIDS in the light of Islam just in the same way Family Planning was analysed. Dr. Jamil agreed and started work on the subject. The result was the publication of “Islamic Model for Control of AIDS”, which was foreworded by Prof. LM Nath. The book further proved that religion and religious leaders could be used for welfare activities in a big way, provided religious scholars are taken into confidence. The book was reviewed by many international journals, and a large number of its copies were asked for by US Congress Library. 6. Survey of Muslim Families of District Saharanpur to determine their educational, health, Family Planning, Social and Economic Status It was long realised that the condition of Muslim families was not socially good enough, and their social needs must be redressed. PEACE decided to conduct a comprehensive survey of the Muslim families of District Saharanpur. The survey was done in collaboration with SIFPSA/USAIDS and for this the services of the well-known organisation, ORG-MARG were availed. The survey included educational and economic status including the monthly income, educational level, presence of various diseases particularly related to mother and child, number of children per family, family-planning- related data, and social evils like smoking, drinking and gambling. The findings of the survey paved way for the designing of a project aimed at improving the health conditions of Muslim families.
  • 3. 7. Campaign for family health among Muslims A. National Seminar on “BUILDING A HEALTHY FAMILY IN THE LIGHT OF ISLAM AND INDIAN CULTURE” The popularity of Dr. Javed Jamil’s works encouraged State Innovations in Family Planning agency (SIFPSA) to contact him and discuss the possibility of taking the message far and wide though the organisation of a series of workshops. A project was carefully conceived involving workshops on “Building a Healthy family in the Light of Islam and Indian Culture” at the national, district, block and village level. The project began in 2000 with the organisation of a three-day seminar, which was attended by a large number of Muslim luminaries. These included Syed Hamid, Chancellor Jamia Hamdard, Mr. Syed Shahabuddin, former MP, Mr. Rashid Masood, former Union Health Minister, Mr. Mansoor Ali Khan, MP, Mr. Tahir Mahmood, Chairman Minority Commission, Prof. Mohsin Razvi, Dean, Faculty of Theology, Aligarh Muslim University, Mr. SYQureishi, senior IAS officer, Mr. Izhar Asar, well-known poet and writer, Mr. Asrar Ahmad, Supreme Court Advocate and many others. The National Seminar discussed in detail every aspect of the problem of family health from Islamic point of view including the educational and economic status of Muslims, Mother and Child Health, Population Problems, Status of Women, other impediments in the establishment of a healthy family system and other related issues. The three-day seminar turned out to be a historical event that concluded with the passing of a draft of the INDO-SLAMIC MODEL OF FAMILY WELFARE, which was unanimously accepted. (B) District Level Workshop National Seminar was followed by a District Level Brainstorm, which discussed practical strategy to carry out the message of family health far and wide. © BLOCK LEVEL WORKSHOPS Workshops were then organised in 11 blocks of Saharanpur to mobilise block level opinion leaders including Pramukhs, Block officials, Maulvis and pradhans. These programmes were extremely successful; and witnessed great enthusiasm among the people. The venues included Rampur, Deoband, Gangoh, Behat, Muzaffarabad, Sarsawa, Baliakhedri, Nagal and Nanauta. (d) Village level workshops Block Level workshops were followed by 80 village level workshops. These were extremely successful in which villagers participated with unprecedented enthusiasm. The villagers were explained in detail about general health, need of education, especially education of women, mother and child health, use of contraceptives within the boundaries of Islam, status of women, and necessity to fight social evils like gambling, drinking, smoking and unhealthy sexual practices. Specially prepared “Instructions” were distributed among them.. Project of RCH Camps and workshops in 200 villages The ORG surveyed the impact of the project implemented by PEACE in collaboration with SIFPSA. It found that the workshops organised by PEAE and addressed by Dr. Javed Jamil made a remarkable impact. A huge majority of the respondents agreed with the approach
  • 4. of Dr. Jamil. The campaign to popularise breast-feeding for two years as prescribed in Islam was extremely successful and it convinced Muslims that Islam promotes a gap of at least 3 years between two issues. The survey also showed that Indo-Islamic Model of Family Welfare drafted by Dr. Jamil received huge attention of the intellectuals. Following the report of the survey, SIFPSA asked PEACE to take on another project that will concentrate on villages. Under this project, two types of programmes were run: Workshops of Religious Scholars and clerics 33 workshops were organised involving religious teachers of Islamic schools, Imams of mosques and other clerics. They were explained the objectives of the project and explained how Islam advocates Reproductive & Child Health and Empowerment of women. More than one thousand Islamic clerics were sensitised on the subject. RCH Camps In about 80 villages, RCH camps were organised. In these camps, information about RCH issues was disseminated, women were counselled about their family issues, women and children were given medical check-up and vaccination facilities, and free medicines were distributed among poor. The camps were great success. Normally such camps when organised by other agencies do not attract more than 1-2 dozen people. But in PEACE camps, the average attendance was more than one hundred. The Killer Sex This work has just been published. “Thanks to the global merchants of sex--better call them the global merchants of death and destruction--sex has now become perhaps the biggest tormentor of humanity; it kills individuals, it devastates family peace and it destroys social order. “The Killer Sex” unveils the designs of the forces of economic fundamentalism; and their unsatiable hunger for the moolah, which has transformed sex from an instrument of life to a tool of business……” This describes how the forces of market have utilised sex for their own vested interests, and how changed values have been adversely affecting health (AIDS), family life in general, and women and children in particular. This stresses the fact that the empowerment of women is useless if it is not combined with their personal, family and social security from abuse and exploitation.
