2. INTRODUCTION
Leprosy Is one of the oldest disease.it is not occur as
a result of past sin or punishment from god. Leprosy
Leprosy is a disease that often causes a lot of fear
and discrimination within a community. Myths and
misguided beliefs about the disease lead to people
affected by the disease being treated terribly and
often having their human rights denied. Here's a quick
look at just some of the human rights issues that
persons affected by leprosy face.

• Right to education: We too often hear stories of children affected by leprosy being sent
away from school because of incorrect fears about the transmission of the disease. Even
if this does not happen, many children will face bullying by their peers and stop going to
school. Others may face extended periods of illness due to leprosy which cause them to
miss out on their studies.
• Right to family: In some countries it is still legal to divorce somebody on the grounds
that they have been diagnosed with leprosy. It is also sadly common to hear stories of
how persons affected by leprosy have faced rejection by their families0000000who will
have nothing to do with them because they have been diagnosed with leprosy.
• Right to health: Leprosy can cause serious complications, such as damage to the eyes,
hands, and feet. These complications require medical care, but in many instances
appropriate medical care for leprosy complications is too far away for persons affected
by the disease to access. We've also know of many stories of people affected by leprosy
who have been turned away by medical centres because of fears around the disease
among other patients and even among staff.
• Right to employment: Once more, fears around the transmission of leprosy have left
many persons affected by the disease with difficulties accessing work, as employers
refuse to hire someone they incorrectly believe will make their employees unwell.
4. STATUS OF LEPROSY AFFECTED
PERSON
• There are many myths and misconception about
the disease,such as leprosy is sin and curse and
physical disfigurement and lack of understanding
behind its cause.
• They prevented from accessing community
resources like water from community wells and
exclude from festivals and community gathering .
• They are denied from education, employment.
• The stigma and discrimination extend to the family
as well.

• LEGAL DISCRIMINATION
• The historical legacy and societal stigma toward leprosy are
evidenced by various laws containing discriminatory clauses against
leprosy victims. Laws in the states of Chhattisgarh, Rajasthan,
Madhya Pradesh, Andhra Pradesh, and Orissa prohibit leprosy
patients from running in local elections. Other laws include the Motor
Vehicle Act of 1939 which restricts leprosy patients from obtaining a
driving license and the Indian Rail Act of 1990 which prohibits
leprosy patients from traveling by train.
• The specific laws and regulations named included Section 13 of the
Hindu Marriage Act, which permits leprosy as a justification for
divorce; Section 70(3)(b) of the Orissa Municipal Corporation Act,
which prevents leprosy patients from running for the office of
Corporator; and other similar laws.[A bill seeking to remove leprosy
as a ground for divorce was passed by Lok Sabha on 7th of Jan
2019

The article discusses the challenges faced by the country and
social discrimination spread in the society due to lack of focus
and low awareness. If we want to end leprosy, then we have to
achieve the target of ‘zero leprosy’.
• Utpal Sengupta (2018)
There is an immediate need for implementation of house-to-
house surveys and also in villages. Default in treatment has
been one of the major issues for failure of the program. Stigma
in leprosy is known to cause social discrimination and they do
not go hospitals because of fear of rejection by society and their
community. They give conclusion that government focus on
awareness programs.

It is told in this article that leprosy continued due to stigma in society
and lack of knowledge. Cultural aspects of leprosy affecting its include
traditional medicine and stigma. We need more study to understand the
cause of stigma.in conclusion, said we need theoretical and practical
and holistic approaches to reduce the disease.
• Economics times (2020)
Irrational behavior is spread in the society about leprosy due to the
myths and misconceptions, is promote discrimination due to this they
are prevented from accessing community. Their human right is also
violet. they conclude that we need 'awareness' and encourage 'self-
reporting' to support leprosy person
8. RESEARCH OBJECTIVE
• To look in social discrimination and barriers that are
surrounding leprosy.
• To look into the challenges faced by persons affected
by leprosy.
• To study the laws that are still in India discriminate
against person affected by leprosy.
• To analyze the human rights violations against people
affected with leprosy.
• To give suggestion to protect the rights of person
affected with leprosy.
9. HYPOTHESIS
1. Leprosy affected person are incapable to enjoy their
human rights.
2.Leprosy affected person still facing the social
discrimination in the society.
10. RESEARCH METHODOLOGY
• The research done in this project is supposed to be true
analytical, descriptive and historical research work.
• It is based on non doctrinal research
• Primary data based on the leprosy patient and their
family interview and survey and case study.is also
include the NGO’s and hospitals.
• It will further involve secondary data such as Articles,
Published Reports, books and journals.
