Urban designer Fred Kent criticized San Diego's streets, buildings, parks, and waterfront as being uninviting and underused. He recommended "light, quick and cheap" changes like narrower roads, wider sidewalks, and more outdoor dining to draw people and create a stronger sense of place. Specifically, he said the Convention Center and MLK Promenade Park create barriers along the waterfront, which could be better activated with attractions to keep visitors along the water. Fulton, San Diego's planning director, agreed more connections between new developments like the expanded Convention Center and attractions were needed to bring more people to the waterfront.
