3. At ethiXbase we view corporate corruption as a growing threat, and for this reason
created the Ethical Alliance, a global community of companies and individuals
dedicated to anti-corruption compliance, corporate transparency and ethical
business dealings.
The Ethical Alliance helps organisations and professionals mitigate
reputational risk, promote knowledge, anti-corruption compliance and
ethical business dealings. We help organisations improve relationships
and processes with employees, clients, suppliers, partners, shareholders
and regulators.
With over 30,000 associate members the Ethical Alliance is a rapidly growing
initiative. Membership is open to individuals, organisations, chambers of
commerce and industry associations, as well as government bodies.
Ethical Alliance Mission
5. Singapore’s Corrupt Practices Investigation Bureau
• CPIB received 736 complaints in 2014 – a
7% decrease from 792 complaints in 2013
• The number of cases registered for
investigation reached a 30-year low in
2014, with 136 out of the 736 complaints
received
• Private sector cases made up 85% of all
registered cases for investigation in 2014,
while public sector cases made up the
remaining 15%
6. Tightening reins with new reforms
• New reforms introduced this year by Prime Minister Lee:
– Review of Prevention of Corruption Act (PCA)
– Increased manpower at Corrupt Practices Investigation Bureau (CPIB)
– Creation of new corruption reporting centre
• Prime Minister Lee insists stronger enforcement actions are
needed to ensure trust in public officials and weed out any form of
corruption
– Affect assessment of Singapore’s climate for doing business by other countries
– 3 factors vital to maintain trust & integrity:
• Exercising strong leadership at all levels
• Emphasizing integrity as a value that all must uphold
• Strengthening Singapore’s system
7. How can Singapore enhance and exercise stronger
leadership in setting a “tone from the top”?
To align Singapore’s laws with global best practices changes
to the existing legislature should include:
Corporate
liability
The
establishment
of compliance
defence
The extra
territorial
effect of
Singapore’s
anti-corruption
laws
Whistleblowing
Protections
8. Recommendations to Strenghthen Singapore
Anti-Corruption Compliance Eco-System
• Firms in Singapore need to step up anti-corruption measures and be better
informed of corporate anti-corruption initiatives to develop a rigorous
approach to compliance.
• Leading firms should export & communicate ethical values and codes of
conduct into newer markets.
• Firms should weigh potential cost of losing business against potential cost
to reputation should corruption be discovered.
• Organisations, academics and industry groups should collaborate to share
best practices
• Culture of proactive sharing can benefit all organisations in this region
• Enact whistleblower protection laws
• Providing monetary rewards for genuine whistleblowers
9. Is the senior management walking the talk?
Is the business “investigation - ready”?
When did the business last undergo a compliance check?
